Regular Council Meeting Minutes
Monday, July 10, 2023 @ 5:30 PM
West Point Council Chambers
The regular meeting of the Mayor and Council was held in the Council Chambers on July
10, 2023, at 5:30 P.M. with Mayor Steven M. Tramell presiding.

Mayor Pro-Tempore Gerald W. Ledbetter called Councilmember Joseph R. Downs III to
give the opening prayer.
The Pledge of Allegiance was led by Councilmember Joel B. Finlay.
Mayor Tramell called the meeting of the Council to order.
MINUTES
Mayor Tramell asked for a motion to approve the minutes from the June 12, 2023,
Regular Business Meeting. Councilmember Gloria R. Marshall made said motion,
seconded by Councilmember Gerald W. Ledbetter; passed unanimously.
FINANCIAL REPORT
Mayor Tramell stated the financial report for approval is in the Council packet. Mayor
Tramell asked for a motion to approve the June Financial report. Councilmember Joseph
R. Downs III made said motion, seconded by Councilmember Sandra Thornton; passed
unanimously.
AGENDA
Mayor Tramell reviewed the agenda and asked for a motion to approve the agenda.
Joseph R. Downs III made said motion; seconded by Councilmember Joel B. Finlay and
passed unanimously.
Bid Award for Northwest Harris Business Park Gas Main Installation
Mayor Tramell asked for a motion to award a bid for the NWHBP 35-acre site (parcel A)
Gas Main Installation to Sikes Underground in the amount of $69,262.00. The Bid bond
and all required forms were included in the bid package. Councilmember Gerald W.

Ledbetter made said motion, seconded by Councilmember Joel B. Finlay; passed
unanimously.
EZ Blockchain Agreement Amendment
Mayor Tramell asked for a motion to approve the EZ Blockchain Agreement. The
Amendments will have 2 points of Delivery. Electric service will be provided from the
following two substations, Pear Street and Pittman Road Substations. The city will
provide up to a total of 24MW combined for the Customer from these two substations.
The city will provide electric power to the customer within the physical limits of the
substation. If improvements are required to provide electrical service beyond the city’s
current capacity, the customer will be responsible for the cost as determined by the city.
Councilmember Sandra Thornton made said motion; seconded by Councilmember Joseph
R. Downs III; passed unanimously.
OTHER
The next Work Session will be on Tuesday, August 1, 2023, and the next Business
Meeting will be on Monday, August 14, 2023.
ADJOURN
Mayor Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made
said motion and seconded by Councilmember Sandra Thornton; passed unanimously.
There being no further business, the meeting was adjourned.
