MINUTES OF COUNCIL STUDY MEETING – JULY 27, 2021 -1- THE WEST VALLEY CITY COUNCIL MET IN ELECTRONIC STUDY SESSION ON TUESDAY, JULY 27, 2021 AT 4:30 P.M. AT WEST VALLEY CITY HALL, MULTIPURPOSE ROOM, 3600 CONSTITUTION BOULEVARD, WEST VALLEY CITY, UTAH. THE MEETING WAS CALLED TO ORDER AND CONDUCTED BY MAYOR BIGELOW. THE MEETING WAS ALSO HELD ELECTRONICALLY VIA ZOOM. There were no changes, corrections or deletions.  MINUTES OF COUNCIL STUDY MEETING – JULY 27, 2021 -2- Councilmember Christensen moved to approve the Minutes of the Study Meeting held July 20, 2021. Councilmember Buhler seconded the motion. A voice vote was taken and all members voted in favor of the motion. REVIEW AGENDA FOR REGULAR CITY COUNCIL MEETING OF JULY 27, 2021 Upon inquiry by Mayor Bigelow, members of the Council had no further questions or concerns regarding items listed on the Agenda for the Regular City Council meeting scheduled later this night. NEW BUSINESS SCHEDULED FOR JULY 27, 2021 A. RESOLUTION 21-138: AWARD A CONTRACT TO OKLAND CONSTRUCTION FOR THE CONSTRUCTION OF THE UTAH VETERANS MEMORIAL PARK Wayne Pyle, City Manager, and Jake Arslanian, Facilities Director, presented proposed Resolution 21-138 that would award a Contract to Okland Construction for the construction of the Utah Veterans Memorial Park. Written documentation previously provided to the City Council included information as follows: Okland Construction was chosen to construct the West Valley City (Utah Veterans Memorial Park). Okland was one of three contractors interviewed for the consideration of constructing the West Valley City Veterans Memorial Park. Okland showed the most interest in partnering with the City on this great project to Honor our Veterans. For this reason we selected Okland Construction as our Contractor. Okland has been working with City Staff and EDA Architects for several months now to help in the design and cost estimate for the project. Okland has been working hard to bring this project to meet our budget. The West Valley City (Utah Veterans Memorial Park) will be located at 3234 South Cultural Center Drive. This will be the Phase 1 of many future Phases to complete the desired outcome for the Utah Veterans Memorial Center. The Phase 1 Project will include the garden and memorial park area as depicted in the concept drawings. The construction budget is assumed to be about $1,300.000.00. The anticipated schedule for a grand opening on November 11th 2021. The Okland bid proposal for the entire Phase one project is $1661,179.00. We made some concessions to postpone some  MINUTES OF COUNCIL STUDY MEETING – JULY 27, 2021 -3- elements of the project to later date, and also made several value engineering to reduce the cost to meet our budget for the tune of $300,000.00. The Okland Proposal will include the following, Managing the Construction, Concrete and Asphalt work, Electrical, Landscape, Plumbing, Earthwork, Stone Work, Stone Monoliths and Concrete Topography. Councilmember Buhler verified that 1.6 million will complete phase 1. Wayne replied yes. Councilmember Buhler asked what the timeline is. Wayne replied that the goal is to complete construction by Veteran’s Day. Mayor Bigelow stated that there are items that can be reasonably be held to complete the project at 1.3 million. Wayne agreed and noted that those items can be completed at later phases or with any additional funds that are acquired before then. Jake detailed what phase 1 will encompass and explained details of the project as a whole. Councilmember Buhler asked what wars will be included in the memorial wall. Mayor Bigelow replied that names beginning from WWI to present will be inscribed on the wall. He noted that records prior to that are difficult and incomplete but the Veteran’s Memorial Foundation will continue working to find ways to memorialize earlier wars and conflicts in the future. The City Council will consider Resolution 21-138 at the Regular Council Meeting scheduled July 27, 2021 at 6:30 P.M. PUBLIC HEARINGS SCHEDULED FOR AUGUST 10, 2021 A. ACCEPT PUBLIC INPUT REGARDING THE BUDGET OF WEST VALLEY CITY FOR THE FISCAL YEAR 2021-2022 Mayor Bigelow informed a public hearing had been advertised for the Regular Council Meeting scheduled August 10, 2021, in order for the City Council to hear and consider public comments regarding the Budget of West Valley City for the Fiscal Year 2021-2022. Proposed Resolution 21-139 related to the proposal to be considered by the City Council subsequent to the public hearing, was discussed as follows: ACTION: RESOLUTION NO. 21-139, ADOPT A FINAL BUDGET; MAKE APPROPRIATIONS FOR THE SUPPORT OF WEST VALLEY CITY FOR THE FISCAL YEAR BEGINNING JULY 1, 2021 AND ENDING JUNE 30, 2022; AND DETERMINE THE RATE OF TAX AND LEVYING TAXES UPON ALL REAL AND PERSONAL PROPERTY WITHIN WEST VALLEY CITY, UTAH, TAXABLE BY LAW FOR THE YEAR 2021 Mayor Bigelow discussed proposed Resolution 21-139 that would adopt a Final  MINUTES OF COUNCIL STUDY MEETING – JULY 27, 2021 -4- Budget; make appropriations for the support of West Valley City for the Fiscal Year beginning July 1, 2021 and ending June 30, 2022; and determine the rate of tax and levying taxes upon all real and personal property within West Valley City, Utah, taxable by law for the Year 2021. Written documentation previously provided to the City Council included information as follows: This resolution adopts the final budget for West Valley City for the 2021- 2022 fiscal year and sets a date for public comment at a hearing to be held on August 10, 2021. West Valley City will adopt a final budget that will be made available for public inspection during regular office hours in the City’s Recorder’s office and gave notice of a hearing to receive