I. CALL TO ORDER
A. President Maloney opened the meeting at 1500 hrs. Roll call.
B. Approval of minutes of meeting held September 13, 2021 EMPD and EMMC Joint
Finance Committee meeting. *M/S/P Hoehn / Carroll
II. NEW BUSINESS – EMMC
A. Weirauch briefly discussed and requested the possible approval of EMMC’s 2022 Budget.
A motion was made to approve EMMC’s 2022 Budget. *M/S/P Richmond / Olson
III. NEW BUSINESS – EMPD
A. Chief Schulz discussed the possible approval of EMPD’s 2022 Budget. The Chief
discussed the budgeted revenues for 2022.
• The Officer assigned to the county-wide drug unit is now part of a federal task force.
His vehicle, cell phone and all overtime is now covered by the feds. $6,000 in
overtime reimbursement is now budgeted as revenue to off-set his OT.
• There may be a traffic grant for 2022, however it is not in the current proposed budget
due to it not being finalized. This could result in an addition of around $7,000 if the
grant goes through.
• The Worker’s Compensation dropped to 1.22% in 2022 from 1.27% in 2021.
• We are selling numerous seized vehicles this year, which will increase a fund balance
account. This fund balance account has been used to purchase necessary equipment,
such as body cams. The current balance in this account is $71,544.
• There is a large seizure from the drug task force that is going through the courts
currently. This could result in several thousand dollars being added to the confiscated
items fund balance.
• Due to gaps in staffing in 2021, the Chief is expecting to come in under budget again
this year. It is anticipated that only a small portion of the $150,000 assigned to the
operating budget, from the unassigned fund balance, will be used this year. The
unused money will stay in that account. The 2020 balance of the unassigned fund
balance is $723,706.
The Chief discussed some of the highlights on the expenditures side of the 2022
budget proposal.
• One employee opted out of our health insurance for 2022, which initially looked like
a savings of roughly $19,000. I did hear yesterday that an employee is looking at
enrolling in 2022. This is not finalized, but he was budgeted for family coverage to
be on the safe side.
• The Chief went through several historic years of budgets and made some cuts to help
streamline expenditures. A total of $16,500 was cut from expenditures to help off-set
the cost of adding an officer in 2022.
• It was proposed to take $200,000 out of the unassigned fund balance for 2022 to help
ease the additional officer expense for the municipalities.
• No retirements in 2022.
• Capital equipment-automotive is increasing from $115,000 to $119,000 due to the
increases in outfitting marked squads. The budget includes the continued schedule of
replacing (2) marked squads and (1) unmarked in 2022.
Carroll and Hoehn inquired about the City of Schofield having their Municipal
contributions capped. Schulz reiterated that this cap will be unfeasible. Maloney
proposed taking another $45,000 from the Unassigned Fund Balance in addition to the
$200,000 already being taken. This would be split with the City of Schofield and the
Village of Weston, decreasing the Cities Municipal contribution to $0 for 2022. A
motion was made to approve EMPD’s 2022 budget with the City of Schofield’s
contribution being the same as 2021’s, in the amount of $662,404 and the Village of
Weston’s contribution increase lowering by the remaining $26,718 for a total 2022
municipal contribution increase of $68,550. *M/S/P Maloney / Olson
B. Chief Schulz discussed the possible approval to order (2) 2022 Ford Explorer squads to
replace (2) 2018 marked squads and the purchase of a used unmarked squad to replace the
oldest unmarked in our fleet. Schulz discussed the handout representing quotes gathered
from (3) local dealers and it was recommended that EMPD go with Langlade Ford due to
their accommodations and costs. A motion was made to approve the order of (2) 2022
squads from Langlade Ford and the purchase of a used unmarked squad to replace the
oldest unmarked in our fleet. *M/S/P Hoehn / Carroll
C. Chief Schulz discussed the possible approval for 2022 pay increases for salaried
employees. A motion was made to approve 2022 pay increases for the (2) Captains, the
Chief and Administrative Assistant for 1% in January in addition to the 2% in January and
1% in July in 2022. *M/S/P Hoehn / Richmond
D. Chief Schulz gave an update on the use of American Rescue Plan (ARPA) funds. 10% for
each the Village, Town and City will be split based on each of their allocations. Chief will
have an update during the next Joint Finance Meeting with a spending plan of these funds.
IV. CHIEF’S REPORT –
A. Department updates – There were no further updates.
V. COMMITTEE MEMBER COMMENTS:
Hoehn expressed his enthusiasm to work with everyone on the referendum this upcoming
year.
