City of West Point Regular Council Meeting Minutes Monday, February 12, 2024 @ 5:30 PM West Point Council Chambers The regular meeting of the Mayor and Council was held in the Council Chambers February 12, 2024, at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Mayor Pro-Tempore Joseph R. Downs III Councilmember Joel B. Finlay Councilmember Gerald W. Ledbetter Councilmember Gloria R. Marshall Councilmember Kevin Patrick Councilmember Sandra Thornton Councilmember Joseph R. Downs III gave the opening prayer. Mayor Steve Tramell led the pledge of allegiance. Mayor Tramell called the meeting of the Council to order. MINUTES Mayor Tramell asked for a motion to approve the minutes from the January 8, 2024, Regular Business Meeting. Councilmember Joel B. Finlay made said motion, seconded by Councilmember Gerald W. Ledbetter; passed unanimously. FINANCIAL REPORT Mayor Tramell stated the financial report for approval is in the Council packet. Mayor Tramell asked for a motion to approve the January Financial report. Councilmember Gloria R. Marshall made said motion, seconded by Councilmember Sandra Thornton; passed unanimously. AGENDA Mayor Tramell reviewed the agenda and asked for a motion to approve the agenda. • Public Defender Appointment • Charles Abbott Associates Agreement Councilmember Joseph R. Downs III made said motion; seconded by Councilmember Sandra Thornton and passed unanimously. Page 2 of 2 PUBLIC DEFENDER APPOINTMENT Mayor Tramell asked for a motion to appoint Jacob J. (Jake) Key as Public Defender. Councilmember Gerald W. Ledbetter made said motion, seconded by Councilmember Sandra Thornton; passed unanimously. CHARLES ABBOTT ASSOCIATES, INC, AGREEMENT Mayor Steve Tramell asked for a motion to approve the Charles Abbott Associates Agreement. The expansion in the EV electric automobiles as well as the housing which includes single-family, multi-family, townhomes, condos, apartments, warehousing, distribution centers, and commercial outparcels. Staff recommend utilizing their services for building inspections and plan review services. Councilmember Joel B. Finlay made said motion with the removal of the single-family units that was included in error. The motion to approve the Charles Abbott Associates Agreement excluding the single- family units was seconded by Councilmember Gloria R. Marshall; passed unanimously. OTHER Councilmember Sandra Thornton stated the Black History Program will be Tuesday, February 27, 2024, at 5:30 p.m. at the West Point Gym. The event is sponsored by the West Point Police Department. She invited everyone to come to the event. The speaker will be Raygen Godfrey pending date availability. The program will take the place of the. Councilmember Gloria Marshall recognized the Valley High School Boys Basketball Team for making it to the Alabama 5-A final four. The team has only lost one game this 2024 season after completing an undefeated season last year and capturing the championship. Councilmember Marshall has a grandson on the team and her son-in-law is the head basketball coach. Work Session = Black History Program Tuesday February 27, 2024, at gymnasium. Business Meeting will be canceled Monday, March 11, 2024, due to no business. Next Work Session will be held Tuesday, March 26 at 5:30 PM. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made said motion and seconded by Councilmember Joel B. Finlay; passed unanimously.
