Westminster Historic District Commission MINUTES OF MEETING Wednesday, August 5, 2015 City Hall, 7:00 PM 1. Call to Order a. Statement of Authority—The Westminster Historic District Commission derives its authority Chapter 164, Article 9A of the City Code; which is derived from Article 66B, Section 8 of the Annotated Code of Maryland. The qualifications of the Westminster Historic District Commission are on file at the City Administration Building, 56 W. Main Street; the file is open to the public. b. Roll Call In attendance were Kris McMasters, Chairman, Dean Camlin, Co-Chairman, Commissioners Kevin Wagman and Greg Goodell. 2. Approval of Minutes The July 8th Meeting minutes were approved on motion by Commissioner Camlin and seconded by Commissioner Wagman. Commissioner Goodell offered an amendment indicating the medallion is on the Armory, not City Hall. This amendment was approved on a motion from Commissioner Goodell, seconded by Commissioner Camlin. 3. Public Hearings No public hearings were scheduled. 4. Old Business No old business. 5. New Business a. Extension of tax credit eligibility:  12-01 (Race Pace) Pre-application approved on 10-10-12 with comments. The commission deliberated upon recommendation from staff, to extend the two year deadline to submit a post-application. The motion was made by Commissioner Goodell to extend the post-application submittal period to September 5th, 2015. Commissioner Wagman seconded the motion.  13-02 (Culver) Pre-application approved on 05-14-13 with comments. Upon council with staff, the commission voted to take no action letting the application time period expire since work has already been completed. b. Façade Improvements:  5 South Center Street (Old Westminster Inn Building) The commission raised questions about the extension of the gutter, the composition of the mortar to be used and the areas of the building to be painted. The commission voted to table this project and request the property owner to attend the September 2nd meeting  21-19 East Main Street (Wantz Building) Upon reviewing the project, the Historic District Commission will approve the awning if the owner wants it included. Commissioner Camlin made a motion to approve the application for $8,489, half of which will be grant money from the Maryland DHCD. The motion to accept was approved by Chairman McMasters and seconded by Commissioner Camlin. 6. Commissioner Reports a. Commissioner Goodell discussed how he was replacing the slate roof on his carriage house. b. Commissioner Camlin updated the commission on the strengthening of City Hall’s Porch Roof. He invited everyone out to see it after the meeting concluded. c. Commissioner Wagman wanted to commend the City of Westminster’s Department of Parks and Recreation on the renovation of Belle Grove Park and the Westminster Armory. Both the park and the armory look great! 7. Staff Report a. Ms. Marge Wolf told the commission that the medallion for the armory will be arriving in about 6 weeks. 8. Public Comment There was no public comment. 9. Adjournment The meeting was adjourned at 8:15 p.m.
