Village of Weston, Wisconsin MEETING MINUTES OF THE PARK & RECREATION COMMITTEE MEETING Monday, January 29th, 2024, 5:00 p.m. AGENDA ITEMS 1. Meeting called to order by Chair Weiland @ 5:00 P.M. 2. Dan Higginbotham presented a topography map with a layout of a parking lot and an improved kayak launch for Yellowbanks Park. Higginbotham has a meeting next week to discuss possible fundraising for the parking lot and kayak launch. The Yellowbanks launch is Village of Weston Parks and Recreation Committee Meeting January 29, 2024 officially part of the Great Pinery Heritage Waterway. Making improvements to the current launch and adding a parking lot will provide easier access to the water and closer parking, attracting more users. Higginbotham would like the Comprehensive Outdoor Recreation Plan (CORP) to be amended and add this concept plan for Yellowbanks Park to be included. Once added to the CORP, this project can qualify for funding. Osterbrink explained why the presented master plan concept is not in the current CORP. The original layout of Yellowbanks Park was based on a previous administrator’s ideas with no staff, committee, or public input. Corvino asked Higginbotham what he is fundraising for? Higginbotham responded that he is fundraising for both the parking lot and improving the launch. He currently has numbers from American Asphalt for black topping the parking lot but not for grading or other materials. Higginbotham stated if the fundraising falls short, the first task would be to work on the launch, lessen the steep bank for easier access in and out. Clark asked what the requirements are and or restrictions to improving the bank of the river to allow for better access. Osterbrink responded that the Village would have to get a permit from the WDNR and that if the work taking place is above the low water line there should not be an issue. Higginbotham estimates this project to cost around $60,000. This project aligns with the current bike/ped trail that is presented along Northwestern connecting City of Schofield, City of Wausau, and the Village of Weston. The Committee agrees to have Higginbotham move forward. EDUCATIONAL PRESENTATIONS & REPORTS 6. Discussion and possible action Kennedy Park fundraising and partnerships. Osterbrink stated he included the Kennedy Park Master Plan and cost estimates in the packet and invited youth softball, youth baseball, youth hockey, and the D.C.Everest School District to the meeting. Representatives from each organization were present. Osterbrink explained the need for baseball and softball fields because the school district is adding 8th grade baseball and JV softball lost their field due to the construction of the Greenheck Turner Community Center. Osterbrink explained that the Kennedy Master Plan, which is part of the CORP, was approved by both the Park & Recreation Committee and the Village Board of Trustees. Meaning, the Village of Weston Parks and Recreation Committee Meeting January 29, 2024 Village and partners can now start the fundraising process. The Village and partners need to create a phasing plan to come up with goals. Jim Olafson from Youth Baseball stated he has contacted several organizations and businesses. Olafson wants to know the level of commitment and investment from the Village and items to concentrate on. Olafson states the Village needs to initiate the process. Osterbrink stated the Village could make an announcement stating the Village is moving forward with the Kennedy Master Plan. Corvino expressed starting a subcommittee with the partners and working together to fundraise. Working together and having a unified message will improve the odds of receiving money for improvements at Kennedy. Corvino would like a committee and plan created before announcing to the public. Osterbrink mentioned that formal agreements need to be completed also with the organizations. Weiland asked what the Village has done previously for fundraising. Osterbrink responded that with an active use facility the Village is limited to the amount of state and federal grant funds available. As far as past contacts, the Village approached and received funds from the Greenheck and Community Foundations along with private businesses. Olafson asked who and how fundraising was done for the Weston Aquatic Center. Osterbrink stated the fundraising was driven by the Parks Committee and funds were collected in jugs along with selling tiles at the Aquatic Center. Osterbrink mentioned that a past Park Committee member, who helped with the fundraising for the Greenheck Turner Community Center and funds for the replacement of the turf for Stiehm Stadium may be another individual we could contact. Olafson wants to know the Villages first investment in moving forward with the improvements if no stakeholders were involved. Osterbrink stated the Village would look at the CIP, dedicate funds for improvements which then the Committees and Board would have to approve to move forward. Corvino states that the Village needs to put the first dollar in to show commitment before the stakeholders start any fundraising. Wodalski stated that there are improvements tentatively listed in the CIP currently for Kennedy Park that the Village has been holding off on until the master plans and CORP were approved. Trustee Pinsonneault asked how many dollars are in the CIP for the improvements at Kennedy Park. Osterbrink responded that currently there are no direct funds allocated to the specific improvements in the Kennedy Master Plan. Staff can recommend a set dollar amount for the next 5 years to be placed in the