Ermeling called the meeting to order at 4:30 p.m.

Johnson and Penza were not in attendance.
10. National Public Works Week.
Wodalski gave an update on the Public Works Department.
Motion by Ziegler, second by Ostrowski to approve Proclamation #P-17-04 designating the week of
May 21 – 27, 2017 as National Public Works Week in the Village of Weston.

Chief Sparks introduced the new police officers to the Board of Trustees.
D) PUBLIC COMMENTS TO THE BOARD OF TRUSTEES.
11. Sabrina Clark regarding allowing chickens in residential areas.
Sabrina Clark presented and explained the proposed ordinance to allow chickens in residential areas.
Her mother also gave a presentation.
Travis Manteuffel, 616 S 1st Ave, Wausau, said he would like to file a formal complaint against the
Everest Metro Police Department. Ermeling said the Board does not deal with that kind of business.
Chief Sparks said he needs to go to the Police Department to make a formal complaint.

E) COMMITTEE OF THE WHOLE.
12. Convene into Committee of the Whole.
The Board of Trustees convened to Committee of the Whole. Ermeling asked if there were questions on
any agenda items. White asked about the census tracking. Higgins explained the Local Update of Census
Addressing (LUCA) Program. She said this program would help with the address tracking. Guild
referred to a copy of a letter addressed to Keith Rybacki from the Village attorney. The letter states the
Board of Trustees will decide at thier May 15th meeting whether to hold an evidentiary hearing to
determine whether it issued Crafties’ a Class B Beer license based on misrepresentations.
Ermeling asked about plumbing fee on the Schedule of Fees. Building Inspector Tatro said the state
requires inspections on plumbing. There are some exceptions such as a leaky faucet or toilet. There was
a short discussion on having to take out a permit to replace doors and windows.
13. Presentation from Village Financial Advisor regarding Pre-Sale report for CDA Series 2017A
Greg Johnson from Ehlers explained the purpose of the refinancing. He reviewed the total to be
refinanced, the cash flow projections and a summary of balances. He also reviewed the debt issuance
schedule.
There was a short discussion regarding the risk factors. Ermeling asked about line item for salaries and
benefits. It was indicated these were staffing projections given to Greg. This is what the staff total could
look like. Ermeling also asked about the shortfall funding. Jacobs said this is being advanced from the
General Fund and will be paid back.
14. Opportunity to ask questions about agenda items listed under consent agenda on this meeting
agenda.

The Board of Trustees convened to the regular meeting at 5:35 p.m.

Consent Item 54. Resolution No. 2017-025: A resolution amending the Village Fee Schedule.
Ermeling and Ostrowski both have concerns with replacement of doors/windows and heating and cooling
permits. Building Inspector Tatro explained the reasons for the door and window replacements. He said it’s
a safety concern. Porlier suggested having no fee but require a permit. Ostrowski said people are concerned
with all the extra fees. Tatro said he was concerned with homeowners doing their own work.
Motion by Ostrowski, second by Porlier to approve amending the Village Fee Schedule, contingent on
leaving off the heating and cooling and replacement of exterior windows and doors. Q/Hooshang
asked if this will eliminate just the fee, but leave the permit. Ermeling said the permit and fee will be
taken off.

J) NEW BUSINESS.
57. Should the Board of Trustees Direct Village staff to prepare an amended ordinance allowing for
chickens in certain residential zoning districts, for consideration and review at a forthcoming
meeting?
There was a short discussion on covenants and ordinances. Ermeling said chickens seem to attract the
predators or vicious animals. She is also concerned with others not keeping them maintained in
residential areas. She said we should not have to send staff out to enforce the chickens. Higgins said
chickens are allowed in RR2 and RR5 zoning, which are larger lots. There are residents that have them
on those larger lots. Higgins said the Plan Commission does not want this added to the zoning code.
There was another short discussion on policies and procedures.
Ermeling asked if any Trustee would like to make a motion. There was no motion made. Matter dies for
lack of motion.

K) EXECUTIVE REPORTS.
59. Administrator
Guild reported he is still in discussions with businesses in the Business Park that want to expand their
buildings. Staff is preparing for the July/August newsletter. The Board of Trustees need to be present at
a joint CDA/Board meeting regarding debt issuance on June 20th. Guild also reported he is working
with the CVB and the Village Attorney on how room taxes will be handled. He is also working on
several grants for a new canoe/kayak launch.
