MINUTES OF COUNCIL REGULAR MEETING NOVEMBER 9, 2021 -1- THE WEST VALLEY CITY COUNCIL MET IN REGULAR ELECTRONIC SESSION ON TUESDAY, NOVEMBER 9, 2021, AT 6:30 P.M. IN THE COUNCIL CHAMBERS, WEST VALLEY CITY HALL, 3600 CONSTITUTION BOULEVARD, WEST VALLEY CITY, UTAH. THE MEETING WAS CALLED TO ORDER AND CONDUCTED BY MAYOR BIGELOW. THE MEETING WAS ALSO HELD ELECTRONICALLY VIA ZOOM. APPROVAL OF MINUTES OF REGULAR MEETING HELD OCTOBER 26, 2021 The Council considered the Minutes of the Regular Meeting held October 26, 2021. There were no changes, corrections or deletions. MINUTES OF COUNCIL REGULAR MEETING NOVEMBER 9, 2021 -2- Councilmember Christensen moved to approve the Minutes of the Regular Meeting held October 26, 2021. Councilmember Nordfelt seconded the motion. A voice vote was taken and all members voted in favor of the motion. COMMENT PERIOD A. PUBLIC COMMENTS N/A B. CITY MANAGER COMMENTS Wayne Pyle, City Manager, had no comments. C. CITY COUNCIL COMMENTS Upon inquiry, members of the City Council had no comments. CONSIDER APPLICATION SMI-5-2021, FILED BY MIKE GARZA, REQUESTING FINAL PLAT APPROVAL FOR THE CREWE 2 LOT SUBDIVISION LOCATED AT 3588 SOUTH 5450 WEST Mayor Bigelow discussed proposed application SMI-5-2021, Filed by Mike Garza, Requesting Final Plat Approval for the Crewe 2 Lot Subdivision Located at 3588 South 5450 West. Written documentation previously provided to the City Council included information as follows: Mr. Mark Garza, is requesting final plat approval for the Crewe 2 Lot Subdivision. The subject property currently has an existing dwelling that will be removed to accommodate two new single-family dwellings. The property is bordered on the north, east and south by existing residential uses along 5450 West and the Erin Hills PUD to the west. The applicant is the developer of the Erin Hills PUD and the owner of the lots proposed in this application. The subdivision will consist of 2 lots on .42 acres. Although zoned R-1-8, both lots are approximately 9,250 square feet in size. During the rezoning process for the Erin Hills project, the developer requested an exception to the frontage for these two lots. An exception was granted by the City Council that each lot would be approved with 66 feet of frontage. Access to the subdivision will be gained from 5450 West. At the present time, this street is dedicated and improved with asphalt only. Although there are a few sections with curb, gutter and sidewalk, the majority of this street is void of those improvements. Staff has discussed the long-term vision of this right-of-way with MINUTES OF COUNCIL REGULAR MEETING NOVEMBER 9, 2021 -3- the City Engineering Division. Future discussions are planned for the vision of 5450 West and whether public improvements should be planned for this right-of- way. For the present time, the City will require a delay agreement for such improvements, but that could change based on discussions with the Public Works Department. Upon inquiry by Mayor Bigelow there were no further questions from members of the City Council, and he called for a motion. Councilmember Buhler moved to approve Application SMI-5-2021 Councilmember Huynh seconded the motion. A roll call vote was taken: Councilman Fitisemanu Yes Councilwoman Lang Yes Councilman Buhler Yes Councilman Huynh Yes Councilman Christensen Yes Councilman Nordfelt Yes Mayor Bigelow Yes MOTION TO ADJOURN Upon motion by Councilmember Huynh all voted in favor to adjourn. No person addressing the City Council during the comment period shall be allowed to comment more than once during that comment period.
