CITY OF WESTMINSTER HISTORIC DISTRICT COMMISSION MEETING SUMMARY Wednesday, July 24, 2019, at 11:00 AM Conference Room, Second Floor, 56 West Main Street A meeting of the City of Westminster Historic District Commission was held in the second floor conference room at 56 West Main Street, in Westminster, Maryland 21157, on July 24, 2019, at 11:00 AM. I. Call to Order Chair Kristen McMasters read the statement of authority into the record. Chair Kristen McMasters, Vice-Chair Dean Camlin, Commissioner Suzanne Albert, and Commissioner Steven Colella were present. City staff Andrew Gray, Bill Mackey, and Samantha Schlitzer were also present. Mr. Mackey introduced Andrea Gerhard, a new Comprehensive Planner at the City. II. Approval of Minutes Vice-Chair Camlin moved to approve the meeting summary for June 5, 2019. Commissioner Colella seconded. The motion passed unanimously. III. New Business Chair McMasters introduced New Business Item A – Application for Historic Rehabilitation Property Tax Credits TC #19-03. Mr. Gray provided background information on the application with a staff recommendation that the Historic District Commission review and approve the project for funding. Vice-Chair Camlin noted the repainting of the exterior included in the project proposal. Chair McMasters expressed her concern that a paint with high lime content be used to preserve the aged brick. Vice-Chair Camlin added that the paint should be type O to allow for expansion of mortar joints and prevent moisture penetration. Chair McMasters stated that as a condition of approval, type O paint must be used on the exterior brick. Commissioner Colella asked if additional costs resulting from the paint change would be approved. Chair McMasters clarified to the applicant that any cost increase above 10% should be reported to the Commission for review and approval. Vice-Chair Camlin moved to approve Application for Historic Rehabilitation Property Tax Credits TC #19-03 with the condition that type O paint be used on the exterior brick. Commissioner Colella seconded. The motion passed unanimously. Chair McMasters introduced New Business Item B – Application for Historic Rehabilitation Property Tax Credits TC #19-04. Mr. Gray provided background information on the application with a staff recommendation that the Historic District Commission review and approve the project for funding. The applicant, Chantal Desper, was present for questions and Commissioner Colella asked if she had received multiple quotes to complete the work. Ms. Desper stated that she received one other quote, which was of a significantly higher amount. Vice-Chair Camlin moved to approve Application for Historic Rehabilitation Property Tax Credits TC #19-04. Commissioner Albert seconded. The motion passed unanimously. Chair McMasters offered information to Mr. Jackel and Ms. Desper, the respective applicants, on how to apply for state tax incentives for the work. Chair McMasters introduced New Business Item C – Section 106 Review of Modifications to Telecommunications Equipment at 2 College Hill Drive (T-Mobile). Mr. Gray provided background information with a staff recommendation that the Historic District Commission review the information and provide feedback or questions regarding the proposal. Chair McMasters requested City staff draft a letter stating that the information was reviewed and the Commission found no adverse effect of the proposal. IV. Historic District Commission and Public Comments Chair McMasters stated that she will not be present for the regularly scheduled meeting in August. Vice- Chair Camlin stated he also will not be present. Chair McMasters requested a motion to cancel the August meeting due to lack of quorum. Commissioner Albert moved, seconded by Vice-Chair Camlin; the motion passed unanimously. Commissioner Colella stated that he will not be present for the regularly scheduled meeting for September. Commissioner Albert made note of upcoming appointments to the Historic District Commission. Chair McMasters reported on attending Celebrate America meetings on behalf of the Historical Society of Carroll County. She stated that the National History Date Competition will take place in March at Winters Mill High School with a “Breaking Barriers” theme. She noted that local awards were requested and asked City staff to include National History Day planning to future meeting agendas in order to plan for the upcoming event. Page 2 of 3 V.
