MINUTES OF MEETING
Wednesday, May 6, 2015
City Hall, 7:00 PM
1. Call to Order
a. Statement of Authority—The Westminster Historic District Commission derives
its authority Chapter 164, Article 9A of the City Code; which is derived from
Article 66B, Section 8 of the Annotated Code of Maryland. The qualifications of
the Westminster Historic District Commission are on file at the City
Administration Building, 56 W. Main Street; the file is open to the public.
b. Roll Call
In attendance was Kris McMasters, Chairman, Dean Camlin, Co-Chairman,
Kevin Wegman. Greg Goodell and Jane Kacmarski.
2. Approval of Minutes
The April Meeting was cancelled.
3. Public Hearings
No public hearings.
4. Old Business
No old business.
5. New Business
a. The application for a 12 month extension for 153 E. Green Street was approved
upon a motion by Commissioner Camlin, seconded by Commissioner Goodell.
Commissioner Wegman recused himself as this is his project.
b. In evaluation of the addition of 96 Bond Street to the City’s historic district
overlay zone, the Commissioners discussed the differences between the National
Register and eligibility for state and federal tax credits. The City has a locally
zoned ordinance with boundaries dating to the late 70s. Some areas—like
McDaniel College—are separate areas. Also, 96 Bond Street is a County property
and cannot be annexed into the City district.
c. The Commission discussed the three alternatives to the City Hall second floor fire
exit drawings and upon motion from Commissioner Wegman, seconded by
Commissioner Goodell, approved the interior stair design. Commissioner Camlin
recused himself from the vote as he is the architect on the project.
6. Commissioner Reports
The Commissioners discussed the hours for the Flower and Jazz booth and requested the
map of the historic district be available for display.

There was no staff report.
8. Public Comment
There was no public comment.
9. Adjournment
The meeting as adjourned at 8:05 p.m.
