COMMUNITY & ECONOMIC DEVELOPMENT DEPARTMENT WEST VALLEY CITY PLANNING COMMISSION MINUTES September 11, 2019 The meeting was called to order at 4:00 p.m. by Chair Meaders at 3600 Constitution Blvd., West Valley City, Utah. SNC-1-2019 Lampert Lane to Premier Truck Court (2305 South 5370 West) BACKGROUND: The Community and Economic Development Department, working with Mr. Bart Warner, representing the Freightliner of Utah, is requesting consideration to change a street name in the West Valley Truck Center Subdivision. The request is to change Lampert Lane to Premier Truck Court. The West Valley Truck Center Subdivision was recorded in October 1999. The subdivision consists of 31 lots and a dedicated street system. One such street within the subdivision is named Lampert Lane, a cul-de-sac that is adjacent to 6 lots. Due to business related issues, Mr. Warner is suggesting a change from Lampert Lane to Premier Truck Court. 3600 Constitution Blvd. West Valley City, UT 84119-3720 Phone (801) 966-3600 Fax (801) 963-3559 West Valley City Planning Commission September 11, 2019 Page 2 When the City contemplates a street name change, a concern arises regarding the potential impact on properties that use the street name. In conversations with Mr. Warner, businesses that front this right-of- way, are supportive of this request. RECOMMENDATION: 1. Approval of the street name change from Lampert Lane to Premier Truck Court. 2. Continue the application due to issues raised at the public hearing. Motion: Commissioner Woodruff moved to approve SNC-1-2019, seconded by Commissioner McEwen. Vote: Commissioner Fuller Yes Commissioner Lovato Yes Commissioner McEwen Yes Commissioner Meaders Yes Commissioner Winters Yes Commissioner Wood Yes Commissioner Woodruff Yes Unanimous – SNC-1-2019 – Approved C-14-2019 Taylex Development Four Unit Dwelling 1512 W 3395 S R-4-8.5 Zone (0.23 acres) The applicant, Bridger Taylor with Taylex Development, is requesting conditional use approval for a four-unit dwelling, which will be located on a vacant parcel at 1512 W 3395 S. The property is zoned R- 4-8.5, Four Unit Dwelling Residential, and the West Valley City General Plan designates this area as high density residential. The surrounding zoning to the east, south and west is also R-4-8.5. Zoning to the north is R- 1-8 (Single Unit Residential). The surrounding uses include single unit dwellings to the north, four-unit dwellings to the south and west, and apartments to the east. This property is part of the East Redwood subdivision, which was recorded with the Salt Lake County Recorder’s Office in 1979. It was platted as a legal lot, but was never built on because it was used as a storm water basin for the subdivision. When the Lund Park Subdivision to the north developed in 2014, storm drain facilities were installed, which allowed for development of the site. Although the site can be developed, there is a 15’ storm drain easement along the east and north property lines and a 15’sanitary sewer easement along the west property line, which makes placement of a structure and meeting other site requirements challenging. The applicant received approval in January of 2018 from the Board of Adjustments (B- 8-2017) for six variances related to some of the multi-unit residential design standards and off- street parking requirements. West Valley City Planning Commission September 11, 2019 Page 3 The applicant received conditional use approval to build a four unit dwelling on this property on July 11th of last year. There was a delay in obtaining a building permit due to some financing issues for the project. By the time a building permit application was submitted the conditional use permit had expired. The plans for the site and building have not changed since last year, this application is simply to obtain a new conditional use permit. The applicant is proposing to construct a four-unit dwelling. Each unit will be two-story, will have three bedrooms and two-bathrooms, and will be over 1,000 sq. ft. The applicant is also proposing basements for each unit, which would add approximately 500 sq. ft. per unit. The building will comply with the City’s multi-unit dwelling residential design standards regarding building materials, relief, window, roof and design treatments. The exterior materials will consist of fiber cement siding and stone. The site will be accessed from a new drive approach on 3395 South. The applicant is proposing to have four carport spaces and four uncovered parking spaces on the property. The code requires two parking spaces per unit. All landscaped areas shall include 50% live plant material and shall be served by an underground irrigation system. Five trees are also required on the site and a minimum of 20 shrubs. Staff Alternatives: Approval, subject to the resolution of any concerns raised at the public hearing as well as the following: The building shall be completed per the approved plans and shall be designed in accordance with the Multi-Unit Dwelling Residential Design Standards found in 7-11-401P. Landscaping on the property shall be installed per the approved plan, which shall include 5 trees and 20 shrubs, with 50% live plant material in all landscaped areas. Shall meet the requirements of all affected departments and agencies. Subject to review upon valid complaint. Continuance, to allow for the resolutions of any issues raised at the public hearing. Applicant: Bridger Taylor 1867 West 11860 South Riverton, UT 84065 Discussion: Bridger Taylor said that financing has been obtained for this project and he is excited to turn the property into something beautiful and useful. Motion: Commissioner Winters moved to approve C-14-2019. Commissioner Lovato seconded the motion.
