WESTMINSTER HISTORIC DISTRICT COMMISSION MINUTES OF MEETING June 25, 2014 On the evening of Wednesday, June 25, 2014, a meeting of the Westminster Historic District Commission (HDC) was held at City Hall at 7:00 p.m. Statement of Authority and Qualifications: The Chair officially opened the meeting with the following statement: “The Westminster Historic District Commission derives its authority from Chapter 164, Article 9A of the City Code; which is derived from Article 66B, Section 8 of the Annotated Code of Maryland. The qualifications of the Westminster Historic District Commission are on file at the City Administration Building, 54 W. Main Street; the file is open to the public. Roll Call: Present were Vice -Chair Camlin and Commissioners Goodell, Joseph and Wagman. Steve Sager, City Planner, served as staff to the Commission. Public Hearings: None Scheduled. Old Business: a. 2014 Historic Holiday House Tour—Willis & Court Streets The Commission reviewed the status of the 2014 Holiday House Tour.  Review Major Project Steps—incl. Coordinators, Volunteers & Assignments  Commission & Commissioner Involvement  Review List of Participants to Date b. 2014 Projects, Goals & Objectives  250th Sestercentennial Celebration & Historic Preservation The majority of the events will take place during the month of September. One component of the City’s Sestercentennial Celebration will be a time capsule. The Commission is being asked to make recommendations for history related items to be included. Historic Walking Tour brochures of Main Street will be a major feature of the Celebration.  East Leg from Longwell to New Windsor  Commercial from Longwell to Railroad Ave. also including Longwell’s Mansion, Armory and the Green Stone Bldg on Liberty (O’Lordans)  West Leg from Railroad Ave to McDaniel  City Hall Redecoration Commissioner Goodell described his recommendations for the interior redecoration of City Hall. c. Preservation Maryland Annual Conference The Commission was informed that the annual conference of Preservation Maryland will be held in Westminster on Wednesday, July 23rd at McDaniel New Business: a. PRELIMINARY Tax Credit Application--TC 14-01, 140 W Main St. (Smith) The Commission reviewed a preliminary tax credit application for 140 W Main St. The major work items proposed were roof repairs and coating to the standing seam metal roof and repairs of water damage to the ceiling of a 2nd floor porch. Upon review and consideration, on a motion by Goodell and 2nd by Joseph, the Commission unanimously approved the preapplication in the amount requested of $5325.00 1 WESTMINSTER HISTORIC DISTRICT COMMISSION MINUTES OF MEETING June 25, 2014 Commissioner Reports: Staff Report: None Public Comment: During the discussion of the proposed work to the standing seam metal roof at 140 W Main, Mr. Ed Gregg ,a member of the Carroll County Historic District Commission, offered substantial & beneficial background information on the proper techniques for the repair and maintenance of standing seam metal roofs.
