OFFICIAL MEETING MINUTES SOUTH AREA FIRE & EMERGENCY RESPONSE DISTRICT Board of Directors Meeting Tuesday, February 13, 2024 @ 17:30 A. Call to Order The meeting of the South Area Fire & Emergency Response District Board of Directors was called to order at 17:30 by SAFER Chairman Mark Maloney. Members Present Board of Directors – Cronin, Maloney, Opall and Schaefer were all present, Langenhahn was absent and excused. Also present: Village of Rib Mountain – Finance Director Habeck; Village of Weston – Administrator Gebert and Director of Finance Trautman; Attorney Dietrich; SAFER – Fire Chief Finke, Deputy Fire Chief Lang, Captain Lohman (via Zoom) and Administrative Assistant Latimer. B. Correspondence/Comments from the public on issues related to the SAFER District None C. Consent Items Board of Directors approval of prior meeting minutes from January 9, 2024. Motioned by Opall to approve prior meeting minutes from January 9, 2024. Second by Cronin. Motion carried 4:0. Board of Directors approval of expenditures and receipts from January 2024. Motioned by Schaefer to approve expenditures and receipts from January 2024. Second by Opall. Motion carried 4:0. - Cronin said what was the repair for on Rescue 203? - Chief Finke said it got a new head gasket. D. Business Items 17:33 Motion by Cronin to adjourn into closed session pursuant to Wis. Stat. § 19.85(1)(g) for the purpose of conferring with legal counsel for the governmental body who is rendering advice concerning strategy to be adopted by the body with respect to potential litigation, including discussion regarding union election petition. Second by Opall. Roll-call vote: NAME: Aye Nay Cronin X Maloney X Opall X Schaefer X Motion carried 4:0. 18:13 Motion by Opall to reconvene to open session. Second by Cronin. Motion carried 4:0. Attorney Referral. - None End of Month Budget review. - Chief Finke said the up-to-date budget is in there. - Schaefer asked is there anything different in 2024 compared to 2023, that you’re seeing so far between run volume that would affect revenue or costs. - Chief Finke said no, run volume is holding very steady and our revenue for the first two months has been down substantially. We dug into that with our billing company and found there’s been some issues with our new EMS software and it’ll balance itself back out. E. Staff Reports Report from Fire Chief - Fire Chief Finke said we talked a bit about our software issues which is being worked on. Our billing company is great and dug into it right away and had an answer back to me within six hours. - The audit for the most part is done, and I will be honest and say that I did substantially less in the audit this year than I have in the past, Trautman and Latimer did a large share in that. - The hovercraft was sold and left on Saturday. - We have one house in Rib Mountain that we’ve been training in near Briq’s most days for the past couple of weeks. If you do see smoke, it’s fake smoke for search and rescue training. We have another house in Rib Mountain that we’ve been asked to burn. Report from Deputy Fire Chief - Deputy Fire Chief Lang said the report is in your packet and I’ll give you the highlights. - Personnel report: The four new full-time employees that we hired have completed academy and started working shift last week. We have four new part-time employees who started on February 8th. - EMS & Fire Incidents: EMS and fire responses are there. - Training: Training hours are there. - Apparatus: The hovercraft was sold. - Fire Prevention/Public Education: There was a couple fire prevention activities and this is our slow months. - Grants/Projects: No grants. The SAFER grant that we talked about at the last meeting, doesn’t open till after the AFG grant which will be either March or April. F. Remarks from the Board of Directors to set the next meeting date, as well as discuss items for the next meeting agenda. - Next meeting scheduled Tuesday, March 12, 2024 at SAFER Station 1. - Cronin has nothing. - Opall has nothing. - Schaefer has nothing. - Maloney has nothing. G. Adjourn Motion by Cronin to adjourn. Second by Schaefer. Motion carried 4:0. Maloney adjourned at 18:37

Correspondence/Comments from the public on issues or matters which the SAFER Board of Directors has oversight over. C. Consent Items (The Consent agenda contains routine items and will be enacted by one motion without separate discussion unless a body member requests and item be removed for separate consideration and vote.) 4. Approval of prior meeting minutes – January 9, 2024. 5. Approval of expenditures and receipts – January 2024. D. Business Items 6. Consideration of motion to adjourn into closed session pursuant to Wis. Adjourn This notice is posted at the Rib Mountain and Weston Municipal Centers, and on SAFER District’s website at www.saferfd.com, and was emailed to local media outlets at least 24 hours prior to above scheduled meeting. A quorum of members from other SAFER District, Village of Rib Mountain, and Village of Weston governmental bodies (boards, commissions, and committees) may attend the above noticed meeting to gather information. No actions will be taken by any other board, commission, or committee of SAFER / Village / Village, aside from the SAFER Board of Directors. Should a quorum of other government bodies be present, this would constitute a meeting pursuant to State ex rel. Badke v. Greendale Village Bd., 173 Wis.2d 553,494 N.W.2d 408 (1993). Wisconsin State Statutes require all agendas for public meetings be posted in final form, 24 hours prior to the meeting. Any posted agenda is subject to change up until 24 hours prior to the date and time of the meeting.
