HISTORIC DISTRICT COMMISSION
MEETING SUMMARY
Wednesday, March 1, 2017, at 7 PM
City Hall, 1838 Emerald Hill Lane
I. Call to Order
1) Statement of Authority—The Westminster Historic District Commission derives its authority
from Chapter 164, Article 9A of the City Code; which is derived from Md. Code Annotated, Land
Use Article, Division 1, Single Jurisdiction Planning and Zoning, Title 8, Historic Preservation. The
qualifications of the Westminster Historic District Commission are on file at the City
Administration Building, 56 W. Main Street; the file is open to the public.
2) Roll Call
In attendance were Chair, Kristen McMasters, Vice-Chair, Dean Camlin, Commissioner Kevin
Wagman and Commissioner Steven Colella
City staff: Sandy Anderson, Andrew Gray, and William Mackey were present.
Guests: Mr. Kellar and Ms. Daniella Bush.
II. Approval of Minutes
Commissioner Wagman made a motion to approve the February 1, 2017 meeting minutes.
Commissioner Colella seconded. The motion passed.
III. Old Business
1) None
IV. New Business
1) Application 17-01, Application for Historic Rehabilitation Property Tax Credits. Mr. Gray
presented the staff report. A project overview was given by Mr. Kellar and designer Ms. Daniella
Bush. The commission offered suggestions to the applicant; they would like an itemized
estimate of proposed project with elevation details, materials to be used, show the false door
details, and ADA door front details.
Conditional approval was given for the project by the commissioners with discussion deferred
until the next meeting. Staff recommends careful consideration since the historic fabric of the
façade would be affected by the proposed changes.
2) Application 17-01, Application for Alteration or Construction in a Historic District. Mr. Gray
presented the staff report for this project located at 182 East Main Street.
Commissioner Wagman made a motion to approve the project with Commissioner Colella
seconding the motion. The motion passed.
3) 2017 Commission membership to the Maryland Association of Historic District Commissions.
Vice-Chair Camlin spoke of the value in being members of this organization provides.
Commissioner Colella moved to renew the membership with Commissioner Wagman seconded.
The motion passed.

Commissioner Colella made a motion to adjourn. Chair McMasters seconded. The motion passed.