CIP, but the Village Committees and Board will have to approve. Pinsonneault wants to know what is allocated in the CIP in 2024-2028 for improvements at Kennedy. Wodalski explained that Kennedy restrooms were placed on hold, playgrounds are being completed this year with ARPA funds, and the well area at Kennedy is split between Alta Verde and Bloedel well improvements. The CIP is updated annually. Ryan Gardner from Youth Hockey stated that the hockey area on the master plan could be completed possibly by the fall of 2024 because that area is not impacted by anything. Village of Weston Parks and Recreation Committee Meeting January 29, 2024 Corvino stated the first step in moving forward is to have staff and Committee prepare a strategic plan that lays out all the specifics of the where and how and then involve the partners. Ermeling asked when the Village anticipates starting the construction of the new ball fields, restrooms, and other improvements that won’t disrupt the park and play. Osterbrink replied once a plan and timeline are developed then staff can bring recommendations to the Committees and Board for approval. Staff, Committee, and partners will develop a plan and fundraising strategies. Clark and Ermeling asked what infrastructure or parts of the concept plan the Village is responsible for and source of funds. For example, the playground by the shelter is being funded by ARPA funds and reconstruction of the well area and restrooms are CIP projects. Osterbrink stated that there are some ARPA monies available that could be allocated for some of the improvements, otherwise items could be funded with CIP monies and through Village labor and equipment. Corvino summarized the discussion by stating that the Village, Committee, and partners need to tell a story of what the plan is, why we are doing it, and who benefits from it. Once the story is created then we can fundraise and assign monies to improvements in the order of the plan. The story can begin with the installation of new playgrounds at all Village parks and build off that. Committee discussed forming a subcommittee of Village staff, Park & Rec Committee members and representatives from the organizations involved. Ermeling stressed that if a formal meeting is formed then a notice must be sent, and the media notified. Administrator Gebert elaborated that if the meeting is recognized by the Village, it is a formal Committee and meeting. POLICY ISSUES – DISCUSSIONS/RECOMMENDATIONS 7. Discussion and possible action utilization of Live Barn at Kennedy Park. Osterbrink explained Live Barn is a streaming service that would be installed at Kennedy Park. There would be no cost to the Village because we already have internet service available at Kennedy Park that could be used. The equipment and installation are free, and users pay a subscription fee to use this service. Streaming would be controlled by baseball/softball, so it is not streaming and recording 24/7. This is a benefit for teams to playback video and use as a learning/coaching tool and for family or friends to watch that are unable to make it to games. Osterbrink presented the Live Barn contract to the Committee that was sent to baseball. Live Barn can be used as a funding source. Live Barn gives a percentage of the user fees back to the organizations that are utilizing the service. Village of Weston Parks and Recreation Committee Meeting January 29, 2024 Youth baseball would sign the Live Barn contract and work with the Village for placement of the cameras and communicate the times the cameras will be active. Baseball will also install signage stating that cameras will be streaming. *M/S/P Ermeling/Esker: to recommend to the Village Board of Trustees to allow utilization of Live Barn at Kennedy Park with Village Wi-Fi. Discussion and possible action changes to diamond #1 at Kennedy Park to allow it to be used for softball and baseball. Osterbrink met with baseball, softball, and the school district before the construction of the Greenheck Turner Community Center due to the loss of the JV softball field at the D.C.Everest High School, the school district adding 8th grade baseball to their program, and just an overall need for more fields. The school district, baseball and the Village discussed making changes to Jones #1 to accommodate baseball and softball. The changes include abandoning two zones of irrigation, skinning the infield, adding base anchors at 70 ft, and providing a portable pitching mound for baseball because softball has a flat mound for pitching. Baseball and the school district have committed funds towards the improvements on Jones #1. Once the weather allows work on the improvements will begin. Village staff will be coordinating this project. Olafson from Youth Baseball stated that the cost of the improvements will be fully funded by Youth Baseball and the school district. Village staff will truck ball diamond material from Waupaca to Kennedy and abandon two zones of irrigation on that field. Discussion between user groups about scheduling has taken place for use of the fields at Kennedy Park. *M/S/P Ermeling/Corvino: to recommend approval of changes to diamond #1 at Kennedy Park to be used for baseball and softball. Discussion and possible action marketing parks/playgrounds on social media. Osterbrink discussed with department directors and the administrator the idea of promoting Village parks using marketing strategies and social media. The Village can use social media to spread the word of new playgrounds being installed at all the parks this year, the opening of Prohaska Park to the public and what the park has to offer, and to get the new master plans out to the public. Corvino asked the amount of ARPA funds available and possibly using the funds to hire a consultant to help market Village parks because of all the big and new changes happening within Village parks. Gebert responded between $500,000-$800,000. Corvino would like staff to have meetings with marketing firms and get cost estimates to bring to the Committee for a possible recommendation of approval to use ARPA funds. No Action Taken. 