The meeting was called to order at 3:31 p.m. by Chair Meaders at 3600 Constitution Boulevard,
West Valley City, Utah.

ZT-5-2018 WEST VALLEY CITY IS REQUESTING AN ORDINANCE
AMENDMENT TO DEFINE AND CREATE STANDARDS FOR INLAND
PORT USES. (STAFF – STEVE PASTORIK AT 801-963-3545)
Discussion: Steve Pastorik explained that the Utah Port Authority Act was
passed during the last legislative session. The majority of the Inland Port
Boundary lies within Salt Lake City, however, property within West Valley City
north of the Riter Canal and west of 5600 West is also included. The Utah Port
Authority Act mandates that City land within the Inland Port Boundary must
allow inland port uses by December 2018.
Commissioner Winters asked for further explanation of the Utah Port Authority
Act. Steve Pastorik said the idea is to entice large employment uses into the

State, creating a job hub for commerce. Commissioner Woodruff asked if tax
incentives are involved. Steve Pastorik said the Inland Port Authority can offer
tax incentives.
Steve Pastorik continued that inland port uses are essentially industrial, such as
warehousing and shipping. These uses are what are already intended for the
northwest portion of the City which falls within the inland port boundary, with the
exception of a few homes. This ordinance change will help us to comply with
State law by allowing inland port uses within the Light Industrial, Manufacturing,
Agricultural, and R-1-12 zones that fall within the inland port boundary.
Chair Meaders asked if there is an Inland Port Appeals Authority. Brandon Hill
answered yes, they will hear situations where the use is denied because it is not an
inland port use or doesn’t fall within the jurisdiction of the Inland Port Authority
Act. This will not apply to our landscaping standards, parking, or design
requirements.
Commissioner Winters asked if it is normal for the State to override a city’s plan
for their own land. Steve Pastorik said it is becoming more so lately, using the
homeless shelter as an example.
Commissioner Fuller asked if there is a Salt Lake City representative serving on
the Inland Port Authority Board. Steve Pastorik answered yes, and Nicole Cottle
represents West Valley City.
Commissioner Lovato asked about the differences between Manufacturing and
Light Industrial Zones. Steve Pastorik said Light Industrial uses are inside of a
building. Heavy industrial tends to be outside, such as gravel pits which are noisy
and dusty. The Manufacturing zone allows and mostly contains light industrial
uses. Brandon Hill said the ARA development is comprised of large warehouse
distribution buildings that are a prototypical example of an inland port use.

FIRST CREDIT UNION, IS REQUESTING A PLAT AMENDMENT FOR
THE AFCU 4100 SOUTH SUBDIVISION AMENDED. THE PROPOSED
AMENDMENT WILL CREATE AN ADDITIONAL LOT WITHIN THE
EXISTING SUBDIVISION. THE SUBDIVISION IS LOCATED AT 5576
WEST 4100 SOUTH AND IS ZONED C-1 (GENERAL COMMERCIAL).

Discussion: Steve Lehman said this subdivision plat was approved in 2016. This
property will be divided to create one additional lot. We do not yet have a
proposed use for the new lot. There is one access to the property off of 5600
West. Access will be right in, right out from 4100 South. Steve Lehman noted
there will be no street trees because UDOT previously put concrete where they
should be.

SUBDIVISION APPLICATION
S-12-2018 ANDERSON WAHLEN & ASSOCIATES, representing America First Credit Union, is requesting a
plat amendment for the AFCU 4100 South Subdivision Amended. The proposed amendment will
create an additional lot within the existing subdivision. The subdivision is located at 5576 West 4100
South and is zoned C-1 (General Commercial). (Staff - Steve Lehman at 801-963-3311)
