PLANNING AND ZONING COMMISSION
MEETING SUMMARY
Thursday, November 11, 2021, at 7 PM

A meeting of the Westminster Planning and Zoning Commission was held virtually via Zoom and broadcasted
live on the City Facebook Page, on November 11, 2021, at 7 PM.
Vice-Chair Kevin Beaver, Commissioner Tyler Codd, Commissioner Lyndi McNulty, Commissioner Tiombe
Paige, and Councilmember Dan Hoff were present. City staff members Mark Depo and Andrew Gray were
also present.
The following members of the public were present: Emily Dean, Kelly Shaffer Miller, Davis Walker.
Vice-Chair Beaver opened the meeting at 7:00 PM.
Vice-Chair Beaver requested a motion to approve the meeting summary from September 9, 2021.
Councilmember Hoff motioned, seconded by Commissioner McNulty. The motion passed 5-0.
Vice-Chair Beaver opened New Business Item A – Proposed Site Development Plan S-20-24, Raising Cane’s
#632. Mr. Gray provided background information on the item, including improvements that were made
to the proposed plan for landscaping and signage. Current outstanding issues relate to traffic flow and
pedestrian safety.
The Commission discussed traffic flow relating to the exit, guidelines of the Development Design
Preferences Manual, and the proposed landscape plan.
Mr. Depo stated that the Water Allocation Application did not include an irrigation system.
Councilmember Hoff moved, seconded by Commissioner McNulty, to approve proposed Site
Development Plan S-20-24 based on the staff report and subject to the conditions of approval provided
at the November 11, 2021 meeting, specifically related to landscaping and comments regarding the
Development Design Preferences Manual, and for staff to work collaboratively with the applicant to
resolve outstanding issues. The motion passed 5-0.
Vice-Chair Beaver opened New Business Item B – Proposed Site Development Plan S-20-9, Valvoline
Instant Oil Change. Mr. Depo stated that concept stormwater management approval was not yet obtained

from Carroll County, and the item will be moved to a future meeting of the Commission.
Vice-Chair Beaver opened New Business Item C – Carroll County Water and Sewer Master Plan
Amendments, Triennial Update. Ms. Gerhard reported, on behalf of the Carroll County Planning Office,
that once each municipality approved the Plan, it would then go before the Carroll County Commissioners
for review and approval.
Commissioner McNulty moved, seconded by Councilmember Hoff, for approval that the information
provided was consistent with the City’s Master Plan. The motion passed 5-0.
Vice-Chair Beaver opened Planning Commission and Public Comments.
Councilmember Hoff asked when the Commission would next meet in person. Mr. Depo stated that staff
could coordinate a hybrid meeting at City Hall, which would include a Zoom option, for the next regular
scheduled meeting. The Commission agreed to hold the next regular scheduled meeting at City Hall.
Mr. Gray reported that the final plat for the Stonegate development will come before the Commission at
its next regular meeting.
Mr. Depo reported on the November 8 Downtown Business Association meeting; the Small Business
Saturday Passport Program will run November 26 through December 5; the upcoming Mayor’s Cup
Holiday Storefront Window Decorating Contest; and, the Winter and Holiday Farmers’ Market will begin
on November 26 at 29 West Main Street and run every Saturday and Sunday through December 19.
Councilmember Hoff, on behalf of the Mayor and Common Council, thanked the Commission for all of its
hard work.
Vice-Chair Beaver motioned, seconded by Commissioner McNulty to adjourn the meeting. The
Commission adjourned at 8:41 PM.
