Village of Weston, Wisconsin OFFICIAL PROCEEDINGS OF THE BOARD OF TRUSTEES & FINANCE COMMITTEE held on Monday, October 18, 2021, at 5:00 p.m., in the Board Room at the Municipal Center. Finance motion by Meinel, second by Bender, to acknowledge the September Budget Status Report. Health Insurance Presentation Cory Toth, the Village’s insurance broker from Spectrum Benefits, gave a presentation on the health insurance options and stated the 2022 increase is 0%. Maloney asked for the number of groups in the co-op. Toth stated there are 92 groups currently, with 5 more accepted to join in 2022. Toth stated the license with the state allows for 200 groups. Toth also added the current loss ratio is 83%, which is considered low. Donner added that with current labor market issues health insurance should be viewed from both a human resources and finance standpoint. Donner stated the recommendation would be to keep the current plan offerings for 2022. 8. Discussion and possible action on health plan options Finance motion by Bender, second by Simmons, to recommend the Board of Trustees continue to offer the current health plans to employees for 2022 with no additional options. Discussion and possible action on HSA Contributions Trautman gave an overview of the Village’s HSA contributions. Ermeling asked if there was a benefit to the employer for those on the HSA plan. Trautman responded that currently there are not employer savings; however, if the Village chooses to only offer certain plans at some point it may be better received by the employees. Finance motion by Bender, second by Oldenberg, to recommend the Board of Trustees continue contributing to the employees’ Health Savings Accounts similar to 2021. Review and discussion of 2022 budget A PowerPoint presentation was given by Trautman on the 2022 budget. General Fund Trautman gave an overview of the changes since the budget was last presented. Trautman stated the plan going forward is to work with SAFER and Rib Mountain to try to claim the joint fire levy adjustment every year. Fiene arrived at 5:32 p.m. Zeyghami asked what the total transportation aids we receive are. Trittin responded $555,000. Trautman stated the total 2022 increase is $78,000. Of the increase, $25,000 is allocated to the general fund to match the increase in street maintenance expense and the remainder is allocated to the capital improvement fund to offset the street maintenance expenses moved to the capital fund. Oldenberg asked if a 2% wage increase is enough with the current market. Donner stated this is more of an HR discussion but could definitely be a budget challenge going forward. Trittin added wage increases were discussed on a League of WI Municipalities call and several municipalities are facing similar challenges due to state levy limits. Trautman stated the estimated tax rate for 2021 is $7.55, a $0.30 increase over 2020. All Other Funds Ermeling asked if the garbage/recycling fees are increasing. Trautman stated they are staying the same for 2022 and then if there are significant increases in 2023 the rates may need to be increased. Ermeling stated she read an article that indicated costs for bond issues could be going up as of January 2022. Trautman stated the rates are being watched and we will need to work with Greg at Ehlers. Oldenberg stated the rates have been going up and he expects rates to be higher by year end. Moving Forward Trautman stated the Village needs to be looked at comprehensively which could include a strategic plan, financial plan, service analysis, joint ventures, and/or referendum. Fiene asked how a referendum works legally. Donner and Trautman responded that would need to be looked at. Trautman stated from a finance perspective the referendum must be written and planned carefully to ensure we can continue to fund any ongoing cost increases. Budget Publication Trautman stated we do not have final numbers from the state but asked for permission to email a copy of the final publication notice to the Finance Committee and Board. Fiene asked how Trautman felt about her estimations of the state’s values. Trautman responded she felt reasonably good about the numbers but based on the state’s numbers the TID out assessed value dropped by $8.1 million due to the way the TID assessed value is calculated by the state. Finance and the Board agreed to be emailed the public hearing notice and not hold a meeting on October 25. POLICY ISSUES – DISCUSSIONS/RECOMMENDATIONS. None. RESOLUTIONS/ORDINANCES. None. Remarks from Board Members White suggested discussions on a referendum should be started soon. The Board discussed potentially adding this as a discussion item on the next Board agenda. 16. Announcements. Maloney wished Simmons luck on the Police Commission as he is resigning from Finance Committee and Tourism Commission and thanked him for his service.
