COMMUNITY & ECONOMIC DEVELOPMENT DEPARTMENT WEST VALLEY CITY PLANNING COMMISSION MINUTES May 9, 2018 The meeting was called to order at 4:00 p.m. by Vice Chair McEwen at 3600 Constitution Blvd., West Valley City, Utah. Application #: Z-7-2018 Applicant: Russ Platt Address: 3579 S Redwood Road Request: Zone Change from C-2 to RM Property Size: 2.01 acres Russ Platt has submitted a zone change application for 2.01 acres of property located at 3579 South Redwood Road. The parcel is currently zoned C-2 (general commercial) with a General Plan designation of mixed use (general commercial and high density residential). The proposed zone is RM (multiple unit dwelling residential). 3600 Constitution Blvd. West Valley City, UT 84119-3720 Phone (801) 966-3600 Fax (801) 963-3559 West Valley City Planning Commission May 9, 2018 Page 2 Surrounding zones include C-2 to the north, west and south and RM to the east. Surrounding land uses include Paras Furniture to the north, AA Callister to the south, a recently approved townhome development under construction to the east and vacant property to the west. In 2016, the City Council approved a zone change for the property to the east from M (manufacturing) to RM. At the time, the proposal was to develop the RM portion as townhomes and the C-2 portion as a mix of commercial uses. The zone change was approved subject to a development agreement, which is attached, that included renderings of both the townhomes and commercial buildings. Development Proposal The latest proposal expands the townhome development to the west by shrinking the commercial area. The attached latest concept plan includes a total of 96 units, yielding a density of 11.4 units/acre. All of the new units will have parking in the driveway. As part of the latest application the applicant is also proposing changes to the development agreement that was approved with the zone change from 2016. These changes are summarized below:  Reducing the number of commercial buildings from 3 to 2  Changing the elevations for the 2 remaining commercial buildings  Increasing the minimum townhome size from 1,800 to 1,900 square feet  Adding finished basements to all townhome units (498 SF for 2 story units and 322 SF for 3 story units)  Increasing the number of townhome units with rooftop patios from 20 to 94.  Changing the elevations for the townhome units After reviewing the renderings, staff recommends adding small covers over the entries, a cap at the top and darker garage doors for contrast. Staff is supportive of the rezone for the following reasons:  The General Plan currently anticipates multi-family or commercial at this location.  The townhomes under construction are selling for over $300,000.  The applicant is proposing enhancements to the development agreement.  The remaining commercial ground is large enough to support two commercial pads. Staff Alternatives: 1. Approval of the zone change subject to a development agreement that incorporates the changes proposed by the applicant as well as the revisions recommended by staff. 2. Continuance, for reasons determined during the public hearing. 3. Denial. He is excited that construction is underway. There are about 35 interested buyers at this point. The roof decks are a great amenity and the views are amazing. Russ Platt said he is excited for and proud of this product. Motion: Commissioner Woodruff moved to approve Z-7-2018 subject to a development agreement that incorporates the changes proposed by the applicant as well as the revisions recommended by staff. Commissioner Winters seconded the motion.
