5. Discussion and possible action Service Beverage Agreement
Osterbrink stated the current Beverage Service Agreement with Mid-Wisconsin Beverage for
the Aquatic Center Concessions expired March 2021. The agreement automatically renews
for an additional year since neither party submitted written notice 60 days before the
expiration date of the agreement. Osterbrink explained that he was contacted by Mid-
Wisconsin Beverage earlier in April. Mid-Wisconsin Beverage is proposing a 3-year contract
with the following proposed changes: remove the requirement to provide one live radio event,
increase the required $400.00 in merchandise to $500.00, and instead of issuing a rebate
check of $0.65 per gallon for all Bag in Box products to have discount reflected on invoices.
Mid-Wisconsin Beverage is willing to purchase lifejackets, umbrellas, t-shirts, or other items
for the Aquatic Center as part of the required merchandise in the agreement.
Trustee Zeyghami asked if Coca Cola had any interest in being a supplier. Osterbrink
responded that the Village contracted with Coca Cola in the past but due to the struggles with
service and that they are not managed locally made it harder to work with them. Coca Cola’s
product costs were also higher.

the current Beverage Service Agreement with Mid-Wisconsin Beverage with the
proposed changes for an additional 3 years.

6. Discussion and possible action DC Everest Youth Baseball Proposed Kennedy Park
Improvements – Update.
Osterbrink updated the Committee on past projects D.C. Everest Youth Baseball (DCEYB)
has completed at Kennedy Park: renovation of the entire big field (field #3) which included
sod infield, irrigation, score board, and additional fencing. DCEYB also renovated the infields
on Jones #1 and #2.

Roman Maguire, Vice President of DCEYB, started his presentation by informing the
Committee on recent projects DCEYB has completed at Kennedy Park: built an equipment
shed by Jones #1, renovations to the concession stand, a hitter training facility along field #3,
flag pole, and two electronic score boards.
This led to the discussion of the following improvements DCEYB is proposing:
1. Providing 2 sunshades near the concession building
2. Installing a new electric service off Neupert Avenue by Diamond #3
3. Add a light to the new batting cages
4. Install lights on Diamond #3
5. Provide new electrical to the backstop, shed, and scoreboard on Diamond #3
6. Install additional fencing to protect spectators/players along east side of Diamond #3
7. Add electricity/outlets to Diamonds #1 and #2 (currently do not have power without the use
of extension cords)
8. Install four tee ball fields utilizing portable fencing
9. Add an additional baseball field at Kennedy
10. Allow sponsorships of fields
11. Additional signage to keep dogs off fields. Fines for people that don’t follow rule
12. Pave gravel parking lot west of Diamond #1
13. Build a new all in one concession, kitchen, restroom facility
14. Rotate existing Diamond #1, 180 degrees
15. Add an additional batting cage by Diamond #2.
16. Privacy slats on west side dugouts on Diamonds #1, #2 and #3
Maguire stated DCEYB would like to hire an outside engineering firm to redesign the current
layout of the ball fields and possibly add an intermediate field for 11-13 years old while
keeping Kennedy Park as a multiuse facility. Maguire stated the program’s goal is to provide
enough space in a centralized location for their participants in a facility that allows families
with multiple kids in the program to be at the same place on the same night. Maguire
explained the DCEYB program has shown continual growth in the past six years, excluding
the time during Covid restrictions, and currently has 560 plus kids enrolled in the program.
Maguire stated that once a scope is established DCEYB can then focus on fundraising.
Committee member, Corvino, asked if the proposed improvements by DCEYB is the way to
go? Osterbrink responded that the Master Plan needs to be updated for Kennedy Park
because the “use” of the park has changed. Corvino stated that the Village should sit down
with stake holders to get a sense of direction to update the Master Plan.
Osterbrink mentioned that the Village’s Comprehensive Outdoor Recreation Plan is also
being updated this year, 2022.
Trustee Zeyghami and Committee would like DCEYB to have an engineering firm construct a
plan showing the layout of the proposed changes to the park, provide the cost of each phase,
and provide a strategic plan for fundraising.

