Regular Council Meeting Minutes
Monday, April 10, 2023 @ 5:30 PM
West Point Council Chambers
The regular meeting of the Mayor and Council was held in the Council Chambers April
10, 2023, at 5:30 P.M. with Mayor Steven M. Tramell presiding.

Mayor Tramell called Rev. Gerald W. Ledbetter to give the opening prayer.
The Pledge of Allegiance was led by Mayor Steve Tramell.
Prior to the meeting, Mayor Steve M. Tramell opened Public Hearings to hear comments
for or against the rezoning request by William Wright for six lots on Wisteria Drive
1503,1505,1507,1511,1515, and 1517. The lots will be rezoned from R-1A Single Family
Dwelling to R-1 Single Family Dwelling. The proposed for the rezoning will be to reduce
the minimum home square footage requirement from R1A1800 square feet to R-1 1400
square feet. The rezoning does not change the permitted use which is and shall remain
single family detached dwellings. Ordinance Section 5,6 and 16 City of West Point
Zoning Ordinance. The municipal planning board recommend approval of the rezoning
amendments to the mayor and city council.
There were no public comments. Mayor Tramell closed the public hearings.
Mayor Tramell called the meeting of the Council to order.
MINUTES
Mayor Tramell asked for a motion to approve the minutes from the March 13, 2023,
Regular Business Meeting. Councilmember Joel B. Finlay made said motion, seconded
by Councilmember Joseph R. Downs III; passed unanimously.
FINANCIAL REPORT
Mayor Tramell stated the financial report for approval is in the Council packet. Mayor
Tramell asked for a motion to approve the March Financial report. Councilmember

Joseph R. Downs III made said motion, seconded by Councilmember Gerald W.
Ledbetter; passed unanimously.
AGENDA
Mayor Tramell reviewed the agenda and asked for a motion to approve the agenda.
Councilmember Sandra Thornton made said motion; seconded by Councilmember Joseph
R. Downs III and passed unanimously.
BOARD AND COMMITTEE APPOINTMENTS
Mayor Tramell asked for a motion to appoint Debra Robertson to serve a 4-year term on
the Hawkes Library Board. The motion was made by Councilmember Joel B. Finlay;
seconded by Councilmember Gerald W. Ledbetter; passed unanimously.
Mayor Tramell asked for a motion to appoint Larry Duncan to serve a 4-year term on the
Hawkes Library Board. The motion was made by Councilmember Gerald W. Ledbetter;
seconded by Councilmember Joel B. Finlay; passed unanimously.
Mayor Tramell asked for a motion to appoint Kevin Patrick to serve a 4-year term on the
Municipal Planning Board. The motion was made by Councilmember Joseph R. Downs
III; seconded by Councilmember Sandra Thornton; During the discussion,
Councilmember Deedee Williams asked about the appointment of Trudye Johnson to the
Municipal Board. City Manager Ed Moon stated her application will be on the next
agenda for consideration due to just receiving applicaiton. The motion passed
unanimously.
HARRELL PROPERTY CONCEPT PLAN
Mayor Tramell asked for a motion to approve the Harrell Preliminary plat for Brent
Holding, LLC and Harrell Family Partnership, LLC. The Municipal Planning Board
approved the recommendation at the April 3, 2023, meeting. The motion was made by
Councilmember Gerald W. Ledbetter; seconded by Councilmember Gloria R. Marshall;
passed unanimously.
REZONING REQUEST BY WILLIAM WRIGHT WISTERIA DRIVE 1503, 1505,
1507, 1511, 1515 & 1517
City Attorney Alex Dixon read an ordinance to rezone property located at 1503 Wisteria
Drive. Mayor Tramell asked for a motion to approve a rezoning request for parcel
#0943A003002B 1503 Wisteria Drive. Councilmember Gerald W. Ledbetter made said
motion, seconded by Councilmember Joseph R. Downs III; passed unanimously.
City Attorney Alex Dixon read an ordinance to rezone property located at 1505 Wisteria
Drive. Mayor Tramell asked for a motion to approve a rezoning request for parcel
#0943A003002C 1505 Wisteria Drive. Councilmember Sandra Thornton made the said

motion, seconded by Councilmember Gloria R. Marshall. During the discussion,
Councilmember Joel B. Finlay and Deedee Williams asked about the size of the existing
properties in the area, the concerns of the current residents, and if all proper notifications
had been met. City Planning Director Dennis Dutton stated all legal requirements had
been met; The motion passed unanimously.
City Attorney Alex Dixon read an ordinance to rezone property located at 1507 Wisteria
Drive. Mayor Tramell asked for a motion to approve a rezoning request for parcel
#0943A003002D 1507 Wisteria Drive. Councilmember Sandra Thornton made said
motion, seconded by Councilmember Gloria R. Marshall; passed unanimously.
City Attorney Alex Dixon read an ordinance to rezone property located at 1511 Wisteria
Drive. Mayor Tramell asked for a motion to approve a rezoning request for parcel
#0943A003002F 1511 Wisteria Drive. Councilmember Sandra Thornton made said
motion, seconded by Councilmember Gloria R. Marshall; passed unanimously.
City Attorney Alex Dixon read an ordinance to rezone property located at 1515 Wisteria
Drive. Mayor Tramell asked for a motion to approve a rezoning request for parcel
#0943A003002H 1515 Wisteria Drive. Councilmember Sandra Thornton made said
motion, seconded by Councilmember Gloria R. Marshall; passed unanimously.
City Attorney Alex Dixon read an ordinance to rezone property located at 1517 Wisteria
Drive. Mayor Tramell asked for a motion to approve a rezoning request for parcel
#0943A003002J 1517 Wisteria Drive. Councilmember Sandra Thornton made said
motion, seconded by Councilmember Gloria R. Marshall; passed unanimously.
EZ BLOCKCHAIN AGREEMENT ASSIGNMENT
Mayor Tramell stated EZ Blockchain is requesting the city to allow the current agreement
between the city and EZ Blockchain for electric service to be assigned to CleanSpark.
The current contract with EZ Blockchain is a 3-year contract ending November 2024.
The terms of the contract will not change if the contract is signed. Mayor Tramell asked
for a motion to allow the current contract with EZ Blockchain to be assigned to
CleanSpark. Councilmember Sandra Thornton made said motion; seconded by
Councilmember Gloria R. Marshall. The motion passed on a 5-1 vote Councilmember
Deedee Williams voted No.
OTHER
Councilmember Sandra Thornton thanked the City of Lafayette Alabama for donating
water to the city to help during the recent storms. Councilmember Deedee Williams
thanked West Point for helping storm victims. Mayor Steve Tramell stated people who
want to help storm victims can go the United Way Web-site and make donations.

The next scheduled work session will be on Tuesday, April 25th at 5:30.

Mayor Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made
said motion and seconded by Councilmember Sandra Thornton; passed unanimously.
There being no further business, the meeting was adjourned.
