Motion by Mumper, second by Lope-Serrao to approve the April 8, 2024, meeting
minutes.

Motion by Lopes-Serrao, second by Hubbard to approve the April 30, 2024,

7. Approval of April 2024 Water and Sewer Permits
Motion by Mumper, second by Hartinger to approve the April 2024, Water and
Sewer Permits.

STAFF REPORTS
8. CIP Update
Wodalski explained his report to the Committee.
Wodalski explained the redesign of Weston Ave project to remove the multi-use path.
Zeyghami questioned Mastec working on Ross Ave. Wodalski explained they are
working for Frontier which is adding communication lines. Zeyghami requested TDS to
repair their work from last fall. Wodalski confirmed that will be taken care of.
Wodalski informed the Committee of the Local Road Improvement Program Grant of
$2,652,390 for the Schofield Ave (Normandy Ave to Birch) project.

Discussed the addition of two to three crossing areas on Schofield Ave. with the
locations being Fox St and then either Pine Park, Pine St or Normandy with the
possibility of adding one more as needed.
Mumper asked who the contractor was for Well 7&8. Wodalski responded that is Ellis
Construction. Discussed the status and financials of Well 7&8.
Wodalski informed the Committee of our new hire Isaac Dolan from Clark Dietz as a
Staff Engineer who will be joining the Village of Weston at the end of May or beginning of
June.
9. Street Operations Update
Raczkowski explained his report to the Committee.
Raczkowski stated the spring yard waste cleanup is completed and staff performed
crack filling is completed.
Raczkowski stated The Streets department assisted the Parks Dept with playground
equipment preparation.
10. Utility Operations Update
Swenson explained his report to the Committee.
Swenson stated the water main flushing has begun. Wodalski explained the flushing
map on the Weston website. Discussed publication notifications to the community.
Swenson advised the Committee of our summer help Gage Krause started today to
assist with hydrant maintenance.
POLICY DISCUSSIONS AND RECOMMENDATIONS
11. 2023 Water Utility Annual Report to the Public Service Commission
Wodalski explained the report and rate schedule to the Committee.
Discussion was had about any future rate increases.
Motion by Hartinger, second by Lopes-Serrao move to acknowledge the 2023 Water
Utility Annual Report Submitted to the Public Service Commission.

12. Purchase of Sewer Vac Truck – Combination Sewer Cleaner
Wodalski explained his report.
Discussed all the needs and uses of the vac truck and its imperativeness to the
community. The new truck will not be ready until 2026 due to the lead time.
Motion by Lopes-Serrao, second by Hubbard move to recommend the Village Board
approve the purchase of the Vactor Combination Sewer Cleaner from MacQueen
Equipment for $466,724.96.

13. Sanitary Sewer BOD and Suspended Solids Investigation
Wodalski provided an update of the investigation results to the Committee.
Discussed the BOD sample process, billing process and potential causes.
No motion. Update only.

14. Discussion on Private Well Program and Non-Compliant Wells
Wodalski updated the Committee of the Private Well program and non-compliant list.
Discussed the policy and enforcement. Mumper stated we send a letter stating you have
90-day to become compliant or you will be fined $500 and I would send it to everyone
who is not in compliance.
Motion by Mumper, second by Hartinger to give everyone 90-days to comply. At the
end of 90-days, a $500 fine will be issued and if not paid, collections to be pursued by
adding to the tax bill.

15. Special Assessment Report Addendum and Authorizing Resolution for E Jelinek
Ave and Von Kanel St Reconstruction Project
Wodalski explained the amended report.
Wodalski explained the 200’ LF ordinance. The committee discussed removing the “200’
LF” and call it a connection fee.
Wodalski informed the committee that the gravel driveways will be billed for what is there.
Motion by Mumper, second by Hartinger move to Recommend the Village Board
approve the Authorizing Resolution for Special Assessments for Drive Approach,
Sanitary Sewer Main and Laterals and Water Main and Laterals Construction for the E
Jelinek and Von Kanel Reconstruction Project with the condition it is per connection
basis rather than per foot.

16. Special Assessment Report Addendum and Authorizing Resolution for Weston Ave
(Von Kanel to Ryan St) Reconstruction Project
Mumper recommends we put this on pause. Wodalski stated it could be brought back at
the next meeting due to the redesign.
No motion. Item will be brought back next month.
17. Weston Avenue Construction Services Contract Amendment for CR-X to Ryan St
The committee discussed the contractor agreement. Wodalski explained the
spreadsheet is a budget cost.
Motion by Lopes-Serrao, second by Hubbard move to recommend the Village Board
approve the engineering services Agreement with AECOM for Construction Related
Services for the Weston Ave Reconstruction Project from CR-X to Ryan St for a price
not to exceed $517,085.12.

Wodalski explained his report and map with the additional areas for repairs.
Motion by Hartinger, second by Mumper move to acknowledge the additional street
maintenance items for 2024.

20. Topics for future meetings
Wodalski stated Weston Ave future assessment.
Trustee Cronin asked the committee regarding the reconstruction of Schofield Ave to Birch
St, why not got all the way to Camp Phillips. Zeyghami stated that would be a separate
project. Wodalski stated he would have to look into that request.
Diesen questioned the walking path behind the VA Clinic in Rothschild if there will be
lighting installed. Gebert stated she would check with the Village of Rothschild.

22. Remarks from Committee members
Lopes-Serrao stated the person doing the social media is doing a great job getting a lot of
information out, very helpful. Lopes-Serrao questioned the E Jelinek project if it is going to
be segmented into the west half and east half or will it all be done at once. Wodalski
responded the pipe work is all west of Von Kanel which the pipe work would be done first
then move on with the rest of the project. Lopes-Serrao stated the owner of WISH was
asking about the construction for future planning of their customers getting to the
restaurant.