public comment before the final adoption of this budget for FY 2021-2022. Councilmember Buhler noted that this captures the judgment levy and is an average amount based on previous years. The City Council will consider Resolution 21-139 at the Regular Council Meeting scheduled August 10, 2021 at 6:30 P.M. CONSENT AGENDA SCHEDULED FOR AUGUST 10, 2021 A. RESOLUTION 21-140: AUTHORIZE THE CITY TO ENTER INTO A REAL ESTATE PURCHASE AGREEMENT AND ACCEPT A PUBLIC UTILITY EASEMENT, A PERPETUAL EASEMENT, AND A TEMPORARY CONSTRUCTION EASEMENT WITH AND FROM DANIEL D'EWART FOR PROPERTY LOCATED AT 4693 SOUTH LEMONWOOD CIRCLE Mayor Bigelow discussed proposed Resolution 21-140 that would authorize the City to enter into a Real Estate Purchase Agreement and accept a Public Utility Easement, a Perpetual Easement and a Temporary Construction Easement with and from Daniel D’Ewart for property located at 4693 South Lemonwood Circle. Written documentation previously provided to the City Council included information as follows: The Daniel D’Ewart parcel located at 4693 S. Lemonwood Circle is one of several parcels affected by the 4700 South Reconstruction Project (4000 West to 5600 West). This project is being constructed in cooperation with Kearns Metro Township. This project will reconstruct the pavement, curb,  MINUTES OF COUNCIL STUDY MEETING – JULY 27, 2021 -5- gutter, sidewalk and decorative street lighting on both sides of 4700 South and 4715 South to improve safety and ride quality of 4700 South and 4715 South. Compensation for the purchase of the Public Utility Easement, Perpetual Easement and a Temporary Construction Easement and improvements is $11,600.00 based upon the appraisal report prepared by Van Drimmellen Associates, Inc. The project is being funded under the Surface Transportation Program (STP) with federal funds. Kearns Metro Township executed the Federal Aid Agreement with UDOT. West Valley City has signed an Interlocal Agreement with Kearns Metro Township. The city is responsible 6.77% of all project costs, including right of way, within West Valley City jurisdictional limits. The total value for the Public Utility Easement, Perpetual Easement and a Temporary Construction Easement is $11,600.00, making the West Valley City share of the acquisition $785.32. B. RESOLUTION 21-141: AUTHORIZE THE CITY TO ENTER INTO A REAL ESTATE PURCHASE AGREEMENT AND ACCEPT A PERPETUAL EASEMENT AND A TEMPORARY CONSTRUCTION EASEMENT WITH AND FROM JESUS ALAMILLA FOR PROPERTY LOCATED AT 5087 SOUTH EAGLE WOOD DRIVE Mayor Bigelow discussed proposed Resolution 21-141 that would authorize the City to enter into an Easement Purchase Agreement and accept a Perpetual Easement and a Temporary Construction Easement with and from Jesus Alamilla for property located at 5087 South Eagle Wood Drive. Written documentation previously provided to the City Council included information as follows: The Jesus A. Fuentes Alamilla parcel located at 5087 W. Eagle Wood Drive is one of several parcels affected by the 4700 South Reconstruction Project (4000 West to 5600 West). This project is being constructed in cooperation with Kearns Metro Township. This project will reconstruct the pavement, curb, gutter, sidewalk and decorative street lighting on both sides of 4700 South and 4715 South to improve safety and ride quality of 4700 South and 4715 South. Compensation for the purchase of the Perpetual Easement and a Temporary Construction Easement and improvements is $8,800.00 based upon the Administrative Compensation Estimate prepared by Horrocks Engineering. The project is being funded under the Surface Transportation Program (STP) with federal funds. Kearns Metro Township executed the Federal  MINUTES OF COUNCIL STUDY MEETING – JULY 27, 2021 -6- Aid Agreement with UDOT. West Valley City has signed an Interlocal Agreement with Kearns Metro Township. The city is responsible 6.77% of all project costs, including right of way, within West Valley City jurisdictional limits. The total value for the Perpetual Easement and a Temporary Construction Easement is $8,800.00, making the West Valley City share of the acquisition $595.76. Upon inquiry, there were no further questions or concerns expressed by members of the City Council. The City Council will consider Resolutions 21-140 and 21-141 at the Regular Council Meeting scheduled August 10, 2021, at 6:30 P.M. COMMUNICATIONS A. HEALTHY WEST VALLEY FOLLOW-UP DISCUSSION Mayor Bigelow and the Council agreed to postpone this discussion until Councilmember Fitisemanu could be in attendance. B. FIRE LADDER TRUCK DISPLAY Mayor Bigelow noted that the truck is in the shop for some modifications and is not available to view today. C. COUNCIL CALENDAR Mayor Bigelow referenced a Memorandum previously received from the City Manager that outlined upcoming meetings and events. Members of the City Council had no further questions regarding the Council Update. NEW BUSINESS A. POTENTIAL FUTURE AGENDA ITEMS Councilmember Buhler stated that he attended a concert at the UCCC. He expressed concern that residents aren’t familiar with events happening there and suggested an electronic billboard that displays events on 3300 South. Wayne replied that conversations have been held but there was an issue with property to display the sign. He indicated he will revisit what the problem was and if it still exists. Mayor Bigelow requested statistics on the effectiveness of the sign at the Family Fitness Center. Councilmember Lang suggested a sign on Redwood Road to include promotions for the Harman Theatre in addition to UCCC. B. COUNCIL REPORTS N/A  MINUTES OF COUNCIL STUDY MEETING – JULY 27, 2021 -7- MOTION TO ADJOURN Upon motion by Councilmember Lang all voted in favor to adjourn.
