City of West Point Regular Council Meeting Minutes Monday, April 8, 2024 @ 5:30 PM West Point Council Chambers The regular meeting of the Mayor and Council was held in the Council Chambers April 8, 2024, at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Mayor Pro-Tempore Joseph R. Downs III Councilmember Joel B. Finlay Councilmember Gerald W. Ledbetter Councilmember Gloria R. Marshall Councilmember Kevin M. Patrick Councilmember Sandra Thornton Councilmember Gerald W. Ledbetter gave the opening prayer. Mayor Steve Tramell led the pledge of allegiance. Mayor Tramell called the meeting of the Council to order. MINUTES Mayor Tramell asked for a motion to approve the minutes from the January 30, 2024, and the February 12, 2024, meetings. Councilmember Gloria R. Marshall made said motion, seconded by Councilmember Joel B. Finlay; passed unanimously. FINANCIAL REPORT Mayor Tramell stated the financial report for approval is in the Council packet. Mayor Tramell asked for a motion to approve the financial report. Councilmember Gloria R. Marshall made said motion, seconded by Councilmember Kevin M. Patrick; passed unanimously. AGENDA Mayor Tramell reviewed the agenda and asked for a motion to approve the agenda. • Recognize West Point Raiders Basketball Team • Railroad Crossing W. 9th Street. • Paramedic Training Agreement • City Vehicle Surplus • Georgia Fund 1 Page 2 of 3 Councilmember Gloria R. Marshall made said motion; seconded by Councilmember Gerald W. Ledbetter and passed unanimously. RECOGNIZE WEST POINT RAIDERS BASKETBALL TEAM Mayor and Council recognized the West Point Raiders for winning the Troup County, 13 year olds and under, Parks and Recreation Allstar basketball tournament. The players Kyan Dennis, Eiden Fitzhugh, Zavion Holloway, Vincent Jackson, Eerion Jones, Eric Jones, Brayden Render, Brooklyn render, Makylon, and Markyree Vital. Coaches David Reed, Marcus Vital and Henry Hutchinson. Henry Hutchinson presented each player with a championship ring. RAILROAD CROSSING WEST 9TH STREET Mayor Tramell asked for a motion to approve the designation of NO Trucks on West 9th Street between Highway 29 and 3rd Avenue to make street improvements to reduce the potential of trucks and other vehicles from becoming impacted on the crossing and to reopen the crossing to vehicular traffic once improvements and signage are completed. Councilmember Joseph R. Downs III made said motion, seconded by Councilmember Sandra Thornton; passed unanimously. PARAMEDIC TRAINING AGREEMENT Mayor Tramell asked for a motion to approve an agreement between the City of West Point and Faithful Guardian LLC to provide a paramedic cohort and classroom location in the City of West Point. The agreement is for the period beginning February 1, 2024, and ending February1, 2026. Councilmember Joseph R. Downs III made said motion, seconded by Councilmember Gloria R. Marshall; passed unanimously. CITY VEHICLE SURPLUS Mayor Tramell asked for a motion to surplus: 2007 Chevrolet Colorado Vin#1GCDS136X68290968, 2012 Dodge Charger Vin#2C3CDXAGXCH278401, 2010 Volkswagen Passat Vin#WVWJK7AN6AE124764 and 2008 Ford F-150 Vin#1FTRX14W48FB35966. The vehicles will be placed on Gov Deals and sold. Councilmember Kevin M. Patrick made said motion, seconded by Councilmember Joel B. Finlay; passed unanimously. GEORGIA FUND 1 Mayor Tramell asked for a motion to approve a resolution to invest city funds in the Georgia Fund 1 at a current interest rate of 5.3% interest. The Georgia Fund 1 is authorized by O, C.G.A. 36-83-1 for Georgia local governments to invest funds that are managed in trust by the Office of the State Treasure. Councilmember Joel B. Finlay made said motion, with the correction the interest rate is calculated daily based on the market 2 Page 3 of 3 rates. The motion was seconded by Councilmember Gloria R. Marshall; passed unanimously. OTHER Councilmember Sandra Thornton stated May is Older Americans Month. We would like to recognize 90 years old and above on May 13th at West Point City Hall. Mayor Tramell stated on April 19th there will be a city-wide cleanup. He asked for volunteers to meet at the River Park at 8:00 AM to volunteer pick-up trash until noon. Councilmember Kevin M. Patrick stated Jamie and Tiffiany Welch 2nd annual wine tasting event will be held on May 13th at the Downtown River Park. He encouraged everyone to participate in the event. The next Work Session will be Tuesday, April 30, 2024, at 5:30 p.m. The next Business Meeting Monday, May 13, 2024, at 5:30 p.m. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made said motion and seconded by Councilmember Sandra Thornton; passed unanimously.