10. Discussion and possible action playground equipment. Osterbrink stated the Committee Chair requested this item to be on the agenda. Osterbrink explained that the disassembling or removal of the current playgrounds was discussed in previous meetings. Staff were planning on doing the removal using a backhoe and placing the material in a dump truck to haul for recycling. Trustee Pinsonneault recommends the Committee to have Village staff place the current playgrounds on Wisconsin Surplus Auction so the Village will not have the expense of teardown or disposal. Corvino asked if there are any playgrounds that should be disposed of and not repurposed. Osterbrink responded that Sandhill, Kellyland, and Yellowbanks playgrounds should not be repurposed. Pinsonneault stated that those playgrounds can still be placed on the Wisconsin Village of Weston Parks and Recreation Committee Meeting January 29, 2024 Surplus Auction site because even if the bid is for $1 the buyer can take it to a recycling place and get paid. Pinsonneault does not want any expense for the Village. Osterbrink mentioned that placing the playgrounds on the Wisconsin Surplus site we must have strict deadlines of removal to time it with the installation of the new playgrounds, that could possibly mean six different deadlines. If the buyer does not remove by the deadline, then Village staff will have to remove the playground equipment. Committee asked if Osterbrink has a time schedule from Minnesota/Wisconsin Playground on installation of playgrounds. Osterbrink currently does not have a time schedule but has received an email from them with questions. They are working on a schedule. Once the Village receives the installation schedule from them, we can coordinate with Public Works staff for site preparation. *M/S/P Esker/Corvino: to recommend to the Board of Trustees to place the playgrounds on Wisconsin Surplus Auction for removal. Village of Weston Parks and Recreation Committee Meeting November 27th, 2023 EDUCATIONAL PRESENTATIONS & REPORTS 6. Discussion and possible action Kennedy Park Master Plan. Osterbrink stated the Park Committee passed the current version of the Kennedy Master Plan at the October 30th Park and Recreation Committee meeting. The Village Board deferred action on this item at the November 20th Village Board of Trustees meeting due to Osterbrink being absent and excused to address their questions and concerns. So, Osterbrink brought back the plan to the Park Committee to discuss the concerns the Village Board has and to present the cost estimates that were not available at the October 30th meeting. Osterbrink asked the Committee if the current plan is the vision of Kennedy Park 5 to 20 years down the road. Osterbrink explained that the park will be developed in phases to keep the park operational for baseball, softball, and for other user groups. Osterbrink addressed the concerns on the cost estimate of the development of the park. He explained that the estimates seem high because we must consider future price increases. It may take 20 years to develop this park, so you don’t want to base the cost estimates solely on 2023 prices. Osterbrink addressed the $750,000.00 concern of mobilization fees. He explained that the number seems high but because of the phasing and the multiple contractors that will be used for the development of the park. Each contractor usually charges a mobilization fee. Wodalski stated that the cost estimate of 1.5 million dollars in earth work and demo could be decreased by having staff complete some of the work. Osterbrink stated that other costs can be decreased. For example, Rettler quoted using black vinyl coated chain link fencing which galvanized chain link could be substituted to save cost. Osterbrink and Wodalski explained that by knowing the projected costs, the user groups and the Village can work on fundraising and grants. The Committee agrees that the proposed Kennedy Master Plan is the direction and vision they have for Kennedy Park. Weiland explained that currently, the layout of Kennedy Park does not have the facilities to hold large numbers of people for tournaments. The proposed plan has a better flow and layout to accommodate larger group events at the park. Ermeling asked if the thought was to get started on this right away. Osterbrink responded that youth baseball wants to start fundraising and the school district has an immediate need for fields. This plan and cost estimates are what the Village and user groups need to approach foundations and apply for grants. Ermeling would like to move forward with the project. Osterbrink mentioned that the first step is to set a dollar amount goal for fundraising and then start with the architecture and design plans. Then work on Village staffing needs and maintenance agreements with user groups. Clark stated that the user groups need to know the Village’s commitment in moving forward Village of Weston Parks and Recreation Committee Meeting November 27th, 2023 and work towards an end goal. Then the user groups will be more invested to fundraise. Osterbrink also