CITY OF WESTMINSTER HISTORIC DISTRICT COMMISSION MEETING SUMMARY Wednesday, February 1, 2017, at 7 PM City Hall, 1838 Emerald Hill Lane I. Call to Order 1) Statement of Authority—The Westminster Historic District Commission derives its authority from Chapter 164, Article 9A of the City Code; which is derived from Md. Code Annotated, Land Use Article, Division 1, Single Jurisdiction Planning and Zoning, Title 8, Historic Preservation. The qualifications of the Westminster Historic District Commission are on file at the City Administration Building, 56 W. Main Street; the file is open to the public. 2) Roll Call In attendance were Chair Kristen McMasters, Vice-Chair Dean Camlin, Commissioner Kevin Wagman, Commissioner Greg Goodell and Commissioner Steven Colella City staff: Sandy Anderson and Andrew Gray were present. II. Approval of Minutes Commissioner Wagman made a motion to approve the September 7, 2016 Meeting Summary and the November 2, 2016 Meeting Summary. Vice-Chair Camlin seconded. The motion passed. III. Public Hearings No public hearings were scheduled. IV. Old Business Discussion on suggestions for the 2018 Holiday House Tour was held. It was suggested that there be increased outreach to students at the Vo-Tech and area colleges. Also discussed were possible locations for the 2018 Tour including the west end of Westminster on Green Street, Union Street and Ridge Road. V. New Business 2017 HDC Work Session: During the Work Session it was suggested that the HDC consider putting together a gift and/or a guided tour for members of the Maryland Historical Trust. The Trust is planning to have their Board meeting at the Carroll County Farm Museum Thursday, May 11th. Also discussed was having a table at the Flower & Jazz Festival, Saturday, May 13th. Another opportunity for HDC members to promote their activities is the Celebrate America event Saturday, May 20th, at Emerald Hill. The event is hosted by the Historical Society of Carroll County and Carroll County Tourism. HDC will have a table at the event. Also discussed was the Preservation Maryland Summer School which will be Wednesday, July 12th, 8:30 am – 5:00 pm at the Naval Academy in Annapolis. Discussion ensued about implementing a Historic District. VI. Commissioner Reports Chair McMasters opened discussion on a potential Public Education Program hosted by HDC, to be held on Wednesday, October 4th. VII. Staff Report Andrew Gray presented the Rules of Order and Procedure for Historic Tax Credit for updating. VIII. Public Comment No public comment IX. Adjournment Commissioner Greg Goodell made a motion to adjourn. Vice-Chair Camlin seconded. The motion passed. The Commission adjourned at 9:00 pm. Adopted: March 1, 2017 Page 2 of 2
