HISTORIC DISTRICT COMMISSION
MEETING SUMMARY
Wednesday, November 1, 2017, at 7 PM
City Hall, 1838 Emerald Hill Lane
I. Call to Order
A. Statement of Authority - The Westminster Historic District Commission derives its
authority from Chapter 164, Article 9A of the City Code, which is authorized by
Maryland Code Annotated, Land Use Article, Division 1, Single Jurisdiction Planning and
Zoning, Title 8, Historic Preservation. The qualifications of the Westminster Historic
District Commission are on file at the City Administration Building, 56 W. Main Street;
the file is open to the public.
B. Roll Call
1. In were Chair Kristen McMasters, Vice-Chair Dean
attendance Camlin,
Commissioner Kevin Wagman, and Commissioner Steve Colella.
2. City staff: Andrew Gray and Samantha Parthree were present.
II. Approval of Minutes
A. Commissioner Wagman made a motion to approve the summary of the meeting on
September 6, 2017. Vice-Chair Camlin seconded. The motion passed.
III. Public Hearings
A. None
IV. Old Business
A. 2017 Historic Tax Credit Program Training Recap-Commission members discussed low
attendance, excellent advertising, and holding another training in May 2018 for
Historic Preservation Month. There was discussion about scheduling the May HDC
meeting for May 14, 2018, at the Westminster Branch Library, for the training. The
Commission also discussed the possibility of the Community Media Center recording a
video of the training and posting it to the community TV channel.
V. New Business
A. Historic District Commission 2018 Goals - The Commission discussed showcasing the
exterior improvements to properties that had received tax credits.
Mr. Gray suggested the Commission review and update the 1978 Standards for
Renovation Westminster. He suggested live-editing the document during the regularly
scheduled HDC meetings starting in 2018.
The Commission also discussed reviewing and updating the survey of the Westminster
National Register District and meeting with the Mayor and members of the Common
Council about establishing a larger Historic District through a map amendment.
Vice-Chair Camlin made a motion to cancel the December meeting, unless there was a
tax credit application for review. Commissioner Wagman seconded. The motion
passed.
Chair McMasters suggested the January meeting be a live-edit session of the Standards
for Renovation Westminster.
VI. Commissioner Reports
A. Vice-Chair Camlin commented on his recent visit to the Metropolitan United Methodist
Church in Baltimore to see the construction that had been completed on the historic
building.

IX. Adjournment
A. Commissioner Colella made a motion to adjourn, seconded by Vice-Chair Camlin. The
Commission adjourned at 8:12 pm.
