Fire/EMS Chief Finke advised the Board that the Department is working with a new reporting system. 22. Parks & Recreation Osterbrink informed the Board that there were ash trees removed from Yellow Banks Park because of emerald ash borer. Zeyghami asked about the fundraising for baseball which Osterbrink advised that the fundraising has not started yet but the fundraising was going to be done as one group for all sporting organizations with one goal. 23. Plan/Dev 24. Police Captain Aldrich thanked Rothschild for the assistance in January during the staffing gaps after an incident which left them low in staffing. 25. Public Works 26. Technology Cronin asked about the cameras at Kennedy Park and police use. Crowe stated that it was configured on the Village’s end, but the access for the police department is still being worked on. The video footage is available, but the remote access is still being worked on. Pinsonneault asked about the long-range card readers. Crowe said that the company is still working on this as well. The TNR would be available for Weston residents only. Chief Hunt from the Village of Rothschild was present and indicated that he felt that the rabies vaccine would be important to enforce if the Board was to pass the TNR Ordinance. Gebert requested that a receipt be requested by residents for reimbursement and Cronin requested that verification of address be requested by residents to determine residency in the Village. Trautman added that the dollar amount not be put in the ordinance as the Village would have to determine each year if there was budget availability. Update on goals for 2023-2025 Strategic Plan None. 37. Update on Stillwater Landing Manufactured Home Park (on recording https://youtu.be/ec44B6V_UXM?t=3098) Meverden stated that the Park is working on the 14 new homes placed in the park. Pinsonneault asked if the park owner has provided a timeline. Meverden said one had not been received yet. Pinsonneault requested this item be on the March agenda to follow-up on the timeline. 38. Update on Municipal Center Punch List Items (on recording https://youtu.be/ec44B6V_UXM?t=3249) Wodalski provided the Board with an update. Zeyghami requested the meeting with Miron and that he attend the meeting. 39. Update on Old Castle Glass Noise Complaint (on recording https://youtu.be/ec44B6V_UXM?t=3305) Captain Aldrich provided an update that he met with Greg Hoffman at his home. They listed with decibel reader and the decibels were 37-40 (sound of a soft whisper) inside of his home. On the outside in front of home, decibels were recorded at 54-56 and recorded at 58-60 (talking with a normal voice) on Corozalla St. In the evening the decibels were recorded at 65. They will continue to monitor the noise complaints and ask residents to continue to call when the noise is loud. If there is a violation, they will cite but at this time, the noise is not at citation level. Maloney asked the police department to check into the neighbor property to OCG. Higgins explained that there is always a route for the residents to claim it as a private nuisance by filing a civil claim. Cronin requested that this item continue outside of the Board agenda. Pinsonneault requested that the Board create a subcommittee to be dedicated to this neighborhood. This item will be brought back to the Board in the March meeting with regard to creating a subcommittee. 40. Update on Police Department None. 41. Osterbrink spoke to the Board that Live Barn was a live streaming service which would be installed for free which would allow individuals to watch sporting events at Kennedy Park from home through the internet. Cronin asked if there was any cost incurred to relocate when the ball diamonds get moved around with the phases of the Kennedy Park Master Plan. Maguire said that Live Barn would take care of the cost when that happens. Cronin also asked about vandalism and who would be responsible if something happens with the cameras if there was vandalism. He said that he would not want the Village to be responsible for that. Osterbrink indicated that this could be included in the contract. Osterbrink said that this contract would be signed by the baseball organization, not the Village. Pinsonneault asked about the bandwidth and IP addresses at the park and Crowe said that currently we would not have sufficient bandwidth but that would be remedied. Discussion and/or action on Changes to Diamond #1 at Kennedy Park (on recording https://youtu.be/ec44B6V_UXM?t=4944) Osterbrink explained that the changes would include allowing both baseball and softball at diamond #1. There would be changes that would be made to allow for both. Youth baseball and the school district have committed funds towards the project, and it would be funded by them. Village staff would be providing trucking for material and abandoning two zones of irrigation. Motion by Pinsonneault, second by Ermeling to approve changes to field #1 at Kennedy Park to allow it to be used for both baseball and softball with the Village to provide trucking to DC Everest using 50 percent of the current DOT rates by all personnel and equipment needed. Cronin asked if now was the best time to spend the money with the improvements to the park being planned in the future. Osterbrink and Maguire indicated that this would be an immediate benefit to the school district and the Village would like to work with them as they do not have a JV field and need someplace to play. Ermeling said that we could not use tourism dollars as it was a small amount and would not be justifiable. Motion by Pinsonneault, second by Weiland to approve the sale of all playground equipment and structures and related items which need to be removed in order to facilitate installation of previously approved replacement playground items in late 2023 with the auction price to start at $1 per item, all playground items should be removed by the same date once an install date is scheduled and a hold harmless agreement would need to be signed by the winner of the auction. He does not want to see all the equipment removed and then there is no playground equipment in the Village. If the Village does it itself, we have control of what and when would be removed. Brian Schmidt, Fleet Foreman, was present and explained how Wisconsin Surplus auctions work and stated that we would stagger the dates of removal. Motion by Cronin, second by Ermeling to amend motion to only list the three viable playgrounds on Wisconsin Surplus and remove the three that are not viable at this time from that list.