7. Discussion and possible action including Restrooms and/or Park Shelter in the
construction of wells 7 and 8 at the Yellowbanks Disc Golf Course.
Osterbrink stated the restrooms and park shelter were listed as alternates when the bid went
out for the construction of wells 7 and 8 at Yellowbanks Disc Golf Course in March 2022. The
bid opening was April 13th which Ellis Construction, the only bid, came in at $3,204,000 for
the whole project. The Village Board discussed this at their May meeting and referred it back
to Parks and Public Works to further decide if the Park Shelter and Public Restrooms should
still be included with the project.
Osterbrink explained that the plan shows two unisex restrooms that are connected to the
pump house and a 16ft-by-16ft shelter area that can hold two picinic tables connected to
building that will house Well 7. Since this area of the park is single use there is no need for
anything larger.
Osterbrink stated currently a portable restroom is placed at the park. Donner prefers not to
have a portable restroom due to the chemicals and contents inside it if the restroom is tipped
over causing possible contamination.
Osterbrink commented that the Park Committee and Village Board of Trustees decided to
tear down the restrooms on the north side of the park and provide portable restrooms
because of the cost to construct a new facility and septic system.
The Committee is concerned with the cost but agrees that the pump house and well house
are being constructed regardless which adding the two amenities to the park will be utilized
by park users and users of the multiuse path. Clark commented that there’s no public
restroom facility located within a mile of Yellowbanks Park.

construction contract to include Alternate 1 to install Public Restrooms at the pump
house for a cost of $146,000 and to include Alternate 2 for a Park Shelter included with
Well 7 for a cost of $163,000.

Osterbrink stated that multiple contractors need to complete work at the pool. Staff
assembled plumbing at the pool and turned on the water for a contractor to work on buffing
the pool surface over Easter weekend. Due to the freezing temps, staff had to re-winterize the
system. Osterbrink canceled and rescheduled with the contractors.
Neuman Pool started removing caulk this morning but left early due to the rain.
Osterbrink stated that in 28 days we will be filling the pool.

Description: Aquatic Center Leak

Question: Should the Park and Recreation Committee
recommend the use of ARPA funds or some other
funds to complete the repairs at the Aquatic Center?
Background
Contractor has completed as much work as they can this year. Unfortunately,
things have not gone as smoothly as we anticipated back in October. After
completing the plumbing repairs to the two broken supply lines to the play
structure they pressure checked them both and they were still leaking. They were
then forced to complete additional investigation and remove more pool surface
around the structure. What they found was one of the steel pedestals/pipes that
supports the structure (is also where the water is fed to) and is mounted to the
footing underneath the pool was rusted through. They ended up having to support
the structure then remove the pedestal. They ordered one pedestal that they were
not able to secure prior to us having to winterize the pool. Since they found one
pedestal that was bad; we discussed and decided that they should check the
others. What they found was that another one of the pedestals was leaking. They
ended up having to remove more pool surface and remove that pedestal.
Fortunately, this one was just leaking around the mounting bolts and was not
rusted through. They still had to remove it and clean it up before reinstalling. With
all the additional work Neuman Pools has completed and will still need to
complete next spring the cost for this project has nearly doubled. In September
the Village Board approved utilizing up to $40,000 of ARPA funds to complete the
repairs. The additional cost estimate to complete the repairs next spring is an
additional $37,200. To date $39,815.96 has been spent on the leak repairs. While
on site the contractor was also able to replace all the caulk inside the pool along
with making repairs to the tiles that was covered under warranty since they just
caulked the pool this spring. Remaining work will need to be completed next
spring.

Background
Back in August at the joint Public Works and Park Committee meeting it was
discussed that the Village recently went through the process of replacing
wayfinding signs and is currently having new entryway signs installed. It was
decided that the Village should put out a Request for Quotes to replace the park
signs. The RFQ was drafted and sent out in September to 6 sign companies to
provide quotes. Unfortunately, the Village received just one quote by the
November 2nd deadline. We were quite surprised that we didn’t get additional
quotes. Out of the 5 other companies we heard from 2. One declined to submit a
quote and the other stated they were going to look at submitting one but they did
not.
The one quote was provided by Graphic House who is the contractor that is
currently installing the new Village Entryway Signs.
Proposal will be sent to Committee Members in a separate email.

