City of West Point Regular Council Meeting Minutes Monday, October 13, 2025 @ 5:30PM West Point Council Chambers The regular meeting of the Mayor and Council was held in the Council Chambers on October 13, 2025, at 5:30 P.M. with Mayor Steven M. Tramell presiding. Members Present: Members Absent: Councilmember Gerald W. Ledbetter Councilmember Gloria R. Marshall Councilmember Joel B. Finlay Councilmember Joseph R. Downs III Councilmember Kevin Patrick Councilmember Sandra Thornton Councilmember Gerald W. Ledbetter gave the opening prayer. Mayor Steve M. Tramell led the pledge of allegiance. Mayor Steve M. Tramell called the business meeting of the Council to order. MINUTES Mayor Steve M. Tramell asked for a motion to approve the minutes of September 8, 2025, Regular Business Meeting. Councilmember Kevin Patrick made said motion, seconded by Councilmember Joel B. Finlay; passed unanimously. FINANCIAL REPORT Mayor Steve M. Tramell stated the financial report is in the Council packet. Mayor Tramell asked for a motion to approve the September Financial report. Councilmember Joel B. Finlay made said motion, seconded by Councilmember Sandra Thornton; passed unanimously. AGENDA Mayor Steve M. Tramell reviewed the agenda and asked for a motion to approve the agenda. Councilmember Gerald W. Ledbetter made said motion; seconded by Councilmember Kevin Patrick; passed unanimously. NEW BUSINESS Presentation from Dr. Rachel Hazel, Superintendent of Troup County School System School Superintendent Rachel Hazel and Assistant Superintendent of Operations Pennie Tucker presented an overview of the goals for the proposed E-SPLOST, pending voter Page 2 of 3 approval. Funding priorities include replacement schools for Hogansville Elementary and West Point Elementary, as well as improvements at LaGrange High School, which may include either renovation or a new performing arts center. While specific projects will not be listed on the E-SPLOST ballot, the new schools and performing arts center are identified as top priorities. Sponsorship for Christmas on the Hooch Councilmember Kevin Patrick made a motion to approve a $5,000 sponsorship for the Christmas on the Hooch event to be held on December 6, 2025, at the West Point Depot. The event will feature free activities, including a snow play area, bounce houses, ornament making, and other festive attractions for hundreds of children at no cost. The motion was seconded by Councilmember Sandra Thornton; passed unanimously. Woodyard Trail Bid Award Councilmember Joel B. Finlay made a motion to approve the bid from Piedmont Paving in the amount of $279,002.45 for the construction of a 0.3-mile ADA-accessible concrete trail with wildlife viewing areas and signage along the Chattahoochee River in Downtown West Point. The motion was seconded by Councilmember Sandra Thornton; passed unanimously. 2025-2045 Comprehensive Plan Update Submittal Councilmember Gerald W. Ledbetter made a motion to approve the submission of the 2025–2045 Comprehensive Plan for review by the Three Rivers Regional Commission and the Department of Community Affairs. The City has held the required public hearings and engaged the public and community stakeholders in the development of the plan. The motion was seconded by Councilmember Kevin Patrick; passed unanimously. OTHER Councilmember Sandra Thornton recognized the King and Queen from the West Point Active Life Prom. Elijah Marshall was crowned King, and Ella Dunson was crowned Queen. She also announced that West Point Active Life will host a political forum on Friday, October 17, at 11:00 AM. The event is open to the public. Additionally, the Annual Walk for a Cure will be held on Saturday, October 25, with participants meeting at the Downtown West Point River Park. Councilmember Thornton also shared that her uncle, Mr. Franklin Delano Stiggers, passed away on October 1. Please keep her family and friends in your thoughts and prayers during this difficult time. Councilmember Kevin Patrick announced that the Chattahoochee Fuller Center will be giving away Halloween costumes at the Housing Authority on October 25 from 10:00 2 Page 3 of 3 AM to 11:00 AM. He also noted that Movie Night will be held the same evening at 7:00 PM at the New Horizon Theatre. The community cast their final vote and selected Hocus Pocus as the featured movie.
