Pursuant to the State of California Executive Order N- 29- 20 related to
coronavirus (COVID- 19), the City Council of the City of Westminster,
California convened on August 19, 2021 at 7:02 p. m. in a Closed Session in
the Council Chambers, 8200 Westminster Boulevard, Westminster,
California and via teleconference/ web conference.

SPECIAL NOTICE REGARDING CORONAVIRUS (COVID-19) AND
ATTENDANCE AT PUBLIC MEETINGS
On March 4, 2020, Governor Gavin Newsom proclaimed a State of Emergency in
California as a result of the threat of COVID-19. On March 17, 2020, Governor
Newsom issued Executive Order N-29-20 (superseding the Brown Act-related
provisions of Executive Order N-25-20 issued on March 12, 2020), which allows a
local legislative body to hold public meetings via teleconferencing and to make
public meetings accessible telephonically or otherwise electronically to all members
of the public seeking to observe and to address the local legislative body. Pursuant
to Executive Order N-29- 20, please be advised that some or all of the Westminster
City Council Members will participate in meetings via teleconference/web
conference
MEETINGS
Regular meetings of the City Council are held the second and fourth Wednesday of
each month at the hour of 6:00 p.m. (5:00 p.m. if deemed necessary) for Closed
Session matters, if required. The public session of the meeting shall commence at
7:00 p.m. or as soon thereafter as possible.

The agenda contains a brief general description of each item to be considered. The
agenda and supporting documentation are available for public review no later than
72 hours prior to the meeting. The agenda can be accessed on the City's web site

RECOMMENDATION: Staff recommends that the Mayor and City Council adopt a
Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE
CITY OF WESTMINSTER, DESIGNATING AUTHORIZED AGENTS FOR AN
APPLICATION WITH THE CALIFORNIA GOVERNOR’S OFFICE OF EMERGENCY
SERVICES TO OBTAIN FEDERAL AND STATE ASSISTANCE UNDER THE
CALIFORNIA DISASTER ASSISTANCE ACT,” designating the City Manager, Assistant
Public Works Director, or Police Chief as the authorized agents for the City of
Westminster application for federal disaster assistance funding.
Body
BACKGROUND/DISCUSSION:
The Federal Emergency Management Agency (FEMA) requires the City Council to
approve and annually renew a resolution authorizing the city manager, assistant
public works director, and police chief to execute for and on behalf of the City any
actions necessary for the purpose of obtaining federal financial assistance by the
Department of Homeland Security and sub-awards through the State of California. In
order to receive Emergency Performance Grant Funds (EMPG), an updated
resolution is also required to be submitted. A resolution designating authorized
signers was previously approved on March 19, 2020.
FISCAL IMPACT:
The City is not eligible for State and Federal disaster assistance unless a Designation
of Application’s Agent Resolution for Non-State Agencies has been adopted by the
City Council. By approving this document, the City will be in a position to recover a
substantial percentage of the costs expended in a declared disaster.