INTRODUCTION
The Village of Weston, Wisconsin is seeking quote from qualified contractors for the removal and replacement
of 9 Park Signs, removal, and replacement of 1 playground sign, removal and installation 4 wayfinding signs,
and repainting of 4 decorative rock signs.
SCOPE OF WORK
In general, the contractor shall complete all the necessary work to remove and replace the signs and any
restoration work required.
Costs for necessary permits will be covered by the Village.
The specific tasks for the project are listed below.
Wayfinding Signs
A. Remove and dispose of existing signs.
B. Construct new sign panels from router cut ¼” aluminum sheet with smooth finished edges.
C. Custom color with ½” white border for wayfinding signs. Green to match the color of the primary tree in
the village logo. Tree graphic to be screen printed over primary panel color. Clearcoat UV anti-graffiti
coating applied. As shown on page 14.
D. Wayfinding signs shall be installed on metal signposts with stainless, galvanized or aluminum hardware.
E. Move placement of signs if necessary.
Park Signs
A. Remove and dispose of existing signs.
B. Park Signs and playground signs shall be designed like the tertiary sign on page 15.
C. Construct of ¼” thick aluminum sign panel with custom screened graphic. Lettering in dark red.
Clearcoat UV anti-graffiti coating applied.
D. Posts shall all be 4” x 4” green treated and concreted in place.
E. Restoration with appropriate materials and seeding, if necessary, around posts.
F. Signs attached to posts with extra treated bracing if necessary and secured with stainless steel
hardware.
G. Move placement of signs if necessary.
Decorative Boulder Signs
A. Repaint lettering and pictures on 4 decorative rocks on the Eau Claire River Trail utilizing
exterior grade paint.
SCHEDULE FOR DELIVERABLES
Project completed by November 30, 2023.

1) Firm name, address, telephone number and contact person.
2) Any concerns your company would have with the proposed schedule for deliverables should also be

Background
A Request for Quotes was drafted for this CIP project back in October and sent
out to four different contractors along with being posted on the League of
Municipalities website. The existing roof is shingled and nearly all the granules on
the shingles are gone. You may also remember that due to a storm last fall we had
to replace approximately 400 square feet of shingles that got ripped off. When the
repairs were made it was noted that the current roof, which is the original from
1999 was not installed properly so a big portion of the new shingles had to be
tarred in place. We also have been experiencing shingles getting ripped off
annually for at least the past ten years. A lot of this has to do with the installation
of the current roof, steepness of the roof and the location of the building.
Quotes for this project are due today, November 23rd by 4:00 p.m. but as of right
now we have only received one quote. Of the remaining 3 contractors we heard
from one that stated they would quote the project and never heard from the other

When quoting this project it was decided to look at the cost for installing 3
different options. We asked contractors to quote fiberglass-based shingles, decra
or standing seam snap lock 24-guage metal roofing. Metal roofs are considered a
lifetime roof and the shingle roof is provided with a 50-year warranty.
Roof was scheduled in the CIP for replacement in 2022 and budgeted at $75,000.
Proposal will be sent to Committee Members in a separate email.

INTRODUCTION
The Village of Weston, Wisconsin is seeking quotes from qualified contractors for the removal
and replacement of the 8,000 square foot asphalt shingle roof located on the Weston Aquatic
Center at 5815 Alta Verde Street, Village of Weston, WI. 54476. Contractors will provide estimates
to replace with three (3) different options. Decra Shingle XC or comparable in Woodland Green,
standing seam snap lock, 24-gauge metal roofing in green and a Certainteed Landmark Premium
fiber glass base construction architectural shingle or comparable in weathered wood.
SCOPE OF WORK
In general, the contractor shall complete all the necessary work to remove and replace the existing
roof.
Costs for roof replacement permits will be covered by the Village.
The specific tasks for the project are listed below.
A. Remove and dispose of existing shingles and clean up and remove all debris from site
when work is completed.
B. Replace underlayment in areas where it was damaged or removed during shingle removal.
C. Check condition of existing ice and water shield. Replace if necessary.
D. Replace all necessary flashing in valleys, around skylights, etc.
E. Replace plumbing vent boots except for the two on east side that were replaced in spring
of 2022.
F. Replace flashing around boilers and water heater venting.
G. Install new roofing material per trades standards and manufacturers recommendation for
roof and underlayment and for the type of roofing that is being installed.
H. Provide no leak roof.
I. Provide manufacturer of materials used and warranty information.
J. Schedule inspections of if necessary.
SCHEDULE FOR DELIVERABLES
Roof project completed by May 15, 2023.

Background
Earlier this year the Village experienced quote of bit of vandalism at a couple of
Village Parks along with requests from Everest Metro for better video coverage of
the skate park parking lot and at the aquatic center. Nate Crowe, Chief Schulz and
I met with 1 contractor to discuss the various areas we were looking to cover and
also discussed possibly adding some traffic cameras at some key intersections.
To date we have not received a quote from this company, and they are not
responding to our attempts to communicate with them. This company was our
first contact as Everest Metro is used them for their video and building security.
Following this meeting it was decided to meet with the company that helped us
out with the Aquatic Center camera system. Nate and I met with them and
discussed all the various areas we are looking for coverage.
They provided us with a proposal earlier this month. Unfortunately, we only have
one proposal at this point but hope to receive another from the second company
soon.
Proposal will be sent to Committee Members in a separate email.
