Joint Meeting of the Everest Metropolitan Police Department
Joint Finance Committee and the Everest Metro Municipal Court Finance
Committee, dated 10/30/18

Absent:
I. CALL TO ORDER
A. Alderman Vergin opened the meeting at 1600 hrs. Roll call.
B. Approval of minutes of meeting held, May 30th 2018. *M/S/P Ermeling/Olson
II. NEW BUSINESS - EMMC
A. Review and possible approval of the 2019 EMMC Budget – Judge Weirauch
presented the proposed 2019 EMMC budget. She said everything is much the same as
last year’s budget with a few adjustments – there was a 2% salary increase for the
court clerk and the printing budget increased by approx. $200 due to the copier lease
going up. The total budget increase was a little over $2,000. A motion was made to
approve the budget as proposed. *M/S/P Richmond/Zeghami
B. Audit RFPs for 2018 audit discussion – Finance Director Trautman stated that Krause
& Howard was bought out by Kerber Rose, so the 2017 audit while still completed by
Don Stebenow, was actually completed by Kerber Rose. Kerber Rose’s process for
completing this process is different that Krause & Howard’s was and Finance Director
Trautman suggested that now would be a good time to look at requesting RFPs for the
upcoming process.
III. MUNICIPAL JUDGE’S REPORT
A. 2018 EMMC Budget Status update – Judge Weirauch stated nothing to report.
IV. NEW BUSINESS – EMPD
A. 2019 Wage increases for non-represented personnel – Chief Schulz stated that Kristy
was on a wage freeze through 2019, however he would like a 2% increase for all other
non-represented employees for 2019 which would mimic what the contractual union
employees are receiving. A motion was made to approve the wage increases. *M/S/P

B. Review and possible approval of the 2019 EMPD Budget – The Chief stated that the
total budget increase will be approximately $86,653. Some of the major budget
impacts for 2019 include, hourly wages due to contractual increases and funding a
new SRO for three months, both of which had already been approved. Other impacts
out of the chief’s control include workman’s comp mod factor which is still high for
another three years due to a knee injury and Detective Weiland’s death. Natural gas,
switching garages for vehicle maintenance, humane officer contract and cat contract,
and gas prices being unpredictable, as well as vehicle/computer upgrades.
A motion was made to approve the 2019 budget as presented. *M/S/P

C. Audit RFPs for 2018 audit discussion – Finance Director Trautman stated that Krause

V. CHIEF’S REPORT –
A. 2018 EMPD Budget status update – Chief Schulz stated expenditures and slightly
under and revenue is over, so we should end the year okay.
VI. REPORTS: Chairman Olson stated they needed to get together to work on the chief’s
evaluation and Alderman Vergin added that they recently learned that this cannot be done by
the police commission, so Joint Finance will have to do it.