mentioned that each field is listed separately in the cost estimate so if the decision is to move forward with fields #4 and #5 for example, baseball and softball could use those estimates as a first goal to reach fundraising. Weiland received an email from Committee member Corvino asking how the Village gets local organizations to jump on board and fundraising. Osterbrink responded that once the master plan is approved the user groups are ready to start the process of fundraising. Youth organizations can approach Greenheck, Dudley, and other foundations for funds and are more likely to receive them before a government entity does. Osterbrink and Wodalski stated the need for Board of Trustees approval first then have a meeting with the user groups to discuss and assign items on the cost estimate to each organization to raise funds. Also, discuss maintenance agreements with each group. Wodalski also mentioned that the well house is planned to be updated into a multipurpose building housing: the well, restrooms, warming area for ice skaters, and seasonal equipment storage for parks. Meaning one existing building instead of 4 currently. This is part of the Utilities and Parks plan even if the rest of the park does not get developed. Osterbrink also mentioned that the proposed shelter area is doubled in size compared to the existing one to accommodate more people. *M/S/P Ermeling/Esker: to recommend approval of the Kennedy Master Plan with no changes and to develop the park in phases with fundraising to the Board of Trustees. Discussion and possible action Prohaska Park Master Plan. Village of Weston Parks and Recreation Committee Meeting November 27th, 2023 Osterbrink explained that the Prohaska Master Plan was also deferred at the November 20th Board of Trustees meeting because of his absence and the concerns that Trustees had. The main concern that the Trustees had was about the campground, and who will operate and maintain it. Osterbrink stated that the campground would add some additional maintenance from staff emptying extra garbage cans and occasionally fire pits. The option of providing sewer and water hookups at each site would be a bonus because the Village would not have to provide a dumping or washout station. The sewer would be gravity fed into the sanitary system so no pumps are needed. Winterizing the sewer and water lines would add minimal staff time. Staff currently winterize 7 restrooms, the Aquatic Center, and several irrigation systems. Osterbrink stated that the Village could contact the County and discuss if they would want to manage another campground since they oversee 3 other campgrounds. Overall, Osterbrink stated he had received positive feedback on urban camping. When baseball holds tournaments, families from out of town would fill the campsites those weekends. The campground would be a source of revenue for the Village. Osterbrink stated with the presence of campers could reduce the vandalism that could occur at night if no one was around. Clark asked about the walking trails throughout the park. Osterbrink stated that most of the paths are still visible and just need to be brushed and mowed. The paths once opened would be mowed monthly during the season. Ermeling asked about the 10 acres that are considered wetlands on the north end of the park. Osterbrink said that nothing was presented in that area on the plan because it is so wet but, Osterbrink mentioned mountain biking could be a possible idea for that area, a single width path with boardwalk in unpassable areas. Osterbrink explained what gaga ball is and that visitors would have to bring their own ball for gaga ball and bean bags for bag toss. Osterbrink told the Committee that we received a question from a Trustee as to why the public currently has no access to Prohaska Park. The Committee and staff discussed putting garbage cans out and placing barricades at the turnaround and allowing public access. The Village will not plow the park entrance in winter. Ermeling asked what the reasoning is for camping. Osterbrink responded that it can be an option for a place to stay when attending area events. Examples, Wausau Ballon Rally, baseball tournaments, or the Greenheck Turner Center on a weekend. Clark understands families staying at a campground during tournaments because there is a lot of down time where the family can go back to the site and let the kids run and be in nature while still being close to town. Also, the infrastructure is established in this area already. Ermeling asked how you would regulate who camps there. Osterbrink responded that the Village could use the current software program used to reserve park shelters and buy pool passes. Osterbrink commented he believes if the campground was promoted with all the Village of Weston Parks and Recreation Committee Meeting November 27th, 2023 different types of events held around the area the campground would be utilized. The Committee discussed a minimum of a two-night site reservation to lessen staff time coming in on weekends and possible pricing of $50 per night. Gerbert suggested having a campground host to stay the weekend and oversee the sites. The host would be available to provide information to the visitors on events happening around the area or answer general questions. Osterbrink stated that the Village could see how it goes and see if there is a need for a host or not. Osterbrink stated that in the purchase agreement, the land must be developed into a park. Clark is excited for the development of this park because it is different from the rest of the parks the Village has.
