SPECIAL MEETING SUMMARY

A special meeting of the Westminster Planning and Zoning Commission was held virtually via Zoom and
broadcasted live on the City YouTube Channel, on November 18, 2021, at 7 PM.
Chair Ross Albers, Vice-Chair Kevin Beaver, and Commissioner Lyndi McNulty were present. City staff
members Mark Depo and Andrew Gray were also present.
The following members of the public were present: Carroll County Liaison Hannah Weber.
Chair Albers opened the meeting at 7:00 PM.
Chair Albers opened New Business Item A – Ordinance No. 938 Public Hearing. Mr. Depo provided further
information on this item.
Vice-Chair Beaver noted his concern that the Restricted Industrial Zone should be better utilized and
encouraged for industrial development. However, he supports its temporary use to aid local businesses.
Commissioner McNulty, seconded by Vice-Chair Beaver, moved to forward a favorable recommendation
to the Mayor and Common Council on Ordinance No. 938 to amend Chapter 164 of the City Zoning
Ordinance to allow for Satellite automobile storage, excluding car washing facilities as a special exception
use or permitted use, and repeal Section 164-166F. from the City Zoning Ordinance. The motion passed
unanimously (3-0).
Chair Albers opened New Business Item B – Ordinance No. 939 Public Hearing. Mr. Depo provided further
information on this item.
Vice-Chair Beaver motioned, seconded by Commissioner McNulty, to forward a favorable
recommendation to the Mayor and Common Council on Ordinance No. 939 to allow for a one-year
extension for Site plans approved during the timeframe of January 1, 2020 through December 31, 2022.
Mr. Depo added that no members of the public have submitted comment for either public hearing.
Chair Albers opened item C – Carroll County Liaison Report. Ms. Weber reported that the Residential Text

Amendment was being discussed by the Carroll County Commissioners during a public hearing on
November 18. The Water and Sewer Amendment was forwarded the same day for a public hearing before
the Carroll County Commissioners. Finally, she stated that a Transportation Master Plan Survey is available
for citizens to complete until the end of November.
Commissioner McNulty motioned to adjourn the meeting. The Commission adjourned at 7:15 PM.
