MINUTES OF MEETING
Wednesday, January 7, 2015
City Hall, 6:00 PM
1. Call to Order – Chairman Kris McMasters opened the meeting at 6:00 p.m. with the Call to Order
a. Statement of Authority—The Westminster Historic District Commission derives its authority
Chapter 164, Article 9A of the City Code; which is derived from Article 66B, Section 8 of the
Annotated Code of Maryland. The qualifications of the Westminster Historic District Commission
are on file at the City Administration Building, 56 W. Main Street; the file is open to the public.
b. The Roll Call was answered by Chairman McMasters, Dean Camlin, Kevin Wagman and Greg
Goodell.
2. Approval of Minutes
a. The minutes of the meeting of November 19, 2014, were approved by acclamation.
3. Public Hearings
a. None scheduled.
4. Old Business
a. 2014 Historic Holiday House Tour—Willis Street
The Commission members asked for a wrap-up report on the House Tour to be prepared and
forwarded to Commission members and residents who opened their homes on the Tour. This report
should include the number of tickets sold, an estimate of total visitors, and the budget and
expenditure reports. Other items such as the number of cookies and gallons of cider ordered should
be included since it will be two years before the next House Tour and people tend to forget these
items.
Greg Goodell offered that the City will have a large number of luminaries for other events since the
weather prohibited their use on the House Tour. The Department of Public Works has stored these
luminaries for future use.
5. New Business
a. City Administrator Marge Wolf introduced the City’s newest staff acquisition, Brent Beane, who
summarized his work experience for the Commission members. Brent will be assuming the staff
responsibilities for the Historic District Commission.
b. The Commission reviewed and approved the Post Construction Application for 171 Willis Street.
Commissioner Goodell, owner of this property recused himself from voting on the application.
Commission members were impressed with the narrative provided on the Historic Trust application
form and asked staff to adapt this form for use on the City’s tax credit projects.
6. Commissioner Reports
a. Dean Camlin provided an update on the status of City Hall and the possible lease with the Carroll
County Historical Society. There are two building code issues that will have to be resolved with
the County code officials: one is the second egress from the second floor and the other is the open
stairway between the first and second floors. The City has contracted with Dean Camlin to resolve
these issues.
