Body BACKGROUND/DISCUSSION: The Federal Emergency Management Agency (FEMA) requires the City Council to approve and annually renew a resolution authorizing the city manager, assistant public works director, and police chief to execute for and on behalf of the City any actions necessary for the purpose of obtaining federal financial assistance by the Department of Homeland Security and sub-awards through the State of California. In order to receive Emergency Performance Grant Funds (EMPG), an updated resolution is also required to be submitted. A resolution designating authorized signers was previously approved on March 19, 2020. FISCAL IMPACT: The City is not eligible for State and Federal disaster assistance unless a Designation of Application’s Agent Resolution for Non-State Agencies has been adopted by the City Council. By approving this document, the City will be in a position to recover a substantial percentage of the costs expended in a declared disaster. ATTACHMENTS: 1.
