City of West Point Regular Council Meeting Minutes Monday, June 9, 2025 @ 5:30PM West Point Council Chambers The regular meeting of the Mayor and Council was held in the Council Chambers on June 9, 2025, at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Councilmember Gloria R. Marshall Councilmember Gerald W. Ledbetter Councilmember Joseph R. Downs III Councilmember Sandra Thornton Councilmember Joel B. Finlay Councilmember Kevin Patrick Public Hearing: Mayor Steve Tramell opened the public hearing. Councilmember Joel B. Finlay gave the opening prayer. Mayor Steve Tramell led the pledge of allegiance. Mayor Tramell called the meeting of the Council to order. MINUTES Mayor Tramell asked for a motion to approve the minutes of May 12, 2025, Regular Business Meeting. Councilmember Gloria R. Marshall made said motion, seconded by Councilmember Joel B. Finlay; passed unanimously. FINANCIAL REPORT Mayor Tramell stated the financial report is in the Council packet. Mayor Tramell asked for a motion to approve the May Financial report. Councilmember Kevin Patrick made said motion, seconded by Councilmember Joseph R. Downs III; passed unanimously. AGENDA Mayor Tramell reviewed the agenda and asked for a motion to approve the agenda. Councilmember Gloria R. Marshall made said motion; seconded by Councilmember Joel B. Finlay and passed unanimously. NEW BUSINESS JUNETEENTH PROCLAMATION Page 2 of 2 Mayor Tramell read a proclamation proclaiming the month of June to be noted as Juneteenth month in the City of West Point. He also acknowledged the 160th anniversary of Juneteenth. Juneteenth events include the Youth Poster Contest, Juneteenth Freedom Walk, Community Festival and Fireworks, the Juneteenth Heritage Reception, and the proclaiming the Emancipation Proclamation throughout the Greater Valley region. The Juneteenth committee thanked the Mayor and Council for their support. SURPLUS CITY VEHICLE Councilmember Kevin Patrick made a motion to surplus a city vehicle that is no longer in service. 2008 Kia Borrego, Vin# KNDJH741795032033, City Hall Department. The vehicle will be placed on Government Surplus Action - GovDeals.com for auction. The motion was seconded by Councilmember Gloria R. Marshall; passed unanimously. SITE PLAN FOR SPEEDWAY – 7 ELEVEN CONVIENENCE STORE Councilmember Joseph R. Downs III made a motion to approve a Site Plan for Speedway Convenience Store (Automotive and Truck fueling). The property is located at 2011 East 10th Street (State Route 18). Campbell Engineering and Planning have plans to begin land development in June or July. $8 million project, $25,000 property tax, 7 acres land, 5,000 square feet building, 25 car parking lots, 18 truck parking lots. The motion was seconded by Councilmember Joel B. Finlay; passed unanimously. ADJOURN Mayor Tramell asked for a motion to adjourn. Councilmember Joseph R. Downs III made said motion and seconded by Councilmember Gloria R. Marshall; passed unanimously.
