City of West Point Regular Council Meeting Minutes Monday, May 8, 2023 @ 5:30 PM West Point Council Chambers The regular meeting of the Mayor and Council was held in the Council Chambers on May 8, 2023, at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Mayor Pro-Tempore Gerald W. Ledbetter Councilmember Joseph R. Downs III Councilmember Joel B. Finlay Councilmember Gloria R. Marshall Councilmember Sandra Thornton Councilmember Deedee Williams Mayor Tramell called Rev. Gerald W. Ledbetter to give the opening prayer. The Pledge of Allegiance was led by Mayor Steve Tramell. Prior to the meeting, Mayor Steve M. Tramell opened Public Hearings to hear comments for or against the Text Amendment to the City’s Zoning Ordinance. The text amendment would 1. residential zoning districts. a. definition updates b. update lot size and/or density c. accessory structures to increase the front and rear heights of fences d. Removal of ‘Bed and Breakfast” in the R-1 zoning district. 2. Changes to commercial and industrial zoning districts a. Reduction of lot width and depth b. Building heights compliance. The height of any fence in the side or rear yard shall not exceed (8) feet and (4) feet in the front yard. The changes will allow more for consistency as well as bringing many buildings and structures into compliance. The municipal planning board recommend approval of the rezoning amendments to the mayor and city council. There were no public comments. Mayor Tramell closed the public hearings. Mayor Tramell called the meeting of the Council to order. MINUTES Mayor Tramell asked for a motion to approve the minutes from the April 10, 2023, Regular Business Meeting. Councilmember Joel B. Finlay made said motion, seconded by Councilmember Sandra Thornton; passed unanimously. FINANCIAL REPORT Mayor Tramell stated the financial report for approval is in the Council packet. Mayor Tramell asked for a motion to approve the March Financial report. Councilmember Joel Page 2 of 3 B. Finlay made said motion, seconded by Councilmember Gerald W. Ledbetter; passed unanimously. AGENDA Mayor Tramell reviewed the agenda and asked for a motion to approve the agenda. Councilmember Gerald W. Ledbetter made said motion; seconded by Councilmember Joel B. Finlay and passed unanimously. BOARD AND COMMITTEE APPOINTMENTS Mayor Tramell asked for a motion to appoint Trudye Johnson to serve a 4-year term on the Municipal Planning Board. The motion was made by Councilmember Joel B. Finlay; seconded by Councilmember Sandra Thornton; passed unanimously. CEMETERY EXPANSION AND RECREATION FIELD CONCEPT PLAN Mayor Tramell asked for a motion to approve the Cemetery Expansion and Recreation Field Concept Plan. The motion was made by Councilmember Joel B. Finlay; seconded by Councilmember Gerald W. Ledbetter; passed unanimously. TEXT AMENDMENT TO THE ZONING ORDINANCE City Attorney Alex Dixon read a Text Amendment to the City’s Zoning Ordinance. Mayor Tramell asked for a motion to approve the Text Amendment to the Zoning Ordinance. Ledbetter made the said motion, seconded by Councilmember Sandra Thornton. The motion passed unanimously. ASSIGNMENT AND ASSUMPTION OF EQUIPMENT BOND, DOCUMENTS & LEASE Mayor Tramell asked for a motion to approve the Assignment and Assumption of Equipment Bond, Documents & Lease. The approval would remove Glovis from the agreement and assign to Mobis all Glovis rights, ownership, and interests. Councilmember Gerald W. Ledbetter made said motion; seconded by Councilmember Sandra Thornton. The motion passed unanimously. 2 Page 3 of 3 OTHER Councilmember Sandra Thornton thanked everyone for participating in the National Day of Prayer. The next scheduled work session will be on Tuesday, May 30th at 5:30 p.m. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Gerald W. Ledbetter made said motion and seconded by Councilmember Sandra Thornton; passed unanimously.
