City of West Point Regular Council Meeting Minutes Monday, March 13, 2023 @ 5:30 PM West Point Council Chambers The regular meeting of the Mayor and Council was held in the Council Chambers March 13, 2023, at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Mayor Pro-Tempore Gerald W. Ledbetter Councilmember Deedee Williams Councilmember Joseph R. Downs III Councilmember Joel B. Finlay Councilmember Gloria R. Marshall Councilmember Sandra Thornton Prior to the meeting, Mayor Steve M. Tramell open Public Hearings to hear comments for or against the rezoning request by RG Construction Management for Azalea Drive Parcel #0942D001058, Parcel # 0942D001059, and Parcel #0942D001060. There were no public comments. Mayor Tramell closed the public hearings. Mayor Tramell called Dr. Nathaniel Dunlap, Jr. from Point University to give the opening prayer. The Pledge of Allegiance was led by Mayor Steve Tramell. Mayor Tramell called the meeting of the Council to order. MINUTES Mayor Tramell asked for a motion to approve the minutes from the Regular Business Meeting February 13, 2023 and the Work-Session March 2, 2023. Mayor Pro-Tempore Gerald W. Ledbetter made said motion; seconded by Councilmember Joel B. Finlay; passed unanimously. FINANCIAL REPORT Mayor Tramell stated the financial report for approval is in the Council packet. Mayor Tramell asked for a motion to approve the February Financial report. Councilmember Gloria R. Marshall made said motion; seconded by Councilmember Sandra Thornton; passed unanimously. AGENDA Mayor Tramell reviewed the agenda and asked for a motion to approve the agenda. Councilmember Gerald W. Ledbetter made said motion; seconded by Councilmember Joel B. Finlay and passed unanimously. Page 2 of 3 HARRIS COUNTY HAZARD MITIGATION PLAN City Attorney, Alex Dixon read a resolution of the 2021 Harris County Hazard Mitigation Plan. Mayor Tramell asked for a motion to approve the 2021 Harris County Hazard Mitigation Plan as prepared and delivered by Harris County. Harris County 2021 Hazard Mitigation Plan has been prepared in accordance with FEMA requirements at 44 CFR 201.6. Mayor Pro-Tempore Gerald W. Ledbetter made said motion; seconded by Councilmember Sandra Thornton; passed unanimously. BOARD AND COMMITTEE APPOINTMENTS Mayor Tramell asked for a motion to appoint Larry Duncan to serve a 3-year term on the Historic Preservation commission. The motion was made by Mayor Pro-Tempore Gerald W. Ledbetter; seconded by Councilmember Joel B. Finlay; passed unanimously. Mayor Tramell asked for a motion to appoint Joe Thompson to serve a 3-year term on the Historic Preservation commission. The motion was made by Councilmember Sandra Thornton; seconded by Councilmember Gloria R. Marshall; passed unanimously. REZONING REQUEST BY RG CONSTRUCTION MANAGEMENT City Attorney Alex Dixon read an ordinance requesting rezoning parcel #0912D001058. Mayor Steve Tramell asked for a motion to approve the rezoning request by RG Construction Management to amend zoning for parcel #0912D001058 from District R- 1A Single Family Dwelling to Low Density R-1 Single Family Dwelling Medium Density. The rezoning is consistent with the City of West Point Comprehensive plan. Staff recommends approval for the rezoning. Councilmember Joseph R. Downs III made said motion; seconded by Mayor Pro-Tempore Gerald W. Ledbetter; passed unanimously. City Attorney Alex Dixon read an ordinance requesting parcel #0942D001059. Mayor Steve Tramell asked for a motion to approve the rezoning request by RG Construction Management to amend zoning for parcel #0942D001059 from R-1A Single Family Dwelling to Low Density R-1 Single Family Dwelling Medium Density. RG Construction Management wishes to build homes on these lots at 1,400 to 1,500 square feet based on the market’s downsizing new homes. This parcel is surrounded by homes 627 to 2,000 square feet. The rezoning is consistent with the City of West Point Comprehensive plan. Staff recommends approval for the rezoning. Councilmember Joel B. Finlay made said motion; seconded by Councilmember Joseph R. Downs III; During the discussion Councilmember Joel B. Finlay asked about the lot sizes in the area. City Planner Dennis Dutton stated there were several lots in the area that are between 1,400 to 1,500 square feet and up to 1,700 square feet. The motion passed unanimously. City Attorney Alex Dixon read an ordinance requesting rezoning parcel #0942D001060. Mayor Steve Tramell asked for a motion to approve the rezoning request by RG 2 Page 3 of 3 Construction Management to amend zoning for parcel #0942D001060 from R-1A Single Family Dwelling to Low Density R-1 Single Family Dwelling Medium Density. RG Construction Management wishes to build homes on these lots at 1,400 to 1,500 square feet based on the market’s downsizing new homes. This parcel is surrounded by homes 627 to 2,000 square feet. The rezoning is consistent with the City of West Point Comprehensive plan. Staff recommends approval for the rezoning. Mayor Pro-Tempore Gerald W. OTHER Mayor Tramell thanked the City of West Point Street and Utilities workers for the great job they did in getting power back on and clearing the streets this past weekend during the storm. He stated he had many positive comments from our citizens on how well the crews preformed. Mayor and Council congratulated Coach Marshon Harper and the Valley High School Boys Basketball team for winning the 5A State Championship. They also congratulated Point University Ladies Basketball team for winning their conference. Councilmember Sandra Thornton asked everyone to join the Easter Eggstravaganza on March 30 from 4-7 p.m. at the John Hoggs Field. There will be snacks, games, egg coloring, face painting, egg hunts for ages 4-16. The event will be presented by Point University, Point University Students, Athlete Advisory Committee, Spring Road Christian Church, and New Dimensions Worship Center. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made said motion and seconded by Councilmember Gloria R. Marshall; passed unanimously.
