Board of Trustees Meeting
Wednesday, May 21, 2025, at 5 p.m.
RESOLUTIONS:
1. Accept minutes of Board of Trustees Meeting
RESOLVED, that the minutes of the Board of Trustees Meetings of May 1, 2025,
and May 6, 2025, are hereby accepted.
2. Accept Departmental Monthly Reports
RESOLVED, that the Police Department’s April 2025 report is hereby accepted.
3. Authorize Waiver to SLA
WHEREAS, the Village Board has received an application from the Times Review
Media – SouthFork Magazine to have a Food Festival on the Great Lawn on
Saturday June 14, 2025, perimeters which are set forth on the map submitted with
the application and,
WHEREAS, the Times Review Media has asked the Village Board to waive the
Village code chapter 54 Section 1-A to allow open containers within the perimeters,
and to assist the Times Review Media – SouthFork Magazine and its participants
with an application to the State Liquor Authority to authorize open container alcoholic
beverages for this particular event on that day, now therefore be it;
RESOLVED, that the Village of Westhampton Beach agrees to waive the provisions
of the open container law as set forth in Chapter 54 Section 1A, and the Mayor is
authorized to prepare and sign a “Container Letter” as quoted by the SLA confirming
that the Village of Westhampton Beach authorizes and approves the use of open
containers for this particular event within the perimeters on June 14, 2025.
4. Authorize the Pruning of Trees at Maria Moore Park by Bartlett Tree Experts
RESOLVED that the Board of Trustees hereby authorizes the pruning of trees at
Maria Moore Park by Bartlett Tree Experts at a cost not to exceed $4,500 to be paid
from A8560.416 Shade Tree Maintenance.
5. Authorize Paving Projects as per Quote
RESOLVED, that the price quote submitted by Rosemar Contracting in the amount
not to exceed $348,822.70 for the road paving and milling of Mill Road from Oneck
to Brook, Meadow Way from Meadow Lane to Dead End, Lake Way from Meadow
Lane to Dead End, and Sunset Lane from Brook Road to Dead End and the price
quote from Laser Industries for concrete repairs of sidewalks, curbs and ADA ramps
in the amount not to exceed $112,813.50 to be paid from account code A5110.407
CHIPS Improvements and the balance to be paid out of A5110.408 Permanent
Improvements are hereby accepted.
6. Authorize Accent Estate – Tree Spraying
RESOLVED, that the Board of Trustees approves Accent Estate to perform tree
spraying on Main Street at a cost not to exceed $1,715, to be paid out of account
A5110.406 Expenses.
7. Authorize Renewal of 2025 Outdoor Tables, Chairs or Benches Permits
WHEREAS, the Village has received applications from Eckart’s Luncheonette to
renew the Outdoor Tables, Chairs, and Benches Permit for 2025, and
WHEREAS, after considering information supplied by the Suffolk County
Department of Health Services, the Suffolk County Sewer Agency and the Village’s
Building Administrator, the Board of Trustees determined Special Exception Permits
should be issued for Outdoor Table, Chairs and Benches, where there were no
incidents or reports filed with the Police Department concerning said uses; now
therefore be it
RESOLVED, that the Board of Trustees hereby authorizes the placement and use of
outdoor tables, chairs, and benches as shown on the submitted plans, subject to all
previous conditions and plans on file.
8. Authorize Renewal of 2025 Outdoor Display Permit
WHEREAS, the Village has received applications from Collect to renew the Outdoor
Display Permit for 2025, and
WHEREAS, after considering information supplied by the Suffolk County
Department of Health Services, the Suffolk County Sewer Agency and the Village’s
Building Administrator, the Board of Trustees determined Special Exception Permits
should be issued for Outdoor Displays, where there were no incidents or reports filed
with the Police Department concerning said uses; now therefore be it
RESOLVED, that the Board of Trustees hereby authorizes the placement of outdoor
displays as shown on the submitted plans, subject to all previous conditions and
plans on file.
9. Ratify the agreement with Employee
RESOLVED, that the Board of Trustees hereby ratifies an agreement with employee
number 0063.
10. Appoint 2025 Seasonal Traffic Control Officer
RESOLVED, that Bryce Mackie is hereby appointed as a Seasonal Traffic Control
Officer effective May 15, 2025, to be compensated at a rate of $20.50 per hour from
G/L account code A3120.109 Traffic Control Officers with an increase of $1.00 per
hour effective June 1, 2025.
11. Appoint 2025 Seasonal Beach Attendant
RESOLVED, that Finn Kelly is hereby appointed as Seasonal Beach Attendant
effective May 15, 2025, to be compensated at a rate of $15.00 per hour from G/L
account code A7310.103 Beach Attendants with an increase of $1.00 per hour
effective June 1, 2025.
12. Appoint 2025 Seasonal Police Officers
RESOLVED, that John Rankin, Anthony Velasquez and Joseph Procopio are hereby
appointed as Seasonal Police Officers in the Police Department at an hourly rate of
$32.50 to work as assigned by the Chief of Police effective May 15, 2025, to be
funded from G/L account A3120.104 Seasonal Part Time with an increase of $1.00
per hour effective June 1, 2025.
13. Appoint 2025 Seasonal Dock Personnel Amendment
RESOLVED, that the Board of Trustees do hereby Amend the May 1, 2025,
resolution for the Dockmaster’s salary to $23.00 per hour with an increase of $1.00
per hour effective June 1, 2025.
14. Approve the Purchase of Police Uniforms
RESOLVED, that the Board of Trustees approves the purchase of updated police
uniforms not to exceed $8,500 to be paid out of account A3120.403 Uniforms.
15. Approve the Upgrade to the Existing Access Control System
RESOLVED, that the Board of Trustees approves the upgrade of the existing
Access Control System for Village Hall and Police Department at a cost not to
exceed $98,000 to be paid out of account A1620.999 Building repair reserves
16. Adopt LL #4 Amend Chapter A200 Entitled “Fees”
WHEREAS, this Board has advertised a local law enacting the amendment of
Chapter A200 (“Fees) to the Village Code; and
WHEREAS, the proposed Local Law, Chapter A200, sets forth a fee schedule for
building and land usage.
WHEREAS, a public hearing was held on May 21, 2025; and
WHEREAS, all persons present at the meeting have had an opportunity to speak on
behalf of or in opposition to the proposed Local Law, or any part thereof; and
NOW, THEREFORE, BE IT RESOLVED, that a determination is hereby made by
this Board that the proposed amendment of Chapter A200 (Fees) to the Village
Code will not have a significant adverse effect on the environment and a negative
declaration pursuant to SEQRA is hereby issued; and be it further
RESOLVED, that after due deliberation the Board of Trustees of the Village of
Westhampton Beach is hereby adopting said Local Law as Local Law No. 4 of 2025,
as advertised and attached effective June 1, 2025; and be it further
RESOLVED, that the Village Clerk is directed:
to enter said Local Law in the records of the Village; and
to give due notice of the adoption of said Local Law to the Secretary of State.
