OFFICIAL MEETING MINUTES OF THE BOARD OF TRUSTEES
Monday, December 19, 2016, at 6:00 p.m.
OPENING OF SESSION & PLEDGE OF ALLEGIANCE.
Ermeling called the meeting to order at 6:00 p.m.

Village Staff in attendance: Guild, Jacobs, Donner, Parker, Wodalski, Lenhard, Wehner, Tatro, Hodell,
and Osterbrink. SAFER Chief Savage and Everest Metro Chief Sparks were also in attendance. Approx
30 visitors
OPPORTUNITY FOR CITIZENS TO BE HEARD.
Ermeling asked if there was anyone in the audience wishing to speak. James Garrity, 5805 Alderson
Street, said he lives by the skate park. He asked about the SE quadrant plan. Guild explained the
proposed plan. Mr. Garrity also asked about the costs involved with developing this property. There
was a short discussion on the camera not working at the skate park, and the need for two additional
police officers. Mr. Garrity asked the Board to approve the funding for two additional police.
Dave Eisenreich, 5208 DJ Lane, said he is a member of the Everest Metro Police Commission. He fully
supports the need for more officers. There has been significant growth within the village and the
department is still operating with the same number of officers. He also asked the Board to approve the
funding of the additional officers.
Gil Holcomb, 4912 Elm Street, said he is also a member of the Police Commission. He thanked the
Board for looking at future use. He is hoping we can bring the police force into better balance with the
community.

PRESENTATIONS.
1. Everest Metro Police Department staffing issues and budget concerns.
Sparks said he requested this item to be on the agenda to explain the budget and staffing challenges
their department is having. He reviewed the demographic trends, and talked about the significant
amount of growth. Schulz talked about the coverage area and staffing. Hull described the crime

trends. Schulz explained the changes in investigations. Sparks gave a brief report on mental health
issues. He also gave a report on law enforcement staffing comparables. He is concerned with not
having the resources to continue to keep the community safe. He also asked for some balance and to
prioritize the service level.
PUBLIC HEARINGS.
2. Public Hearing on fiscal year 2017 budgets for the Debt Service, Special Revenue (including
TIF District #1 and #2), Capital Projects (Capital Improvements Program Fund only), and
Proprietary (Water Utility, Sewer Utility, Stormwater Utility and Fringe Benefits/Internal
Service) Funds.
Guild explained the other funds. These were reviewed at the last meeting. Ermeling asked if there
were any questions. Sparks asked about debt service. Some of the audience members asked about
public safety expenses and aquatic center/skate park expenses. Guild explained some of the other
funds and how they work. He talked about the operating budget and the tax rate. Kristy Isberner, an
employee of the Everest Metro Police Department, asked how much money the village has borrowed
since Guild has been employed. Guild said approximately two million to two and a half million. She
asked how long it would take to pay it off. Guild said 2021. Jacobs explained the debt schedule.
There was a short discussion on TIF borrowing versus the village’s debt schedule. Schuster
explained how the Village is trying to increase the tax base with the SE quadrant plan. Jane Sparks
said Weston residents came to this meeting to support public safety. She asked the Board of Trustees
to please consider making public safety a priority. Gil Holcomb asked about debt. Guild explained
the debt service exemption. Jeffrey Micholic, 1305 Skyline Lane, also a member of the Police
Commission, asked how other communities can afford to pay for additional public safety services
and the Village can’t. Ermeling said the village maintained the tax rate for years and said this affects
the village now. She agreed that additional police officers are needed, and the village needs to figure
out how to fund it in 2018. Schuster said there was never a discussion about not approving additional
police officers. Kristine Gilmore, D.C. Everest School Superintendent, also said she would like to
see public safety a priority. Guild also explained how the village’s shared revenue compares to other
similar communities.
3. Public Hearing on the Replacement of an Official Map for the Village of Weston.
Ermeling read the hearing notices and declared the hearings open at 6:00 p.m. She asked for
comments. Higgins explained there were slight changes to the map and the Board needs to re-adopt.
4. Receive comments from the public on hearing presentations.
Ermeling asked for any additional comments. There were none.
5. Close the public hearings.
Ermeling closed the hearings at 7:53 p.m.

Insurance.
40. Approve December 5, 2016 Board of Trustees Minutes.

White said under the Term of License ordinance sections it should indicate licenses “may” be granted by
the Village Board and not licenses “will” be granted by the Village Board.
Motion by White, second by Ostrowski to approve Ordinance #16-050 amending sections
10.115(B) and (C) number of dogs and cats limited, 10.122(C), (D) and (G) kennels and 10.123(D)
and (G) animal fanciers, contingent on making the above correction.

Ermeling reported the Wausau Daily Herald will be releasing a story on the SE Quadrant proposed plan.
Ermeling also said she appreciates the Police Chief’s support from the community.
