MEETINGS
Regular meetings of the City Council are held the second and fourth Wednesday of
each month at the hour of 5:30 p.m. (5:00 p.m. if deemed necessary) for Closed
Session matters, if required. The public session of the meeting shall commence at
6:00 p.m. or as soon thereafter as possible. (WMC 2.04.010)

In support and respect of one another and in an effort to orderly conduct the business of
the people during the meeting, following the adopted Rules of Decorum are required,
expected, and appreciated. The Rules of Conduct are as follows:
• Treat others courteously.
• Listen to others respectfully.
• No profane language.
• Please do not interrupt other speakers or council members.
• Please remain seated or quiet when asked to.
• Please do not obstruct visibility for others in attendance with large signs.
• Signs shall not be larger than 8 ½ x 11 size.
• For your safety and the safety of others, no signs on sticks are allowed in the

MEMBERS OF THE PUBLIC MAY REQUEST AN INTERPRETER* IN ADVANCE TO
ASSIST A NON-ENGLISH SPEAKER DURING THE ORAL COMMUNICATIONS AND
PUBLIC HEARING SECTIONS OF THE MEETING.
In accordance with Resolution No. 5135, the City Council adopted a policy providing
rules governing translators and public comments to ensure a fair opportunity for all
speakers to address the City Council. A non-English speaking member of the public
wishing to address the City Council may bring their own interpreter* to interpret for them
from non-English to English. A non-English speaking member of the public may
alternatively request that the City provide an interpreter* to interpret in Vietnamese or
Spanish. The request must be made no less than 48 hours in advance for a regular
meeting, and 12 hours in advance for a special meeting. The City will voluntarily make a
reasonable effort to accommodate the request. However, the City does not have a legal
obligation to provide an interpreter*. Any non-English speaking member of the public
may utilize the services of a City-provided interpreter*, if one is available at the meeting.
In accordance with the policy and the California Government Code, non-English
speakers who utilize an interpreter* will be allowed to speak twice the allotted time
granted by the City Council to any speaker not utilizing an interpreter*, subject to any
restrictions set forth in the City’s adopted policy.
Speakers who elect to address the City Council in English and self-translate into
another language will not be allowed twice the allotted time.
*Also referenced as “Translator” in Government Code and City Resolution.
Except as specifically provided by law for closed sessions, all meetings of the City
Council Agency shall be open and public. Agendas for the City Council meetings
provide the public an opportunity to directly address the City Council on items of interest
to the public that are within the subject matter jurisdiction of the City Council on any
agenda items. NO action may be taken on items not listed on the agenda unless
authorized by law.

3.2 Approve and Authorize Execution of Amendment No. 4, Extending the Term
of Cooperative Agreement No. C-5-3615 Between Orange County
Transportation Authority (OCTA) and the City of Westminster for I-405
Improvement Project.
RECOMMENDATION: Staff recommends that the Mayor and City Council approve
Amendment No. 4, extending the term of Cooperative Agreement No. C-5-3615 between
Orange County Transportation Authority and the City of Westminster for the I-405
Improvement Project, and authorize the City Manager to execute the amendment on
behalf of the City.

3.3 Receipt of the Fiscal Year 2021-2022 Annual Comprehensive Financial
Report (ACFR) and Related Statements.
RECOMMENDATION: Staff recommends that the Mayor/Chair and City
Council/Agency Members accept the financial reports for the fiscal year ended June 30,
2022.

5.1 Continued from March 22, 2023 Regular Meeting - Strategic Plan Goal #1 -
Achieve Financial Stability.
Strategic Plan Objective: Present to the City Council ideas for improving
traffic and parking conditions in Little Saigon, including information on a
parking structure.
RECOMMENDATION: Staff recommends that the Mayor and City Council provide
direction, and receive and file this report.

5.2 Continued from March 22, 2023 Regular Meeting - Strategic Plan Goal #2 -
Develop and Implement Specific Plans for Little Saigon, the Downtown
District, and the West Side.
Strategic Plan Objective: Provide the City Council with an update on the
City’s recently adopted Zoning Code - Phase A and the status of the City’s
ongoing Zoning Code Update - Phase B, including an overview of the project
schedule.
RECOMMENDATION: Staff recommends that the Mayor and City Council provide
direction and receive and file this report.
5.3 Continued from March 22, 2023 Regular Meeting - Community Preservation
Unit Program Update.
RECOMMENDATION: Staff recommends that the Mayor and City Council receive
and file this report.
5.4 Addition of a Full-Time Senior Administrative Analyst Position in the City
Manager’s Office.
RECOMMENDATION: Staff recommends that the Mayor and City Council approve
the addition of a full-time position of Senior Administrative Analyst and approve a
budget appropriation in the amount is $22,848.29 to the City Manager salaries
budget for the remainder of Fiscal Year 2023-2024.
5.5 Strategic Plan Goal #4 - Improve Customer Service Delivery to the
Community.
Strategic Plan Objective: Present to the City Council an Update Regarding
the Use and Effectiveness of EnerGov and How to Make Improvements.
RECOMMENDATION: Staff recommends that the Mayor and City Council receive
and file the Tyler Technologies - EnerGov system assessment submitted by the
contracted information technology SDI consultant.

5.6 Consideration of a Resolution Adopting a City Policy Banning and
Prohibiting the Downloading or Use of TikTok and Other Apps Viewed as a
Security Risk to City Networks.
RECOMMENDATION: Staff recommends that the Mayor and City Council
consider the request to ban the downloading or use of TikTok or accessing any
website developed by Bytedance Ltd., and provide direction regarding the
adoption of a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY
COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, BANNING AND
PROHIBITING THE DOWNLOADING OR USE OF TIKTOK, OR ACCESSING
ANY WEBSITE DEVELOPED BY BYTEDANCE LTD., ON ANY CITY-ISSUED
DEVICE OR ON ANY PERSONAL DEVICE THAT IS USED TO ACCESS CITY
NETWORKS.”
5.7 Request to Rescind Certificate of Recognition Issued to the Vietnamese
American Business Association.
RECOMMENDATION: Staff recommends that the Mayor and City Council
consider the request to rescind the Certificate of Recognition presented to the
Vietnamese American Business Association and provide direction regarding
rescinding the certificate.
6. LEGISLATIVE ITEMS
6.1 Request to Support AB 1708 (Muratsuchi) to Increase Accountability for
Repeat Theft Offenders and Offer Pathways for Pre-Plea Diversion
Programming.
RECOMMENDATION: Staff recommends that the Mayor and City Council consider the
request to support Assembly Bill 1708 (AB 1708) and provide direction to:
A. Approve the issuance of the attached letter in support of AB 1708 (Maratsuchi), to
be signed by Councilwoman Phan West; and
B. Authorize staff to mail letter to the following:
· Chair of the Assembly Public Safety Committee;
Assemblymember Reginald Byron Jones-Sawyer, District 57;
· California Assemblymember Al Maratsuchi, District 66; and
· California Assemblymember Tri Ta, District 70.

Traffic Commission for 2022-2024.

two-year term, waiving other applicable requirements.
