City of West Point Regular Council Meeting Minutes Monday, November 9, 2020 @ 5:30 PM Via teleconference The regular meeting of the Mayor and Council was held by Teleconference November 9, 2020 at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Participated: Members Non-Participate: Mayor Pro-Tempore Henry Hutchinson Councilmember Joseph R. Downs III Councilmember Gloria R. Marshall Councilmember Gerald W. Ledbetter Councilmember Sandra Thornton Councilmember Deedee Williams Councilmember Gerald W. Ledbetter gave the opening prayer. Mayor Tramell called the meeting of the Council to order and welcomed everyone. MINUTES Mayor Tramell asked for a motion to approve the minutes from the October 12, 2020 Regular Business Meeting. Councilmember Deedee Williams made said motion; She stated that she was unable to sign into the last teleconference business meeting when the vote was taken to amend the disorderly house ordinance. She stated she opposed the ordinance because she does not think property owners should be responsible for a tenant action. The motion to approve the October 12, 2020 minutes was seconded by Councilmember Joseph R. Downs III. The minutes were approved unanimously. FINANCIAL REPORT Mayor Tramell stated the financial report for approval is in the Council packet. Mayor Tramell asked for a motion to approve the October Financial report. Councilmember Joseph R. Downs III made said motion; seconded by Councilmember Gerald W. Ledbetter; passed unanimously. AGENDA Mayor Tramell asked for a motion to approve the agenda. Councilmember Gerald W. Ledbetter made said motion and seconded by Joseph R. Downs III and passed unanimously. Page 2 of 2 NEW BUSINESS • APPOINTMENT OF PUBLIC WORKS DIRECTOR Mayor Tramell asked for a motion to appoint Roderick Palmer as the City of West Point Public Works Director. Councilmember Sandra Thornton made said motion; seconded by Councilmember Gloria R. Marshall; The motion passed unanimously. • SALE OF CITY PROPERTY EAST 7TH STREET (ALLEY) Mayor Tramell asked for a motion to approve the sale of city property; an alley (Tract 3) that is located between lots 301, 307, and 311 E 7th Street. The total square ft equals 2,126 for a total price of $340.22. Councilmember Gloria R. Marshall made said motion; seconded by Councilmember Joseph R. Downs III; passed unanimously. • OTHER Mayor Tramell stated the next meeting will be Tuesday November 24th at 5:30 p.m. via teleconference. The meeting will include a Public Hearing for the Proposed 2021 Budget. On Saturday, November 14th at 9:00am. Volunteers will meet at the Virginia Cook Activity Center on MLK to begin the City-Wide Cleanup. Councilmember Sandra Thornton announced Wednesday November 18th the Mayor and her will be at Chick-fil-A for the Salvation Army T-shirt for Turkey event. The turkeys will be given to the seniors at the West Point Active Center. Joy FM Radio will be there donating t- shirts. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Gloria R. Marshall made said motion and seconded by Councilmember Joseph R. Downs III; passed unanimously.
