MOUNTAIN BAY METROPOLITAN POLICE OVERSIGHT BOARD MEETING MINUTES September 18, 2024 Accepted: October 16, 2024 1. Call to Order: Chairman Dan Mortensen called the meeting to order at 4:00 p.m. Members present: Jamie Weiland, Jim Pinsonneault, Mark Maloney, Dan Helgeson, and Chairman Dan Mortensen. Also present: Chief of Police Jeremy Hunt, Captain Nicholas Aldrich, Rothschild Administrator Ryan VanDeWalle, Weston Administrator Jami Gebert, Finance Director Melanie Wiskow, and Clerk Elizabeth Felkner. 2. Announcements and Statements from the Audience: None. 3. Minutes of Previous Meeting(s): Motioned by Maloney/Helgeson to Approve the Oversight Board Meeting Minutes of July 17, 2024 and the Oversight Board Meeting Minutes of August 21, 2024 as Presented. Questioned and carried 5:0. 4. Update Regarding the Day-to-Day Operations and Damaged Property Insurance Claims: Chief Hunt explained that a few squad cars have gotten damaged since the merge and are currently going through the insurance claim process. One vehicle is a total loss, and two other squad vehicles have minor damage and are getting repaired. Chief Hunt mentioned his department did attend Fall Ride this year in Tomahawk. No Action Taken. 5. Discussion and Possible Action Regarding the 2025 Preliminary Budget: Mr. VanDeWalle explained the preliminary budget for 2025 for Mountain Bay Metropolitan Police Department to the Board. Mr. Maloney questioned if the Police Commission members will get paid per meeting like Village of Weston currently does. Weston pays their Commission members $50.00 per meeting. Mr. VanDeWalle explained the percentage change between each community. Motioned by Pinsonneault/Helgeson to Adopt the 2025 Preliminary Budget as Submitted and Forward to the Municipal Boards for Final Approval. Questioned and carried 5:0. 6. Discussion and Possible Action Regarding the Purchase of Flock Cameras: Chief Hunt and Captain Aldrich mentioned that the Village of Weston currently purchased Flock Cameras, and with approving the budget, Chief Hunt will need to include the annual maintenance towards the cameras. 1 MOUNTAIN BAY METROPOLITAN POLICE OVERSIGHT BOARD MEETING MINUTES September 18, 2024 Accepted: October 16, 2024 Captain Aldrich mentioned that the Village of Weston and Everest Metro entered a 2-year contract to purchase 4 cameras through ARPA Funds totaling $12,600.00. The cost included the cost of the cameras averaging about $3,000.00/year and $600.00/install. Captain Aldrich mentioned that as of today, there are only 3 cameras that are installed. The locations are on Camp Phillips, near Dunkin Doughnuts, and another near Walgreens. The last one was arranged to be placed by Burger King; however, there has been conflicts with the property owners. The Board agreed that with the department having an extra Flock Camera on hand, the department could look into the Cedar Creek area or Business HWY 51 area. The Board also agreed the Flock Cameras are to be ownership of the Mountain Bay Metropolitan Police Department. Motioned by Weiland/Maloney to Authorize Mountain Bay Metropolitan Police Department to retain the 4 Flock Cameras and Pay for the Maintenance on them, and to Place the 4 Cameras Anywhere in the Jurisdictional Boundaries. Questioned and carried 5:0. 7. Discussion and Possible Action Regarding Thermal Imaging Binoculars: Chief Hunt explained the thermal imaging binoculars to the Board. The binoculars are night vision/heat thermal imaging that are military grade binoculars to help assist with further investigations. The cost of the binoculars is roughly $5,000.00 a piece and Chief Hunt is seeking approval to purchase 2 binoculars. Motioned by Helgeson/Maloney to Authorize the Purchase of 2 Thermal Imaging Binoculars in the Amount of $10,000.00. Questioned and carried 5:0. 8. Discussion and Possible Action Regarding Hiring Incentive: Chief Hunt mentioned that employees from other agencies are seeking interest with the Mountain Bay Metropolitan Police Department. To be competitive with other agencies, Chief Hunt is thinking of so sort of incentive program for newly hired employees and would not elevate their wage. Chief Hunt suggested that the employee would receive their incentive once field training is completed. Captain Aldrich mentioned that Everest Metro did utilize an incentive program that was signed by Governor Evers that reimbursement would be made by signing a 3-year minimal employment term for employees joining a department. Those funds are no longer available. Mr. Maloney did suggest that an employee sign a claw-back agreement that to fully receive the incentive funds or reimbursement is required. Chief Hunt suggested to the Board, if needed, the incentive could go up to a $2,500.00 bonus pay after completion of field training which is 6-8 weeks with the Commission deciding during the time of hire of the employee if an incentive is needed. The incentive funds will be taken from the budget of the overall police wages. The Board agreed to pay the employee half of the incentive amount after field training and the remaining half after 6 months of employment . 2 MOUNTAIN BAY METROPOLITAN POLICE OVERSIGHT BOARD MEETING MINUTES September 18, 2024 Accepted: October 16, 2024 Motioned by Pinsonneault/Helgeson to Authorize the Chief of Police to Provide a Hiring Incentive if Needed for Inquiring New Officers/New Staff up to $2,500.00 per Individual to be Paid from the Wages Budget After 6 Months of Continuous Employment with Satisfactory Performance. Questioned and carried 5:0. 9. Set Date, Time, and Agenda Items to Discuss at Next Meeting: Next meeting is scheduled for Wednesday, October 16, 2024 at 4:00 p.m. 10.
