There were none. MINUTES FROM PREVIOUS MEETINGS. Previous minutes were on the 10/19/20 Joint Finance and Board of Trustees meeting agenda for approval. HEALTH INSURACE PRESENTATION 4. Presentation by Cory Toth-LaPointe, Spectrum Benefit Solutions of Central WI, LLC Cory Toth-LaPointe presented the renewal from Group Health Cooperative and said the renewal came in at a 34% increase but was released at a 17% increase. Spectrum did go back and ask for a rate relief, but Group Health said they would not do that at this time. The loss ratio is at 133%. Spectrum did shop the market for the group. Cory reviewed the quotes. The employee Insurance Committee met last week and made a recommendation to stay with Group Health through November and December but move to a different plan with increased deductibles and increased out of pocket expenses. This is an increase of 9.77%. The Committee also made a recommendation to join the Spectrum business cooperative and move to Security Health Plan January 1st. Spectrum Insurance Group started a cooperative with Security Health Plan in 2019. The cooperative began 1/1/19 with 14 groups. On 1/1/2020 they had a 0% renewal and are running at a 74% loss ratio. On 7/1/2020 they added 8 more groups. On 1/1/21 they will once again have a 0% renewal and continue running at a 74% loss ratio. As of today, they have 21 new groups accepted for 1/1/2021. Cory reviewed the proposed membership agreement. The traditional plan renewal came in at a - 4.87% and the HSA came in at -10.4%. These two plans also have an increase in deductibles and out of pocket expenses. Maloney wanted the Board to know that the Insurance Committee is made up of just staff members. There was a short discussion on the history of the committee. Police Chief Schulz said the committee allows for more buy-in from the employees and they have a better understanding of what is being offered to the employees. Ermeling said this is a unique committee and she would hate to see it change. White said this is allows for a better relationship with the employees. Finance Director Trautman reviewed the 2021 budgeted health insurance amounts and said there would be a savings with both plans. She also reviewed the possible employer premium share of both the traditional and HSA plans. She proposed giving employees, who select the HSA plan, the annual savings on the employer premiums between the HSA and traditional plans. For example, the employer savings for a family plan would be $1,118.40. There was a short discussion on how other employers handle employees that do not carry their insurance. It was noted the Village does not currently compensate these employees for that. 5. Discussion and possible action on Health Insurance renewal for the 2020/2021 term Motion by Fiene second by White to adopt the Employee Insurance Committee recommendation which is to move to Group Health’s Traditional plan with a 9.77% increase for two months (November and December 2020), and then moving to the Spectrum Cooperative on January 1, 2021 offering both a Traditional plan and HSA plan, along with giving employees, who select the HSA plan, the annual savings on the employer premiums between the HSA and Traditional plans as presented by Finance Director Trautman. Q/Meinel asked about the savings. Maloney said this is for the employer premium savings between the HSA and Traditional plans and only for employees that select the HSA option. Cory also explained the premium savings in a bit more detail. Meinel asked if Attorney Yde could review the cooperative agreement. Donner said we certainly can have him do that. Meinel asked to amend the original motion to include a contingency of having Attorney Yde being satisfied with the cooperative agreement. Fiene accepted this as a friendly amendment. John Davel, Davel Environmental and Engineering on behalf of property owner, Nicolet Lumber Company, is requesting an appeal of the September 14, 2020 Plan Commission decision to deny their request to amend their existing Conditional Use Permit for East Gate Apartments approved on June 11, 2018 for a Multi-Family Residence (9+ Unit Building) land use within the B-1 (Neighborhood Business) zoning district for a parcel addressed at 6905, 7007, 7103, and 7205 Schofield Ave per Sec. 94.16.06(7). • Resolution No. 2020-021 Approve/Deny the Conditional Use Permit Amendment by Nicolet Lumber Company for the East Gate Apartments. BOARD OF TRUSTEES MEETING MINUTES 10/19/2020 Prepared by: Sherry Weinkauf, Village Clerk  VILLAGE OF WESTON, WISCONSIN OFFICIAL MEETING MINUTES OF THE BOARD OF TRUSTEES Higgins said when staff was doing the final completion on the project it was indicated that they did not build what was approved. The site plan was part of the conditional use permit back in 2018. The property at the time was B2 which only allowed the apartments to be built via the conditional use permit. They were notified early this year and they chose to request an amendment to the conditional use permit. The Plan Commission heard the amendment through a public hearing in September and denied the amendment. An appeal was filed by Davel Environmental and Engineering. Staff did recently go out and do a full inspection of the project. Maloney said they did admit at the hearing that they did make a mistake. He said it really is not a whole lot that the Village is asking them to change. Meinel asked what would happen if the Board denied this. Higgins said their recourse would be circuit court. Motion by Fiene second by Ermeling to deny Resolution No. 2020-021 and give staff flexibility to work with them and include attorney in notification. EMPD Cat Contract Schulz said he wanted to make the Board of Trustees aware of what is being spent on cats as it relates to taking them to the Humane Society. There is no contract for dogs. Each year the department must estimate how many non- dog strays (mostly cats) they will have. He also said the Humane Officer is shared between Wausau and Everest Metro. Each non-dog stray costs $185 each. If over 300 are picked up the charge increases to $200. In 2016 Everest Metro paid $10,000, in 2017 $13,795, in 2018 $19,890 for non-dog strays. He also added that Wausau is paying over $50,000 a year. He feels the Humane Society is charging too much. He would like to see the area communities have a meeting to discuss making changes.
