GPZ-3-2020 Joe Salisbury 2892 S Decker Lake Dr. General plan change from commercial/light manufacturing to high density residential and zone change from A and M to RM 16.05 acres This application was continued during the Planning Commission meeting on May 13, 2020. Following the Planning Commission study session on May 20, the applicant requested that his application be continued until the June 24 Planning Commission meeting to allow time to modify his application to incorporate the Commission’s feedback. The staff report for the May 13 Planning Commission meeting is also included for reference. Staff Alternatives: 1. Continuance. This application should be continued to the June 24, 2020 Planning Commission meeting to allow the applicant time to revise his application to incorporate feedback from the Commission. 2. Denial. This application should be denied to preserve the land for job creating uses and to focus apartment development in areas that accomplish more citywide objectives. Discussion: Steve Pastorik stated the applicant is asking for a continuance. Motion: Commissioner Fuller moved to continue GPZ-3-2020 to the July 8, 2020 public hearing. Commissioner Winters seconded the motion. M Zone (.43 acres) The applicant, Jeff Titmus representing the Mele Tile, is requesting conditional use approval for outside storage at 3650 W. 2150 S. This property is zoned M, manufacturing and the West Valley City General Plan designates this area as light manufacturing. The surrounding zone is M, manufacturing on all sides. The surrounding uses include light industrial, warehouse/office and car sales/repair uses. As part of the City’s ongoing clean-up efforts a thorough site inspection was conducted of this property during a new business license review. During that inspection there were several violations noted on this property, including outside storage. The new business on site, for Mele Tile, would like to utilize the north portion of the property for outside storage. Therefore, they have submitted a conditional use application to get that violation resolved. This location is used as the tile/granite fabrication shop for Mele Tile. They do not have office or retail operations from this location. So, the front portion of the site would be the parking area for the 6 fabrication employees. Then the rear yard will be used for storage. Currently that portion of the site is in need of maintenance/resurfacing and the applicant has indicated that will be completed on 6/22, prior to the public hearing for this use. The entire storage area will be surfaced with asphalt and must screened from public view. The landscaping and building façade/signage is also in disrepair and in need of maintenance and the existing dumpster on site needs to be relocated or screened in a masonry enclosure. Staff Alternatives: Approval, subject to the resolution of any concerns raised at the public hearing as well as the following: 1. The approved use for this application is for outside storage of granite materials and supplies for Mele Tile. 2. The outside storage area must be paved with asphalt and the appropriate access shall be maintained throughout the site. 3. Outside storage is only permitted on the north side of the site as outlined in the approved site plan and must be screened from public view. 4. The existing landscaping on site shall be maintained with a minimum of 50% live plant material and kept free of weeds. A tree is required in the landscaping island on the east side of the entrance. If the large existing tree on the west side of the entrance is removed, then trees are required at a spacing of one for every 30’ of frontage. 5. The dumpster location must meet the requirements set forth in 7-2-118 of the West valley City Municipal Code. 6. The exterior façade of the building shall be maintained and repaired, including but not limited to all signage and damage caused from previous signage. 7. Must meet the requirements of all affected departments and agencies. 8. Subject to review upon valid complaint. Continuance, to allow for the resolutions of any issues raised at the public hearing. Discussion: Jody Knapp presented the application. Joy Miya, representing the applicant, explained the paving had started in the back of the business, and within the next two weeks, the applicant will start moving the granite slabs onto the newly paved area. Mrs. Miya also stated the dumpster will move closer to the subject building not to be seen by the street. Motion: Commissioner Lovato motioned to approve C-10-2020 subject to the 8 staff alternatives. Commissioner McEwen seconded the motion.
