Quick Quack Carwash
Lonestar Builders (Joseph Earnest)

The applicant, Joseph Earnest with Lonestar Builders, representing Quick Quack Carwash, is
requesting conditional use approval for a tunnel carwash facility at 5668 West Parkway Blvd.
The zoning for this property is C-2, General Commercial and the General Plan designation is
General Commercial. The surrounding zone is C-2 on all sides. The surrounding uses include the
WinCo shopping center to the north, retail and a Maverik gas station to the east, a vacant retail
pad to the west and a Popeyes Restaurant and the American United Federal Credit Union
(AUFCU) to the south.
This property is located within the WinCo Shopping Center (C-8-2008, West Valley Pavilion,
Lot 102). This parcel was initially improved as a parking area and part of a larger lot. It has since
been divided to create a parcel for this carwash tenant. The building is proposed to be
approximately 4,000 square feet and will contain a tunnel carwash. The building will be
constructed of stucco and block and will utilize steel canopies as accent features. The building
must comply with the Commercial Design Standards and the Development Agreement for the
overall project requires that the east and west sides of the buildings be considered a primary
façade for the requirements of the Design Guidelines for Commercial Buildings.
The typical hours of operation for this use are 7:00 am – 7:00 pm, Monday – Saturday, with
extended summer hours to 9:00 p.m. There will be two employees and 21 vacuum stalls in
additional to the tunnel carwash facility. The use itself doesn’t require parking besides the 2
spaces for the employees, and the overall shopping center has adequate parking to accommodate
this use and the development of this lot.
This area also includes existing improvements for the primary pedestrian corridor through this
center. There is an east-west connection on the north side of this lot and a north-south connection
through the lot. The east-west connection will remain and will be improved with the elimination
of several curb cuts that were part of the original parking lot. Then the north-south connection
must be maintained but will be re-routed as part of this development.
Staff has also worked with the applicant to ensure that the layout of the facility and the traffic
flow works with the adjacent tenants. Landscaping islands will be added throughout the site to
delineate the carwash aisles, stacking and the vacuum stall areas while still maintaining a
connection to the adjacent lots and minimizing the traffic flow/curb cuts to the main drive aisles.
There was an overall sign package that was approved for this shopping center when it was
originally developed in 2008. This approval included 2 pole signs and 4 monument signs. They
initially proposed to place two multi-tenant monument signs along 5600 West and two signs
along Parkway Boulevard. The multi-tenant building signage mostly ended up being included on
the two pole signs and then Maverik and AUFCU installed their own single-tenant signs. So
Quick Quack does propose to install their own monument sign, which would be the fourth
monument sign installed for this center. The sign will be located internally to the overall
shopping center on the Quick Quack parcel. The design is required to meet the Title 11 standards
and the base will be constructed of masonry to match the building. Additional signage is
proposed on the walls of the building as well.
There will be a dumpster provided for this building that will be located within a 6’ masonry
enclosure that is constructed to match the building.
Staff Alternatives
Approval subject to any issues raised at the public hearing as well as the following conditions:
1. The building must be completed per the approved plans and be designed in accordance
with the Commercial Design Standards and the Development Agreement.
2. The site shall be landscaped per the approved plans and all existing landscaping must be
maintained and/or replaced if it is in poor condition.
3. An east-west and north-south pedestrian connection must be maintained to accommodate
the overall pedestrian circulation through this shopping center.
4. The dumpster shall be completely screened and secured with a 6’ masonry enclosure that
matches the building.
5. All mechanical equipment on site must be properly screened and the enclosures must be
designed to match the primary carwash building.
6. All signage must comply with the West Valley City Sign Ordinance.
7. Must meet requirements of all effected departments and agencies.
8. Subject to review upon valid complaint.
Continuance, to allow for the resolutions of any issues raised at the public hearing.
Discussion: Jody Knapp presented the application. She stated the applicant had originally
proposed the hours of operation to be 7:00 am – 7:00 pm Monday thru Saturday, with extended
summer hours to 9:00 pm. The applicant is now wanting to also be open on Sunday, with the
same hours of operation. She did explain the additional hours are not in her staff report.
However, a new description will be uploaded to the application. The applicant Joseph Earnest
thanked Jody for her assistance with this application. Joseph also stated how excited he is to get
the Quick Quack Carwash up and running. Randy Owen also addressed the Planning
Commission. Randy explained that he manages the adjacent building to the proposed Quick
Quack carwash, and he appreciates the detail given by the applicant in the proposal.
Motion: Commissioner McEwen moved for approval of CA-2-2020 subject to the 8 staff
alternatives. Commissioner Lovato seconded the motion.
