MINUTES OF THE WEST VALLEY CITY PLANNING COMMISSION
STUDY MEETING JANUARY 22, 2025
THE PLANNING COMMISSION MEETING MET IN STUDY SESSION ON WEDNESDAY,
JANUARY 22, 2025 AT 3:31 PM IN WEST VALLEY CITY HALL, 3600 CONSTITUTION
BOULEVARD, SUITE 220, WEST VALLEY CITY, UTAH. THE MEETING WAS CALLED TO ORDER
AND CONDUCTED BY CHAIR MATTHEW LOVATO.

PRESENTATIONS:
1) GPZ-8-2024: Petition by DAI requesting a General Plan change from Commercial/Light
Manufacturing to Medium Density Residential (7 to 12 units/acre) and a zone change
from A (Agricultural, minimum lot size ½ acre) to RM (Multiple Unit Dwelling
Residential). The property is located at 2996 South Redwood Road on 2.48 acres. Staff –

Steve Pastorik presented development revisions since the last meeting. The developer has added
more windows on the townhomes and to the garage doors, more brick to meet the 20% exterior
requirement, sidewalk on one side of each street, and an amenity area with a playground and fire
pit. Steve explained that if the developer cannot secure an easement with Rocky Mountain
Power, the number of units would need to be reduced proportionally while maintaining the same
parking ratio and open space. One commission member raised a concern that one-car garages
may be insufficient for future residents' parking needs as household sizes grow over time, noting
the streets are too narrow for on-street parking.
2) PUD-1-2025: Brandon Parr with Edge Homes is requesting preliminary approval for the
Solari PUD Subdivision. The subdivision will consist of 245 townhome units,

40 condominium units and 11 single family lots. The property is located at 3688 South
Redwood Road is 26.1 acres in size and is zoned RM. Staff-Steve Lehman at 801-963-3311

Steve Lehman presented the redevelopment of the Redwood Drive-in property named Solari
PUD, which was approved for 300 units but will have 245 townhomes, 40 condominiums, and
11 single-family homes. The development includes a 4500 square foot clubhouse, a pool,
pickleball courts, and a central playground area. The residences include a mix of unit sizes and
designs, with varying colors and elevations. The development will have public streets with the
HOA maintaining the front yards of all units including the single-family homes. On the north
side of the development a new vinyl fence will be installed, along with a detention basin. On the
west side there will be no access onto 1950 West. The developer will need to work with the City
to gain access on Redwood Road and install a sidewalk and park strip along 3800 South.
The developer has met with the fire department to ensure compliance with their requirements and
have attained a soil test to ensure basements can be built.
Steve expressed concerns about the walkway going to/from the elementary school crosswalk
being between two single family properties, suggesting a shift to the north property line to avoid
it being between two homeowners. He also discussed the need for speed tables to slow down
traffic, for additional right-of-way dedication on 1950 West, and the potential for snow stacking.
There being no further business of the West Valley City Planning Commission meeting of
Wednesday, January 22, 2025 it was adjourned at 4:45 PM.
