IDSTORIC DISTRICT COMMISSION
MEETING SUMMARY ·
Wednesday, June 7, 2017, at 7 PM
City Hall, 1838 Emerald Hill Lane
I. Call to Order
1) Statement of Authority-The Westminster Historic District Commission derives its authority from
Chapter 164, Article 9A of the City Code; which is derived from Md. Code Annotated, Land Use
Article, Division 1, Single Jurisdiction Planning and Zoning, Title 8, Historic Preservation. The
qualifications of the Westminster Historic District Commission are on file at the City
Administration Building, 56 W. Main Street; the file is open to the public.
2) Roll Call
In attendance were Chair Kristen McMasters, Vice Chair Dean Camlin, Commissioner Kevin Wagman,
and Commissioner Jane Kacmarski
City staff: Sandy Anderson and Andrew Gray were present.
II. Approval of Minutes
Vice Chair Camlin made a motion to approve the April 5, 2017-meeting minutes. Commissioner
Kaczmarski seconded. The motion passed.
Ill. Old Business
1) Holiday House Tour 2018 - Commissioners discussed ways to improve the next house tour. Ideas
included:
• Assigning a Commissioner or a Designee to each house on the tour to check for valid
tickets.
• Solicit sponsorships to help with the cost.
• Get pricing commitments in advance for photography, booklets, framing, and programs.
IV. New Business
1) Proposed Antenna Design - Mr. Gray presented the staff report to the Commission. The report
included information on the standard response from the Chair to applicants who inquire about
locating antennas on telephone poles inside the Historic District.
Conditional approval was given for design preference two . Commissioner's requested to see a
completed pole from top to bottom showing no other attachments. Vice Chair Camlin moved that
Chair McMasters has the authority to approve, on behalf of the Commission, giving consent for
the design. Commissioner Wagman seconded. The motion passed.
V. Commissioner Reports
1) Vice Chair Camlin stated that MHT held their Board ofTrustees meeting in May at the Carroll
County Farm Museum . He also commented that there is an exhibit on display from the
Smithsonian at the farm museum.
2) The Commissioners discussed the current vacancy resulting from Greg Goodell's resignation.

VIII. Adjournment
Vice Chair Camlin made a motion to adjourn . Commissioner Kacmarski seconded. The motion passed.
The Commission adjourned at 8:29 pm.
