WEST VALLEY CITY PLANNING COMMISSION Study Meeting May 6, 2020 The meeting was called to order at 4:00 p.m. by Chair Meaders using Zoom at https://zoom.us/j/95328405803 WEST VALLEY CITY PLANNING COMMISSION MEMBERS Brent Fuller, David McEwen, Clover Meaders, Darrick Porter, Harold Woodruff, Cindy Wood, Mathew Lovato and Martell Winters ABSENT WEST VALLEY CITY PLANNING DIVISION STAFF Steve Pastorik, Brock Anderson, Steve Lehman and Kirsten Hunt WEST VALLEY CITY ADMINISTRATION ZONE CHANGE APPLICATION Z-3-2020 Petition by RICHARD DEFA requesting a zone change from A (Agriculture, minimum lot size ½ acre) to R-1-8 (Single unit dwelling residential, minimum lot size 8,000 sq. ft.). The property is located at 3793 South 5725 West on 1.5 acres. (Staff – Steve Pastorik at 801-963-3545) Discussion: Steve Pastorik explained that the proposed zone change is from A (agriculture, minimum lot size ½ acre) to R-1-8 (single unit dwelling residential, minimum lot size 8,000 sq. ft.). Steve stated the applicant can apply for the zone change where the property is less than 2 acres. Steve explained the property to the north and west is zoned R-1-7 and the property to the east is zoned A. The property to the south is currently zoned A pending approval from City Council to be rezoned RE. Steve presented the concept plan showing the subject property divided into 5 lots all above the 8,000 sq. ft. requirement. Steve stated there is a home still on the subject property that will be demolished. Steve noted that the applicant is aware of the housing standards and is willing to follow them. GENERAL PLAN/ZONE CHANGE APPLICATION GPZ-3-2020 Petition by JOE SALISBURY requesting a General Plan change from Commercial/Light Manufacturing to High Density Residential (12 to 20 units/acre) and a zone change from A (Agriculture, minimum lot size ½ acre) and M (Manufacturing) to RM (Multiple Unit Dwelling Residential). The property is located at 2892 S Decker Lake Dr. on 16.05 acres. (Staff – Steve Pastorik at 801- 963-3545) Discussion: Steve Pastorik explained the applicant, DAI is proposing a total of 320 housing units made up of apartments and two different types of townhomes (front load and rear load). The housing units will be 2-4 bedrooms with a 2-car garage. Steve explained the apartments will have either tuck under garages or detached garages. Steve stated the applicant is not certain if townhomes will be rentals or for sale, however they will know by the public hearing. Steve stated DAI is also looking at two different apartment designs and will have a better idea of what design they are leaning toward prior to the public hearing. Steve gave a background explaining that DAI had proposed a General Plan/Zone change in 2013 that was denied by the Planning Commission and the City Council. DAI submitted a second proposal last year just prior to the City initiating a moratorium on all zone changes to the RM zone. DAI chose to withdraw that application and submitted this application. Steve explained the two questions that should be asked when evaluating a multi- home development. The first question is; Is this the correct location for an apartment development? Second; Is the quality in line with the City’s standards? Steve explained the recent change to the code allows one to apply if the property is ½ mile away from a rail station. The subject property is within ½ mile of two rail stations. Steve explained a traffic impact study is required for any multifamily of 100 units or more. Steve stated DAI will have this impact study done soon. Steve also stated the application should coincide with the overall goals of the City. CONDITIONAL USE APPLICATION C-9-2020 Petition by Joe Wixom with FETZERS’ INC. requesting conditional use approval for warehouse and light industrial uses. The property is located at 4850 W 3500 S on 3.89 acres and is zoned M (Manufacturing). (Staff - Brock Anderson at 801-963-3361) Discussion: Brock explained that this parcel is 7.73 acres and 3.89 acres of this parcel was rezoned from C-2 to M. Brock stated that Fetzers’ Inc is looking for additional storage space to house-built wood products for shipment. Brock stated that Fetzers’ will make landscaping enhancements. They will be replacing dead grass, adding trees to the east of the parcel, and redoing the parking lot islands with 50% live plant material. Brock stated that the front of the building will be a 3-tone paint and the rest of the building will be 2 tone. This does comply with the original development agreement. SUBDIVISION APPLICATION SA-3-2020 Petition by the Utah Department of Facilities Construction and Management requesting an amendment to lot 3 in the Highbury Centre Subdivision. The request is to amend lot 3 by adding an additional lot. The property is located at 5432 West High Market Drive and is zoned C-2 (General Commercial). (Staff – Steve Lehman at 801-963-3311) Discussion: Steve Lehman explained that this application is looking to amend lot 3 of The Highbury Centre Subdivision by carving out a small piece of the property and adding a new store. Steve explained the new lot will be located on the east side of the existing building. Steve stated this application is being presented by the State of Utah who is looking to relocate the liquor store currently on Redwood Road to this location.
