Westminster Historic District Commission MINUTES OF MEETING Wednesday, July 8, 2015 City Hall, 7:00 PM 1. Call to Order a. Statement of Authority—The Westminster Historic District Commission derives its authority Chapter 164, Article 9A of the City Code; which is derived from Article 66B, Section 8 of the Annotated Code of Maryland. The qualifications of the Westminster Historic District Commission are on file at the City Administration Building, 56 W. Main Street; the file is open to the public. b. Roll Call In attendance were Kris McMasters, Chairman, Dean Camlin, Co-Chairman and Greg Goodell. 2. Approval of Minutes The June Meeting minutes were approved by Commissioner Camlin and seconded by Commissioner Goodell. 3. Public Hearings No public hearings. 4. Old Business No old business. 5. New Business a. Discussion of the Section 106 review of the telecommunications tower at 1231 Independence Way. Chairman McMasters found no adverse effect to the historic district regarding the telecommunications tower. Commissioner Camlin did mention that he spoke to an attorney about the height of the tower in relation to the location of the airport. He was told that the FAA was not concerned with the height of the tower. b. Discussion of the Christina Shoemaker project. – Ms. Shoemaker was not present. c. Review of the 130 East Main Street Pre-Construction tax credit application. Christopher Dorsey presented pictures of his property and explained his project to the commission. Commissioner Camlin asked what he would be using to remove the flaking paint from the brick, and mentioned that some of the brick should be replaced. The commission told Mr. Dorsey that they could recommend several masons to do the work. The motion was “approved as accepted” by Commissioner Goodell and seconded by Commissioner Camlin. 6. Commissioner Reports a. Commissioner Camlin mentioned that he will be attending the Maryland Historical Trust Meeting tomorrow. b. Commissioner Camlin updated the commission on the renovation of City Hall’s porch. The contractor must remove the soffit, since they need to upgrade the structural integrity of the building. 7. Staff Report a. Ms. Marge Wolf will let the commission know when the medallion at the Armory will be installed.  b. Ms. Wolf presented a petition to the members of the commission considering an increase of state investment in three grant programs, which include: The Historic Preservation Capital Grant Program, The Historic Preservation Research & Survey Grant Program, and The Historical and Cultural Museums Advancement Grant Program. The commission voted to add their names to the petition. c. Andrew Gray, Westminster’s new community planner, was introduced by Ms. Wolf. Mr. Gray told the commission about his background, and that it will be a pleasure working with the commission. 8. Public Comment There was no public comment. 9. Adjournment The meeting was adjourned at 7:43 p.m.
