information on how the Maryland Historical Trust and the Maryland Association of Historic District
Commissions suggested to format a meeting summary. Staff did provide the Commission with example
meeting summaries from Cambridge MD, Chestertown MD, Sykesville MD, Berlin MD, Frederick MD,
Howard County MD, and the Maryland HistoricalTrust Board ofTrustees. Vice-Chair Camlin made a motion
to change the Historic District Commission Meeting Summary to conform to the other Commissions. There
was an amendment by the Chair to add the agenda headings for clarity. Commissioner Albert seconded.The
motion passed.
IV. New Business
Chair McMasters introduced New Business Item A - Section 106 Review of Proposed Backup Generator at 2
College Hill Drive. Mr. Gray provided background information and an overview of the proposal. Staff
recommended the Historic District Commission review the attached proposed generator information and
provide feedback and/or questions regarding the proposal. The Commission discussed potential effects on
the adjacent Historic District including the view and noise associated with the generator. Vice-Chair Camlin
made a motion that there is no significant adverse impact to the Historic District and that any changes be
brought back to the Commission for review. Commissioner Wagman seconded. The motion passed.
Chair McMasters introduced New Business Item B - Section 106 Review ofTelecommunications Equipment
at 2 College Hill Drive (Sprint). Mr. Gray provided background information and an overview of the proposal.
Staff recommended that the Historic District Commission review the attached antenna information and
provide feedback and/or questions regarding the proposal. The Commission mentioned the potential
cumulative effects for all the infrastructure being paced on top of the water tower. Chair McMasters made
a motion of no adverse impact to the Historic District, with the condition that the height of the proposed
antennas will not exceed the height of the existing antennas and that any changes be brought back to the
Commission for review. Vice -Chair Camlin seconded. The motion passed.
V. Historic District Commission and Public Comments
Commissioner Albert mentioned that her home project was coming along nicely.
Commissioner Wagman mentioned that he attended the first ever pride festival in the City and that it was
an exceptional event.
VI. Adjournment
Vice-Chair Camlin made a motion to adjourn. The Commission adjourned at 8:40 PM.

Statement of Authority — The Westminster Historic District Commission derives its authority from
Chapter 164, Article 9A of the City Code, which is authorized by Maryland Code Annotated, Land
Use Article, Division 1, Single Jurisdiction Planning and Zoning, Title 8, Historic Preservation. The
qualifications of the Westminster Historic District Commission are on file at the City
