VILLAGE OF WESTON, WISCONSIN SPECIAL BUDGET WORKSHOP MINUTES OF THE BOARD OF TRUSTEES Wednesday, November 9, 2016; at 6:00 p.m. OPENING OF SESSION. Ermeling called the meeting to order at 6:00 p.m. ROLL CALL. Roll call indicated 6 Board of Trustee members present. Trustee Present Ermeling, Barb YES Berger, Scott YES Ostrowski, Kevin NO Schuster, Fred YES Ziegler, Jon YES White, Loren YES Mark Porlier YES Finance Committee members Sukup and Yaeger were also in attendance. OPPORTUNITY FOR CITIZENS TO BE HEARD. No citizen comments. AWARDS, RECOGNITIONS, ANNOUNCEMENTS. 1. Announcement – 11/21 Annual Budget Hearing for fy2017 budget. 2. Announcement – 12/05 Annual Budget Hearing on Utility budget. PRESENTATIONS - - 3. Presentation from Administrator Guild on fy2017 annual budget and fy2018 financial plan memorandum entitled, “Facility Improvement Program”, including recommendations #1 - #28. 4. Presentation from Administrator Guild on fy2017 annual budget and fy2018 financial plan memorandum entitled, “Fiscal Policy, Revenue, and Budget Recommendations”, including recommendations #1 - #27. There was a lengthy discussion between the Board of Trustees and Administrator Guild on proposed budget items. Guild reviewed the general fund balances between 2014-2018, the projected debt service fund balance at year-end 2014–2022, and an equalized value report. The Board of Trustees asked Administrator Guild to provide them with Village, SAFER and Everest Metro Police budget priorities. There was a short discussion between the Board of Trustees and Administrator Guild on the possibility of increasing revenues and the Everest Metro budget. Motion by Ermeling, second White to approve increasing the tax rate 3.94% instead of 3.44%. Yes Vote: 6 No Votes: 0 Abstain: 0 Not Voting: 1 Result: PASS Trustee Voting Ermeling, Barb YES Berger, Scott YES Ostrowski, Kevin - Schuster, Fred YES VILLAGE OF WESTON, WISCONSIN SPECIAL BUDGET WORKSHOP MINUTES OF THE BOARD OF TRUSTEES Ziegler, Jon YES White, Loren YES Mark Porlier YES Motion by White to implement a $5.00-wheel tax. There was no second. Motion died. 5. Presentation from Administrator Guild on fy2017 annual budget and fy2018 financial plan memorandum entitled, “Meeting Calendar & Schedule”, including recommendations #1 - #14. There was a short discussion on the proposed calendar. It was decided the Board members would discuss this more at a future meeting. 6. Presentation from Administrator Guild on fy2017 annual budget and fy2018 financial plan memorandum entitled, “Legislative Agenda”. No comments. DISCUSSION AND DEBATE ON 2017 BUDGET AND 2018 FINANCIAL PLAN OF ALL FUNDS, INCLUDING GENERAL FUND, SPECIAL REVENUE FUNDS, DEBT SERVICE FUNDS, CAPITAL PROJECT FUNDS, AND ENTERPRISE FUNDS, IN ADDITION TO POLICY RELATED TO THE LONG-TERM FINANCIAL MANAGEMENT OF THE VILLAGE. No additional comments were made. Should a quorum be other government bodies be present, this would constitute a meeting pursuant to State ex rel. Badke v. Greendale Village Bd., 173 Wis.2d 553,494 N.W.2d 408 (1993). Wisconsin State Statutes require all agendas for Committee, Commission, or Board meetings be posted in final form, 24 hours prior to the meeting.
