WEST VALLEY CITY PLANNING COMMISSION Study Meeting June 3, 2020 The meeting was called to order at 3:30 p.m. by Chair Meaders using Zoom at https://zoom.us/j/95328405803 WEST VALLEY CITY PLANNING COMMISSION MEMBERS Brent Fuller, David McEwen, Clover Meaders, Darrick Porter, Harold Woodruff, Cindy Wood, Mathew Lovato and Martell Winters ABSENT WEST VALLEY CITY PLANNING DIVISION STAFF Steve Pastorik and Kirsten Hunt WEST VALLEY CITY ADMINISTRATION Brandon Hill, Assistant City Attorney GENERAL PLAN/ZONE CHANGE APPLICATION GPZ-5-2020 Petition by James Graham requesting a General Plan change from Rural Residential (1 to 2 units/acre) to Low Density Residential (3 to 4 units/acre) and a zone change from A (Agriculture, minimum lot size ½ acre) to RS (Residential Sustainability, minimum lot size 8,000 sq. ft.). The property is located at 1580 W Whitlock Ave. on 3.05 acres. (Staff – Steve Pastorik at 801-963-3545) Discussion: Steve explained how this applicant has made several applications to the City starting in 2017 that were not approved. Steve explained in reviewing the past applications it appeared that the Planning Commission and City Council were trying to retain the A zone in the subject area. Chairperson Meaders asked Steve if there is a way to put agricultural rights within a development agreement. Steve stated if they rezone the agricultural rights would no longer apply due to the lot size being too small for the A zone. Commissioner Lovato asked if the applicant could propose to change the General Plan and not the zone. Steve explained they could change just the General Plan; however, the proposed zone would still be the only zone that would fit for this subject property. Commissioner Winters stated remembering the Planning Commission denying a past application because the development would be much larger than the surrounding properties and would not be a good fit. Commissioner Fuller feels that the neighbors would not approve of this proposal. Chairperson Meaders explained with the prior proposals the neighbors were concerned about new residents having complaints about the agriculture zone. Steve agreed with Chairperson Meaders. He stated there was talk that the Chesterfield Overlay Zone would be amended to retain the agriculture zone. This would enable the area to keep the same look, no curb, and gutters, lot size, etc. Commissioner Winters asked Steve if City Council stated when they are looking to review the overlay zone and if the applicant is aware of the review. Steve explained he is not aware when the review will happen. Steve did explain this to the applicant a while back and when the process was put on hold, they gave up on that process. Commissioner Fuller stated his feeling is the City is trying to build these larger developments in areas like the subject property thinking the neighborhood would then change. Chairperson Meaders asked Steve if he has received any calls from concerned neighbors. Steve stated he hasn’t had any calls thus far.
