Joint Finance Committee and the Everest Metro Municipal Court Finance
Committee, dated 03/04/2021

I. CALL TO ORDER
A. Joint Finance Chair Maloney opened the meeting at 1600 hrs. Roll call.
B. Approval of minutes of meeting held December 22, 2020 EMPD and EMMC Joint
Finance Committee meeting. *M/S/P Carroll / Richmond
III. NEW BUSINESS – EMPD
A. Chief Schulz discussed the possible approval to fill one vacancy created by the retirement
of Officer Dave Sabel on March 15, 2021. A motion was made to approve filling the
vacancy of Officer Dave Sabel. *M/S/P Richmond / Carroll
B. Chief Schulz discussed the possible approval to start Officer Jerel Jones-Denson at 90%
of the patrol officer rate. The EMPD contract allows Police Commission and the Chief of
Police to recommend that officers who come into Everest Metro Police Department with 3
years of experience be brought in at 90% of the patrol officer wage, with the approval of
the Joint Finance Committee. Jerel has 5 years of experience at his previous Law
Enforcement Agency. Even at the base rate at 100%, Jerel is going to be taking a paycut
from his previous place of employment. A motion was made to approve starting Officer
Jerel Jones-Denson at 90% of the patrol officer rate, contingent on addtional
recommendation from the Police Commision, which will be covered at the next meeting.

C. Chief Schulz discussed the possible approval to give retired officers their service weapons
upon retirement. A motion was made to approve giving retired officers their service
weapons upon retirement. *M/S/P Richmond / Fiene
D. Chief Schulz discussed the possible approval to have the purchase of the body camera
clips for officers and the cost of charging station installs in the squads expended through
the seizure fund. The seizure fund generates an unexpected amount that gets deposited
based on previous years confiscations and there is no a way to track what will be coming
in the future. The amount being requested from the seizure fund to cover the body camera
cost is $3,460. A motion was made to approve haveing the purchase of the body camera
clips for officers and the cost of charging station installs in the squads expended through
the seizure fund. *M/S/P Fiene / Carroll
IV. CHIEF’S REPORT –
A. Department updates – EMPD is still going through the hiring process with 2 vacancies. 2
new hires started on Monday, March 1st. The building remodel is almost complete, with a
few minor fixes and completion items. The cleaning contract has been adjusted to include
the newest additions to the building.
