Regular Council Meeting Minutes
Monday, August 11, 2025 @ 5:30PM
West Point Council Chambers
The regular meeting of the Mayor and Council was held in the Council Chambers on
August 11, 2025, at 5:30 P.M. with Mayor Steven M. Tramell presiding.

Councilmember Gerald W. Ledbetter Councilmember Gloria R. Marshall
Councilmember Joseph R. Downs III
Councilmember Joel B. Finlay
Councilmember Kevin Patrick
Councilmember Sandra Thornton
Councilmember Gerald W. Ledbetter gave the opening prayer.
Mayor Steve M. Tramell led the pledge of allegiance.
WORK SESSION TO DISCUSS 2025 MILLAGE RATE
Mayor Steve M. Tramell called the work session to order.
City Manager Ed Moon stated the
2025 Net Total Digest for West Point is $533,244,042. (includes both counties)
Total Value Added from Reassessments: $15,784,862
2024 Millage Rate: 7.852 mills
2025 Rollback Millage Rate: 7.620 mills
Estimated Revenue Decrease at Rollback: $158,467
If 7.620 mills (rollback) is adopted:
No public hearings required
City collects less revenue than 2025
If above 7.620 mills is adopted:
City must advertise a tax increase and hold three public hearings
The council would like to tentatively increase the millage rate by staying the same as
prior year at 7.852 mills. Staff will prepare to advertise a tax increase and hold three
public hearings.

Mayor Steve M. Tramell called the business meeting of the Council to order.
MINUTES
Mayor Steve M. Tramell asked for a motion to approve the minutes of June 9, 2025,
Regular Business Meeting. Councilmember Sandra Thornton made said motion,
seconded by Councilmember Joel B. Finlay; passed unanimously.
FINANCIAL REPORT
Mayor Steve M. Tramell stated the financial report is in the Council packet. Mayor
Tramell asked for a motion to approve the May Financial report. Councilmember Gerald
W. Ledbetter made said motion, seconded by Councilmember Kevin Patrick; passed
unanimously.
AGENDA
Mayor Steve M. Tramell reviewed the agenda and asked for a motion to approve the
agenda. Councilmember Joel B. Finlay made said motion; seconded by Councilmember
Gerald W. Ledbetter; passed unanimously.
NEW BUSINESS
SURPLUS CITY EQUIPMENT
Councilmember Joel B. Finlay made a motion to surplus city equipment, a 2008 John
Deere Excavator 35D that is no longer in service, Serial #FF035DX26110. The vehicle
will be placed on Government Surplus Action - GovDeals.com for auction. The motion
was seconded by Councilmember Gloria R. Marshall; passed unanimously.
SPLOST V Recreation Allocation
Councilmember Kevin Patrick made a motion to allocate the remaining SPLOST V
Troup County funds as follows:
• Aquatic Project $1,500,000
• Soccer Field $600,000
• Recreation Improvements $400,000
• Park Improvements $500,000
• Total of $3,000,000
The Mayor and City Council may amend the allocation of funds as long as they are spent
on Parks and Recreation. The motion was seconded by Councilmember Joseph R. Downs
III; passed unanimously.

Mayor Steve M. Tramell asked for a motion to adjourn. Councilmember Joseph R.
Downs III made said motion and seconded by Councilmember Gerald W. Ledbetter;
passed unanimously.
There being no further business, the meeting was adjourned.
